About this file
This email chain is a communication between Kim Morales from GCAP Services and Tom Clemo from the Santa Monica Fire Department regarding a prevailing wage inquiry for the Los Angeles Area Fire Chief's Association (LAAFCA) Executive Director Request for Proposal (RFP). The document indicates the solicitation is for a management consultant to serve as the Executive Director for the Los Angeles Regional Training Group (RTG), providing strategic leadership and direction for regional training needs. The RFP is being issued by the Santa Monica Fire Department on behalf of LAAFCA, with the selected consultant reporting directly to the LAAFCA Executive Board.
The email exchange specifically addresses the classification of the opportunity as a professional service, which Kim Morales confirms is not covered under prevailing wage requirements. The procurement is explicitly noted as not creating an employment relationship with the City of Santa Monica. While specific financial details are not disclosed in this communication, the document suggests this is a consulting engagement focused on strategic leadership for a regional fire training organization, with the consultant expected to guide long-term regional training initiatives and strategic planning for the Los Angeles area fire chiefs' collaborative group.
