RFP Questions for Clarification (RFP No. 001/2021) as of 3/19/2021
Q1) Can you share an updated organizational chart to provide an overview of staffing for USAID RDMA, including the number of USDH, PSCs, TCNs, CCN, and EFMs and the names of each technical and support office?
A: This information will be shared with the selected contractor once the award has been issued.
However, the current number of staff in USAID RDMA is 160 persons composing of the following offices;
- Director Office
- Regional Legal Office (RLO)
- Office of Health Governance
- Program Office (PRO)
- Indo-Pacific Strategy Coordination Unit (IPSCU)
- General Development Office (GDO)
- Office of Transition Initiatives (OTI)
- Office of Public Health (OPH)
- President's Emergency Plan for AIDS Relief (PEPFAR)
- Regional Environment Office (REO)
- Client Experience Team (CET)
- Regional Office of Acquisition and Assistance (ROAA)
- Regional Office of Financial Management (ROFM)
- Regional Executive Office (REXO)
- Asia Regional Training Center (ARTC)
- Bureau for Humanitarian Assistance (BHA)
Q2) Has the RDMA mission been working virtually through the COVID-19 crisis, or has it maintained an in-person or hybrid work model?
A: Since the Covid-19 pandemic in Thailand, we have been working on a hybrid work model.
Q3) Approximately how many employees have been working remotely, and in what capacity do they generally serve?
A: Given the level of Covid-19, 50% of staff is in the office while 50% are in teleworking mode.
This applies across the board.
Q4) The RFP states that "USAID/RDMA consists of more than 200 positions, with approximately 160 staff on-board." Do we understand correctly that RDMA will be on-boarding 40 new employees in the coming months, prior to the conduct of the retreat?
A: USAID RDMA is in the process of recruiting more staff however we do not anticipate additional 40 staff on board between now and when the retreat will take place.
Q5) If the above (question 4) is true, in what capacity will these 40 new employees be serving?
This is important to gauge how dynamics may have recently shifted with the addition of new team members.
A: Additional 40 staff will be in both technical and support offices however we do not anticipate these additional 40 staff on board between now and when the retreat will take place.
Q6) Will the retreat be conducted at USAID facilities in Bangkok or at a different location?
A: The retreat will be conducted offsite at USG owned facilities. The venue will be arranged by
USAID RDMA.
Q7) If the retreat will be held at a different location than USAID facilities in Bangkok, could you please advise where the retreat will be conducted? And in this scenario, who will be responsible for procuring the facilities?

Q8) In the RFP, the total allotted time for this intervention is 19 days. Is this specified level of effort fixed or flexible?
A: 19 days mentioned in the RFP are the estimated days.

Q: Is the Insights Discovery a mandatory tool for this retreat?
A: Yes, it is.
