About this file
This file is an internal email chain from the City of Santa Monica's Procurement Department regarding an AB 339 compliance check for Request for Quotation (RFQ) 12602079 for Microbial Source Tracking (MST) services. The City of Santa Monica's Water Resources Division is seeking a USEPA-approved laboratory to provide MST analysis for Human (HF183), Avian (GFD), and Gull (GULL2) genetic markers using polymerase chain reaction (PCR) assays to determine bacterial loads in and around the Santa Monica Pier. Water samples will be gathered by City staff and submitted with Chain of Custody forms. The selected laboratory must provide a complete sampling kit including sampling equipment, reagents, coolers, bottles, pumps, sample labels, and shipping labels, with all associated costs included in the bid. Samples must be received by the laboratory within 24 hours of shipment or pickup, and the laboratory must process and return provisional results within three weeks of receipt. The response deadline for the HR compliance determination was set for close of business on May 15, 2026, allowing five business days for review.
Minimum vendor requirements stipulate that the laboratory must be USEPA-approved with certification provided at bid submission and must have a minimum of five years of experience performing similar work. The bid cost shall include all sampling kit components, shipping and handling expenses, and analysis services. Samples may be transported via courier or picked up directly by the laboratory. The laboratory deliverable includes a comprehensive report detailing the presence or absence of the three genetic markers, bacterial concentration levels, and complete QA/QC reporting. The initial inquiry from the Senior Buyer sought confirmation that the scope of work did not encompass any work within recognized employee organization classifications, suggesting this is a specialized contract requiring external laboratory services rather than internal staffing.
