About this file

This document is a notification from the Department of Homeland Security (DHS) and Transportation Security Administration (TSA) regarding REAL ID compliance requirements applicable to federal facilities, including Massachusetts National Guard installations. The notice informs contractors that effective May 7, 2025, individuals seeking access to federal facilities—including MA National Guard facilities—must present a REAL ID-compliant driver's license or identification card bearing the required star marking on the upper portion of the card. The document outlines that REAL ID compliance is mandated under the REAL ID Act of 2005 (H.R. 418) for three official purposes: accessing certain federal facilities, boarding federally regulated commercial aircraft, and entering nuclear power plants. Enhanced Driver's Licenses (EDLs) issued by Washington, Michigan, Minnesota, New York, and Vermont are explicitly recognized as acceptable alternatives and do not require the star marking. Any individual without proper REAL ID identification will be denied access to MA National Guard facilities.

The document emphasizes that DHS and TSA are committed to enforcing REAL ID Act requirements and that compliance applies to all individuals 18 years and older planning to board domestic flights or visit federal facilities. The Act's security standards establish minimum requirements for license issuance and production, and the prohibitions do not affect other uses of driver's licenses or identification cards unrelated to the three defined official purposes. This requirement is particularly relevant to contractors bidding on the HVAC System Cleaning Services project at Barnes ANG, as personnel accessing the facility must maintain current REAL ID-compliant identification to comply with federal security protocols.

ATTENTION CONTRACTORS:

Effective 7 May, 2025: Federal agencies, including DHS and TSA, may only accept state-issued driver’s licenses and identification cards as identification for purposes of accessing federal facilities - including TSA airport security checkpoints - if the license or card was issued by a REAL ID compliant state in accordance with the REAL ID security standards (meaning the license or card must include the REAL ID compliant star marking).

REAL ID-compliant cards will have of one of the following markings on the upper top portion of the card. If the card does not have one of these markings, it is not REAL ID-compliant and won’t be accepted as proof of identity in order to board commercial aircraft.

Examples of Real ID’s are included at the conclusion of this document

Enhanced Driver’s Licenses (EDL) issued by Washington, Michigan, Minnesota, New York, and Vermont are considered acceptable alternatives to REAL ID-compliant cards and will also be accepted for official REAL ID purposes. Most EDLs do not contain the star marking and this is acceptable.

Any individual seeking access to a MA National Guard facility without a Real ID will be denied access.

The REAL ID Act, passed by Congress in 2005, H.R. 418 - Real ID Act of 2005 enacted the 9/11 Commission’s recommendation that the Federal Government “set standards for the issuance of sources of identification, such as driver's licenses and identification cards.” The Act and implementing regulations establish minimum security standards for license issuance and production and prohibit federal agencies from accepting for certain official purposes noncompliant driver’s licenses and identification cards.

The official purposes covered by the Act and regulation are:

• Accessing certain federal facilities;

• Boarding Federally regulated commercial aircraft; and https://www.dhs.gov/real-id/real-id-faqs https://www.congress.gov/bill/109th-congress/house-bill/418

• Entering nuclear power plants.

Secure driver's licenses and identification documents are a vital component of our national security framework. DHS/TSA is committed to enforcing the REAL ID Act, therefore, beginning May 7, 2025, anyone 18 years and older that plans to fly domestically or visit certain Federal facilities will need a REAL ID or another acceptable form of identification.

The Act’s prohibitions do not affect other uses of driver’s licenses or identification cards unrelated to official purposes as defined in the Act.
