About this file

This is a State Conservationist Questionnaire addendum for the Natural Resources Conservation Service (NRCS) Regional Conservation Partnership Program (RCPP), issued in December 2023, that focuses on easement acquisition activities.

The questionnaire requires applicants to identify conservation benefits and NRCS resource concerns to be addressed through easement enrollment, and to specify whether the project will include US-held easements, Entity-held easements, or both under either an Alternative Funding Arrangement (AFA) or Classic funding structure. For Critical Conservation Area (CCA) funded projects, applicants must demonstrate how identified resource concerns align with CCA Priority Resource Concerns. The form assesses the applicant's familiarity with easement acquisition requirements including valuation methodologies, title clearance, hazardous materials reviews, legal surveys, and closing procedures. Applicants must detail whether specific parcels are targeted or describe plans for parcel identification. For Entity-held easement activities, the questionnaire requires identification of which partner has authority to acquire and manage easements, clarification on US enforcement rights (Classic projects only), confirmation of Agricultural Conservation Easement Program certification status, documentation of secured funds and staff, and specification of valuation methods and deed language. For US-held easement activities, applicants must describe their expected involvement, acknowledge that alternative valuation methods require review and approval, and indicate whether restoration funding through RCPP will be requested for enrolled easements.
