About this file
This is an email chain documenting the cancellation and re-bidding of a walking trail resurfacing project for the City of Tampa, Florida. The City is soliciting quotes to resurface approximately 45,553 square feet of existing walking trail within a public park. The work scope includes preparation of the existing asphalt surface, application of a tack coat using SS-1 asphalt emulsion, and furnishing and installation of 1 inch of Type SP 9.5 asphalt that must be evenly placed and mechanically rolled to achieve proper compaction and a smooth finish. The original competitive bid was scheduled for a bid opening on March 27, 2026, with a mandatory pre-bid meeting held on March 12, 2026. However, zero vendors attended the mandatory pre-bid meeting and no vendors downloaded the bid documents, resulting in the decision to cancel the original solicitation and rebid the project as a Bid Discount procurement. The opportunity was reposted on March 18, 2026, with a new due date of April 20, 2026.
The re-bid utilizes a Bid Discount procurement approach and includes a Small Local Business Enterprise (SLBE) set-aside component requiring bidders to utilize certified SLBE firms from the City's minimum certified contact list of 39 qualified vendors throughout Florida and the Tampa Bay region. Bidders must submit a DMI-40 Letter of Intent for each SLBE subcontractor within ten workdays after notice of intent to award, documenting the scope of work, cost, and percentage of total contract value. Qualified contractors must demonstrate capability in asphalt resurfacing work and comply with all City of Tampa requirements, including submission of a DMI-30 Payment Form and comprehensive Americans with Disabilities Act (ADA) compliance documentation as a condition of proposal submission. No specific evaluation criteria, site visit schedules, award values, budget ranges, or incumbent vendors are identified in the available documentation.

Since no vendors attended the mandatory pre-bid meeting this morning, I would like to request approval to cancel the bid opening currently scheduled for March 27th and rebid the project as a Bid Discount. Additionally, I reviewed Vendor Analytics in OpenGov and noted that no vendors have downloaded the bid documents.
Thanks.
