1.1. Photovoltaic Project
1.2. Building: Chet Holifield Federal Building
1.3. Location: 24000 Avila Road, Laguna Niguel, CA 92677-3405
2. BACKGROUND
2.1. Objective. The contractor shall provide a total “turnkey” project including design, manufacturing/acquistion and installation services for the installation of a roof-mount utility-interactive photovoltaic system. The use of proven, innovative systems is encouraged. This project shall meet all technical requirements of this Statement of Work and of the Contractor's final accepted proposal as agreed on and incorporated into the Contract.
2.2. Scope: The contractor shall perform all professional services as necessary to provide GSA with a complete design package including, but not limited by, the requirements outlined in this Statement of Work. The design package shall include specifications and drawings which will be turned over to GSA. After approval by GSA of the final design package, the contractor shall provide all necessary construction services to successfully install the photovoltaic system.
2.2.1. Design Guidelines. Develop a design for a new photovoltaic system at the Chet Holifield Federal Building, Laguna Niguel CA. See drawings provided indicating the possible proposed site locations. This drawing is meant for informational purposes only and must be field verified by the contractor.
2.2.1.1. The following performance criteria shall be met:
· PV system energy production rating as promised in the Contractor's final accepted proposal.
· The Contractor shall provide all elements necessary for the successful installation (including, but not limited to – the design, installation, and verification) of a roof-mounted module system with a flat or fixed tilt, orientation, which ever maximizes annual energy production. The government encourages innovative approaches and may approve alternative designs..
· Power provided shall be compatible with the onsite distribution system.
· Estimated energy delivery shall be provided for each month of the year and total for the year. The STC power value will be entered into PVWATTS (use version 1):
· Version 1-http://rredc.nrel.gov/solar/codes_algs/PVWATTS/version1/ (use Long Beach) to determine estimated energy delivery in kWh. A suggested DC to AC De-rate factor is 0.77, however more efficiently engineered and designed systems are encouraged. Support the De-rate factor’s used. Estimated annual energy delivery as designed must equal or exceed that promised in the final accepted proposal.
· Layout of panels shall be based on shading analysis, as well as, maximizing the payback of the system.
· All PV hardware and structural components shall be either stainless steel or aluminum.
