About this file

This document is a directive from the Department of Homeland Security (DHS) and Transportation Security Administration (TSA) regarding REAL ID compliance requirements, applicable to federal agencies and contractors accessing federal facilities. Effective May 7, 2025, all individuals aged 18 and older seeking access to federal facilities, including TSA airport security checkpoints and Massachusetts National Guard facilities, must present a REAL ID-compliant state-issued driver's license or identification card bearing the required star marking on the upper portion of the card. Enhanced Driver's Licenses (EDLs) issued by Washington, Michigan, Minnesota, New York, and Vermont are accepted alternatives and do not require the star marking. Individuals without compliant identification will be denied access to these facilities. The REAL ID Act, enacted in 2005 (H.R. 418) pursuant to recommendations from the 9/11 Commission, established minimum security standards for driver's license issuance and production.

The directive applies specifically to the context of the Massachusetts state and local contract opportunity for generator services at Building 197, indicating that contractors and personnel working on or accessing the project site must comply with REAL ID requirements if federal facility access is necessary. The document clarifies that REAL ID compliance affects only official uses of identification as defined under federal law and does not impact other routine uses of driver's licenses or identification cards. Detailed information regarding REAL ID compliance, FAQs, and examples of compliant identification documents are available through DHS resources and Congressional documentation referenced in the directive.

ATTENTION CONTRACTORS:

Effective 7 May, 2025: Federal agencies, including DHS and TSA, may only accept state-issued driver’s licenses and identification cards as identification for purposes of accessing federal facilities - including TSA airport security checkpoints - if the license or card was issued by a REAL ID compliant state in accordance with the REAL ID security standards (meaning the license or card must include the REAL ID compliant star marking).

REAL ID-compliant cards will have of one of the following markings on the upper top portion of the card. If the card does not have one of these markings, it is not REAL ID-compliant and won’t be accepted as proof of identity in order to board commercial aircraft.

Examples of Real ID’s are included at the conclusion of this document

Enhanced Driver’s Licenses (EDL) issued by Washington, Michigan, Minnesota, New York, and Vermont are considered acceptable alternatives to REAL ID-compliant cards and will also be accepted for official REAL ID purposes. Most EDLs do not contain the star marking and this is acceptable.

Any individual seeking access to a MA National Guard facility without a Real ID will be denied access.

The REAL ID Act, passed by Congress in 2005, H.R. 418 - Real ID Act of 2005 enacted the 9/11 Commission’s recommendation that the Federal Government “set standards for the issuance of sources of identification, such as driver's licenses and identification cards.” The Act and implementing regulations establish minimum security standards for license issuance and production and prohibit federal agencies from accepting for certain official purposes noncompliant driver’s licenses and identification cards.

Secure driver's licenses and identification documents are a vital component of our national security framework. DHS/TSA is committed to enforcing the REAL ID Act, therefore, beginning May 7, 2025, anyone 18 years and older that plans to fly domestically or visit certain Federal facilities will need a REAL ID.

The Act’s prohibitions do not affect other uses of driver’s licenses or identification cards unrelated to official purposes as defined in the Act.
