About this file

This email chain documents an internal procurement decision by the City of Tampa, Florida regarding the Walking Trail Resurfacing project. The project involves resurfacing approximately 45,553 square feet of existing walking trail within a public park, including preparation of the existing asphalt surface, application of a tack coat using SS-1 asphalt emulsion, and furnishing and installation of 1 inch of Type SP 9.5 asphalt that must be evenly placed and mechanically rolled to achieve proper compaction and a smooth finish. The original competitive bid was scheduled for a bid opening on March 27, 2026, with a mandatory pre-bid meeting held on March 12, 2026. However, due to zero vendor attendance at the pre-bid meeting and no vendors downloading the bid documents, the City's Purchasing Department requested approval to cancel the original bid opening and rebid the project using a Bid Discount procurement approach. This request was approved on March 16, 2026, and the opportunity was reposted on March 18, 2026, with a new submission due date of April 20, 2026.

The rebid as a Bid Discount procurement represents a shift in solicitation strategy following insufficient vendor interest in the original competitive process. The reposted opportunity includes a Small Local Business Enterprise (SLBE) set-aside component requiring bidders to utilize certified SLBE firms from the City's minimum certified contact list of 39 qualified vendors throughout Florida and the Tampa Bay region. Bidders must submit a DMI-40 Letter of Intent for each SLBE subcontractor within ten workdays after notice of intent to award. Additionally, contractors must submit comprehensive Americans with Disabilities Act (ADA) compliance documentation including an Accessibility Conformance Report demonstrating conformance to WCAG 2.2 Level AA standards, a Supplemental Accessibility Report, and training descriptions with associated costs. The City reserves the right to conduct demonstrations and hands-on testing of proposed items prior to award, with unsuccessful proposers responsible for return shipping costs.

Good Afternoon, mailto:Sajan.Patel@tampagov.net mailto:Michelle.Estevez@tampagov.net mailto:David.Baird@tampagov.net mailto:Michelle.Estevez@tampagov.net https://procurement.opengov.com/portal/cityoftampa mailto:Sajan.Patel@tampagov.net mailto:David.Baird@tampagov.net

Since no vendors attended the mandatory pre-bid meeting this morning, I would like to request approval to cancel the bid opening currently scheduled for March 27th and rebid the project as a Bid Discount. Additionally, I reviewed Vendor Analytics in OpenGov and noted that no vendors have downloaded the bid documents.

Thanks.
