About this file

This email exchange is internal correspondence between the City of Tampa's Risk & Insurance Analyst and Procurement Analyst regarding insurance requirements for a new Vehicle & Equipment Towing Services contract (ITB #82041321). The procurement covers towing services for five vehicle categories—light vehicles (up to 10,000 lbs), medium-duty vehicles (10,001-26,000 lbs), heavy trucks (26,001-80,000 lbs), construction and specialized equipment, and special equipment including boats and motorcycles—with an estimated annual volume of 200-500 tows. Sealed bids are due electronically through the OpenGov eProcurement Portal by 3:00 p.m. on January 30, 2026. The contract will be awarded for one year with four one-year renewal options, with an estimated annual budget of $175,000.

The key discussion centers on specialized insurance requirements necessary to protect the City during towing operations. The Risk & Insurance Analyst recommends adding three towing-specific coverages beyond standard requirements (general liability, auto, workers' compensation, and umbrella): (1) on-hook towing coverage to protect City vehicles and equipment while attached to the tow truck during transport, (2) garage keepers coverage if fleet units will be stored on the vendor's property, and (3) umbrella or excess liability. The analyst emphasizes that on-hook towing coverage is a separate, specialized policy or endorsement distinct from general garage liability and is a Florida state requirement for licensed tow trucks. The analyst suggests including explicit language in the bid documents to ensure vendors understand this requirement and properly transfer risk away from the City to the vendor's insurance policy.

Good morning, Thanks for reaching out for clarification!

To confirm my earlier message, on-hook towing coverage is a separate, specialized policy or endorsement. It is distinct from general garage liability or garage-keepers coverage.

On-hook coverage specifically addresses physical damage (from collision, fire, theft, vandalism, etc.) to a non-owned vehicle (such as a City of Tampa’s fleet vehicle or citizen's car) while it is attached to the tow truck and being transported.

Also, I’m quite confident that it is a Florida state requirement for licensed tow trucks to carry this coverage. I’ll double check to be sure.

To help ensure we have all our bases covered, I think that it would be good to include a friendly reminder in the bid documents that this specific coverage is required. This helps ensure we are properly transferring risk away from the City and onto the vendor's insurance policy, which protects everyone involved during towing operations.

Quin, Is on hook towing defined in the garage liability? Because I would need the wording for this coverage. Please advise.

Thanks Quin. I have added everything except no.1 On-hook coverage. I not sure this is Purchasing’s boilerplate for insurance.

Good afternoon, Thank you for getting this over to me.

The standard insurance requirements from the previous bid (general liability, auto, WC, and umbrella) still work well for this agreement. I would just suggest adding a few towing-specific coverages to make sure the City is fully protected:

1. On-hook towing coverage – Covers our vehicles and equipment while they’re physically attached to the tow truck.

2. Garage Keepers coverage – Recommended if any of our fleet units will be stored on the vendor’s property. This protects us in case of fire, theft, vandalism, or other damage while the vehicles are in their care.

3. Umbrella/Excess Liability – The vendor can use their umbrella policy to meet these needs, as long as on-hook towing is included either in the underlying policy or under the umbrella.

Adding these coverages on top of the existing requirements gives us a good level of protection for towing and transporting City fleet vehicles and equipment.

If you have any questions, please let me know.

Have a good day! 😊

Quin, Please see the attached document which will be a new bid. Are the insurance requirements that are in this old bid still the same for this new bid? Award period is for 1 year with 4 renewal options and the estimated budget is $175K. Thank you.
