About this file
This is a Recruiting and Retention Services Questionnaire issued by the Virginia Army National Guard (VA ARNG) as part of a Request for Information (RFI) for market research purposes. The questionnaire is designed to determine whether a single company can provide all required recruiting and retention marketing services. Respondents must answer YES or NO to 42 capability statements and provide their company name, SAM UEI, and small business status under NAICS 541613 (with a $19 million size standard for small businesses). The RFI is not a binding commitment and the Government will not reimburse any costs associated with responding. This is market research only and does not constitute a Request for Proposal or Request for Quote.
The questionnaire covers comprehensive recruiting and retention services across multiple categories: program management and reporting capabilities, including monthly KPI reports and annual ROI analysis; training and consulting services, including online sessions, monthly Microsoft Teams consultations, and in-person training at the Defense Supply Center of Richmond; marketing analytics and research using GIS best practices, including recruiting analysis at the TEAM and RSID level and two additional analytic studies from a specified list; recruiting location optimization for 51 VA ARNG locations, including directory listings across 80+ platforms and online review management; digital asset management system implementation with support for up to 1,000 assets; landing page development and lead capture; comprehensive media planning and strategy with real-time performance dashboard access; and digital business cards and QR code generation. The questionnaire serves as a screening tool to identify vendors capable of delivering the full scope of services before the Government potentially issues a formal procurement solicitation.
