1.1 Background (continued):

The recovered chemical warfare materiel assessment and disposal functions are enduring DOD / Army mission areas which are projected to last many decades into the future. A variety of equipment assets, and operational, management, and maintenance skills have been accumulated by the U.S. Army and its performers in support of accomplishing these mission areas to date.

RCMD is nominally funded to support 18 assessment responses per year, and 2 destruction operations per year.

1.2 Objectives:

The performance work statement objectives to provide equipment logistics support and facility operations can be broadly divided into four areas:

-First, this contract shall provide the life cycle logistics support necessary to maintain equipment readiness and support field operations related to RCWM assessment and destruction.

-Second, this contract shall provide training services related to the Recovered Chemical Materiel Directorate equipment used for RCWM assessment, transport, and destruction.

r. Contractor Acquired Equipment List

• The PINS system accurately detects the presence of select chemical elements

• PINS uses neutron particles to produce a unique energy spectrum given off by chemical elements inside a munition

2.1.1 Portable Isotopic Neutron Spectroscopy:

2.1 Equipment Descriptions:

• The DRCT system harnesses the power of high tech digital pictures to identify munitions contents and explosive potential

• DRCT uses x-ray photography to produce high-quality images

2.1.2 Digital Radiography and Computed Tomography System:

2.1 Equipment Descriptions (continued):

2.1.3 Raman Spectrometer:

• The Raman Spectrometer uses a fiber optic probe and a laser to identify contents of Chemical Agent Identification Sets (CAIS): glass vials containing various agents and industrial chemicals once used to train soldiers

2.1.4 Mobile Munitions Assessment System:

• Equipment non-intrusively interrogates munitions to determine probable liquid fill and assess condition of energetic components

• Includes:

• Portable Isotopic Neutron Spectroscopy (PINS) system:

Assess fill content

• Digital Radiography and Computed Tomography

(DRCT): X-ray to view fill line & explosive components

• RAMAN Spectrometer: Determines composition of liquid within glass containers

PINS

DRCT

MMAS

2.1.5 Multiple Round Containers:

• Containers made of stainless steel

• All leakage and vapor are contained

• Transportable and reusable (on and off the installation)

• DOT-approved shipping containers

• Seven sizes, 5 x 25, 7 x 27, 9 x 41, 12 x 56, 18 x 5.5, 26 x 79, 30 x 40

• Nominal inventory: 1,800

2.1.6 Interim Holding Facilities:

• Used to provide safe, temporary storage at sites where storage facilities are unavailable

• Includes fireproof and corrosion-resistant materials and a fire-suppression system

• Provides a secondary containment area below the floor to contain leaking liquids

• First-entry monitoring ports

• Allows for installation of chemical agent filtration system

2.1.7 Single CAIS Access and Neutralization System:

• The SCANS is a transportable treatment system that treats small quantities of chemical agent found in recovered Chemical Agent Identification Sets (CAIS)

• Nominal Inventory: 173

SCANS Process

SCANS is sealed by securing the access lid. An operator hits the breaker bar with a hammer, shattering the jar containing neutralization chemicals and the CAIS bottle, mixing agent and neutralent in the sealed container.

Everything is contained within the SCANS. The entire item is overpacked and processed as hazardous waste.

2.1.8 Explosive Destruction System:

• Transportable system that uses explosive charges to access munitions and destroy energetics and then introduces reagent to neutralize chemical agent in a sealed, stainless steel vessel to contain all the blast, vapor and fragments from the destruction process

• Ability to process 1 to 6 munitions at a time; up to 9 lb Net Explosive Weight

• Demonstrated capabilities with H/G/V-filled 4.2” mortars, 75mm, 105mm, 155mm, and 8” explosively configured projectiles, CAIS bottles, and 100 pound bombs

Operators place the item in the munition holder

Linear-shaped charges are attached along the munition body and the item is placed in the fragment suppression shield

Operators slide the item into the vessel

Operators attach electrical components

The vessel is closed and sealed, then a leak test is performed

Operators remotely detonate the linear shaped charges to access the munition body and its chemical fill, while eliminating its explosive hazard

Once neutralization chemicals are added, the vessel is heated, if needed, and rotated to mix the contents and neutralize the chemical fill

TDC system description: the TDC is a transportable destruction system that was developed by CH2M Hill and purchased by the Army in 2014. The system has been evaluated and improved by Sandia National Laboratories (SNL). Chemical Warfare Agent destruction by the TDC is a two-phase process consisting of (1) Munition preparation and destruction; and (2) off-gas treatment. The chemical agent is destroyed by chemical reduction or oxidation and the munition body is destroyed by the detonation. For purposes of the chemical weapons convention (CWC), the chemical agent and munition body are considered destroyed. The item to be destroyed is wrapped with explosive and an exploding bridgewire detonator is attached. The package is then suspended in the detonation chamber, the detonator wire is connected and the door is closed. Other materials such as oxidants or water bags may be added to the detonation chamber. After

Unique Task Order 0004 Requirements (continued):

detonation, the gases from the detonation chamber flow into an expansion chamber. In addition, a purge blower introduces ambient air through a manifold assembly on the face of the chamber for approximately 15 minutes. This purges the detonation chamber and subsequent downstream components. Flow from the expansion chamber into the off-gas treatment system is controlled by two automatic control valves operating in parallel. This configuration allows the gases from the detonation to be vented at a constant rate for treatment. A propane flame heats the ambient air and the heated air is then vented into the ductwork connecting the expansion chamber to the reactive bed filtration system. As detonation gas is exhausted from the expansion chamber, it is mixed with an equal volume of hot air. The resulting heated air is used to maintain temperature in the duct work, reactive bed filter, and catalytic oxidizer. The mixture of heated ambient air, off-gases, and particulates from the detonation chamber is forced through the reactive bed filter coated with dry solids such as hydrated lime or sodium bicarbonate. A catalytic oxidizer is used to convert carbon monoxide and organic vapours to carbon dioxide and water. The off-gases pass over approximately 0.2 – 0.3 m³ of precious-metal catalyst. The off-gas discharged from the catalytic oxidizer is mixed with ambient air from the munitions loading vestibule and cooled. The off-gases are passed over a closed system of water-filled coils. This further reduces the temperature of the off-gases.

Unique Task Order 0004 Requirements (continued):

3.2.7.12 TDC Operations and Maintenance Manual Option: The contractor shall prepare an Operations and Maintenance Manual for the Transportable Detonation Chamber (TDC) IAW CDRL A124. Process Flow Diagrams (PFDs) and Piping and Instrumentation Diagrams (P&IDs) of the TDC system will be provided, along with Standing Operating Procedures (SOPs) and test plans and test reports when available. The TDC system is currently undergoing redesign, with functional testing planned to start in 2021. For proposal preparation purposes, the contractor shall assume the TDC system will be at APG, and available for examination to help develop the operations and maintenance manual.

3.3.2.1 Develop TDC Operator Training Course Materials Option: The contractor shall develop TDC Operator training course materials IAW the requirements listed in section 3.3 of the umbrella PWS, and conduct a preliminary conduct of the course utilizing training program staff members as students.
