About this file

This document is an email exchange and project intake form for a Request for Proposals (RFP) for Aviation Noise Consulting Services issued by the City of Santa Monica. The RFP seeks a professional services agreement for Airport Noise Consultant Services for the Santa Monica Municipal Airport, with an initial contract term of 2 years starting February 1, 2025, and an option for a 10-month renewal until December 31, 2028, at the City's discretion. The selected consultant will be responsible for producing Annual Community Noise Equivalent Level (CNEL) Noise Contour Modeling, reviewing aircraft operations and noise data, analyzing flight track dispersion, evaluating airport mitigation procedures, and presenting annual findings to the Airport Commission.

The total contract value is estimated at $100,000 with an additional 10% contingency, funded through Airport Fund 57 (City). The scope of work involves technical noise assessment activities, including using INM computer software to model aircraft noise levels, discussing historical noise trends, and performing related duties as prescribed by the City. Notably, Kim Morales from GCAP Services, Inc. determined that the scope of work would not be considered covered work under prevailing wage regulations. The RFP indicates the City is seeking a qualified consultant to help assess and mitigate environmental noise impacts while supporting the airport's ongoing aviation service needs.
