About this file
This is Addendum No. 1 to a Request for Proposal issued by Red Clay Consolidated School District in Delaware for Speech Language Therapy Services. The addendum modifies specifications for the RFP #2-26-71, with an opening date of May 19, 2026, at 2:00 PM. The district seeks qualified vendors to provide speech-language pathology services across multiple school settings, with services to be delivered in-person only during the contract period of August 1, 2026, through July 31, 2027. The district indicates it may make multiple awards to different vendors and reserves the right to allocate services based on operational needs. No pre-bid meetings are required, and electronic proposals are due to bids@dataservice.org by the May 19, 2026, opening date. The district expects to make award decisions within 90 days of the RFP opening.
Pricing for services shall be submitted on an hourly basis, with billing structured at 7.5 hours per day. The addendum identifies three incumbent vendors with the following rate ranges: Pediatric Therapeutic Services DBA Kelly Services at $57.99–$91.99 per hour, Soliant Health at $72.22–$99.72 per hour, and The Stepping Stones Group at $75.00–$95.00 per hour. The district reports no pain points with existing contractors and indicates that annual spending details for the past three years are not readily available due to variable expenditures based on student needs and staffing levels. All interested vendors, including staffing firms and individual professionals, are eligible to bid. Vendors are not required to hold an active Medicaid billing number but should submit available documentation for review. The addendum clarifies that teletherapy is not permitted, paperwork billing status depends on district needs, and required documentation with invoices will be determined based on district requirements at the time of service delivery.
