About this file

This is an Emergency Purchase Statement filed by the Illinois Environmental Protection Agency (IEPA) with the State of Illinois Chief Procurement Office for General Services. The document authorizes an emergency procurement for the continuation of recycling education services to Illinois residents and local governments. The contract involves maintaining the Recycle Coach System platform, which provides online recycling education, local government integration capabilities, a smartphone application, and administrative management tools. The vendor, Municipal Media Corp., currently operates the only platform infrastructure available in Illinois for this service. The emergency purchase was awarded on July 14, 2026, with authorization signed on July 17, 2026. IEPA initiated a competitive RFP process but was forced to cancel it due to the solicitation's failure to address all factors significant to the State, necessitating an emergency purchase to prevent service disruption while the agency rebids the contract through a full competitive process.

The total contract expenditure is $183,165.00, funded through State Appropriations funds rather than federal or grant sources. The vendor, Municipal Media Corp., located at 50 Carroll Street, Suite 111, Toronto, Ontario M4M 3G3, is required to meet an 11% Business Enterprise Program (BEP) contracting percentage. No active State contract was available to meet the recycling education needs. The emergency purchase justification emphasizes the critical nature of the service to public health and safety, citing specific incidents of battery fires in garbage trucks and landfills, potential groundwater contamination from improperly disposed hazardous materials, and the IEPA's obligations under the 1986 Solid Waste Management Act and the Governor's Office priorities for expanded recycling infrastructure. The agency's best efforts to include BEP-certified contractors and competition in the emergency procurement process are documented in the statement.

TextField2: In 1986 the State of IL established the Solid Waste Management Act. This Act facilitated the recycling of paper, cardboard, aluminum cans, plastics, scrap metal, books, batteries, and other products. The Act established the I-Cycle Program for State Agencies to recycle and mandated expanded access to curbside recycling for the public. This contract is for an ILEPA Program that aims to educate the public on proper recycling practices and expands recycling information to all residents in Illinois. Local governments rely on information from this Program to expand recycling infrastructure in their local jurisdictions which in effect complies with the Solid Waste Management Act. Further, this program disseminates specific recycling information to residents based on their specific location. The scope of work in this contract directly furthers the key priorities of ILEPA established in the Solid Waste Management Act of 1986.

Establishing recycling access and expanding infrastructure has been a priority for the ILEPA and the Governor's Office. This Administration oversaw the signing of the Paint Stewardship Act, the Battery Stewardship Act, the Large Events Facilities Act, and the Statewide Recycling Needs Assessment Public Act. All of these Acts expanded critical recycling infrastructure and access for various products for residents across the State. As noted from these examples, expanding recycling infrastructure has been a top priority for the Governor's Office and ILEPA.

Additionally, providing this critical recycling infrastructure is a crucial public safety concern. For example, disposing of batteries improperly in the trash can lead to fires. An event as recently as June 30, 2026 in Tolono demonstrated the dangers of disposing lithium ion batteries in the trash which likely led to the garbage truck catching on fire. Another high profile battery fire is the one in Morris, IL in 2021 that burned an entire warehouse of batteries that were improperly stored. There are other incidents that have led to fires on garbage trucks, facilities or landfills due to batteries being stored or thrown out rather than recycled.

Other substances such as hazardous chemicals, electronics, or paint which all have established recycling streams, get thrown out in landfills by residents of IL due to a lack of education as well. In some extreme cases, especially in older landfills these products have led to groundwater contamination due to leaching of heavy metals and compounds from these products. This in effect could poison the only potable water supply for some of these municipalities.

Therefore, this emergency contract to fulfill the requirements of the ILEPA Recycling Education Program is critical to the goals of expanding recycling education and infrastructure to the residents of IL. Furthermore this contract is essential to meet the requirements of the Solid Waste Management Act established in 1986. Finally, this contract is crucial to protect the health and safety of residents of IL by keeping potentially harmful substances with established recycling streams out of a landfill.

Without an agreement to continue services, IEPA risks:

1. Noncompliance with the Solid Waste Management Act established in 1986.

2. Direct insubordination with a Governor's Office Priority to expand recycling education and access to residents.

3. Potential increased battery fires in facilities, garbage trucks, and landfills

4. Potential contamination and poison of municipal groundwater as well as other potable water resources.

5. Utter disregard to recycling, reuse, and resource conservation that Illinois has thus far championed.

TextField4: ILEPA published an RFP, but it had to be canceled because the solicitation did not provide for consideration of all factors of significance to the State. Given the current events, the Agency will rebid the RFP. The Agency cannot afford a lapse in services for this crucial service. Therefore, this emergency purchase is needed.
ExplanationForSelectingVendor: This Vendor currently has the platform implemented in Illinois for Recycling Education. IEPA is trying to do a competitive RFP for services for a longer term contract. This vendor has a platform that can provide specific recycling information to residents based on where they live. The vendor system also allows integration into local government systems to ensure effective onboarding and expansion of educational resources.
ExplanationSuppliesServices: This contract will provide the online recycling education platform, local government integration, administrative platform on the electronic program for management, a smartphone application, and other educational resources.
TextField3: IEPA tried to conduct a competitive RFP, but it was unsuccessful. IEPA will rebid the project. The current Vendor has the infrastructure to complete the work and has the only platform available for the State of Illinois. Using a differently platform would require a rollout of new software and require counties to sign-up prior to services being rendered.
TextField1: The Vendor will have a BEP contracting percentage of 11%.
