About this file
This is an Invitation for Bids (IFB) issued by the Board of Contract and Supply for the City of Providence, Rhode Island, for Awards and Trophy Needs for Fiscal Year 2026. The Recreation Department is seeking qualified vendors to supply awards and trophies for programming across 11 Recreation Centers, with a one-year contract and two additional one-year renewal options. The bid is scheduled to be opened on 7/28/2025, with a question deadline of 7/18/2025 by 4:00 PM. Bidders are required to submit two copies of their bid to the City Clerk's office, with the evaluation criteria based solely on overall unit pricing.
The pricing structure requires bidders to complete a detailed table with retail and discounted/fixed prices for various trophy and award types, including sport-oriented medals, plaques, single and double post trophies, and custom banners. Prices must remain firm for the base year, with potential price adjustments in option years limited to 3% annually based on the Consumer Price Index (CPU-U), Northeast Region. Additional requirements include vendor availability during working hours, meeting mandated due dates, and providing high-quality materials. The city has established a 20% Minority and Women Business Enterprise (MBE/WBE) participation goal, with bidders required to complete MBE/WBE participation forms or submit a waiver request if the goal is not met.

Gen. Laws § 11-49.3-1, during the term of the Agreement. You shall implement and maintain appropriate physical, technical, and administrative security measures for the protection of, and to prevent access to, use, or disclosure of, confidential and/or personal information. In the event of a breach of such information, you shall notify the City of such breach immediately, but in no event later than twenty-four (24) hours after discovery of such breach.
16. The Agreement is governed by the laws of the State of Rhode Island. You expressly submit yourself to and agree that any and all actions arising out of, in connection with, or resulting from the performance of the Agreement or relationship between the parties shall occur solely in the venue and jurisdiction of the State of Rhode Island or the federal court located in Rhode Island.
17. The failure of the City to require performance of any provision shall not affect the City’s right to require performance at any time thereafter, nor shall a waiver of any breach or default of this Agreement constitute a waiver of any subsequent breach or default or a waiver of the provision itself.
18. If any term or provision of this Agreement, or the application thereof to any person or circumstance shall, in any extent, be invalid or unenforceable, the remainder of this Agreement shall not be affected thereby, and each term and provision shall be valid and enforceable to the fullest extent permitted by law.
