Introduction
1.1 General
The scope of work contained within this Performance Work Statement encompasses a broad range of engineering, project management, and technical services for electrical equipment and systems, and will be acquired as non-personal services in accordance with (IAW) the provisions of FAR Part 37.
1.2 Background
The United States (US) Air Force Research Laboratory (AFRL) Air Warfare Directorate (RA) Mission Support Division (RAY) Research Operations Support Branch (RAYO) mission is to provide engineering, project management, Research and Development (R&D) support, facility operation, and other technical services for the planning, acquisition, operation, maintenance, installation, removal, and repair of electrical equipment and systems at the AFRL/RA Wright Patterson Air Force Base (WPAFB) site.
AFRL is located at WPAFB, Ohio and under Air Force Materiel Command (AFMC). This Performance Work Statement (PWS) describes the operational support required by AFRL to sustain RA’s research and development.
RA performs R&D of aircraft propulsion and other air vehicle systems. As part of this responsibility, the directorate provides and maintains low and medium voltage electrical systems and equipment that support RA’s R&D efforts. RAYO supports operations in about 49 different buildings at WPAFB, area B.
RA operates and maintains over 100,000 horsepower (HP) of rotating equipment, some of which predates WWII. There are medium voltage, mostly 6900V, electrical cubicles and equipment included on a list of over 3000 pieces of electrical equipment varying from electromechanical to solid state relays; motors of various age, HP and type; 480V motor control cabinets of various age and size; oil filled and dry type transformers; circuit breakers from molded case to oil filled; and wire and cabling of all types and age.
AFRL/RA’s research electrical distribution and research electrical loads and support maintenance requirements, sets the foundation for this contract.
This Contract is managed by RAYO. When approved by RAYO, other AFRL Directorates or government organizations may utilize this Contract.
1.3 Vision Statement
The primary objective of this contract is to obtain high-quality, affordable, and responsive InterNational Electrical Testing Association (NETA) certified electrical maintenance and repair of equipment. The contractor shall provide personnel, services, test equipment, tools, materials, vehicles, and subcontracting necessary to perform non-personal services for, engineering, acquisition, operation, maintenance, installation, removal, and repair of electrical equipment and systems supporting RA. Due to the dynamic nature of research and development, the contract will experience variations in workload. The Contractor shall have sufficient flexibility and depth to accommodate AFRL/RA requirements in a timely and efficient manner.
RAYO follows proven Electrical Operations and Maintenance (O&M) practices to set strict requirements to guard and protect valuable RA R&D electrical assets against failure. To meet RAYO’s mission the contractor shall follow a strict InterNational Electrical Testing Association (NETA) standard as explained in this PWS and required by NETA. This requires that both the contractor and technicians working for them are certified and in good standing with NETA.
The majority of services explained in this PWS require personnel qualified by NETA. The Prime Contractor shall be a current NETA Accredited Company (NAC) in good standing at the time of proposal submission and shall maintain this accreditation in good standing for the duration of the contract. Because the majority of the work required under this contract must be performed by NETA-certified personnel operating under a NETA Accredited Company’s quality program, the prime contractor shall hold the NETA accreditation.
The Contractor shall provide documentation verifying current NAC accreditation, evidence that the accreditation is in good standing, and a copy of the current NETA accreditation certificate upon request by the Government.
Failure to maintain NAC accreditation throughout contract performance may be considered grounds for termination or other contractual remedies as determined by the Government.
Non-Personal Services This is a non-personal services contract. The Government will neither supervise contractor employees nor control the method by which the contractor performs the work. It shall be the responsibility of the contractor to manage its own personnel and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor believes that any action constitutes, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the Contracting Officer (CO) immediately.
Inherently Governmental Functions The Contractor shall not perform any inherently governmental functions. All decisions relative to research programs supported by the Contractor shall be the sole responsibility of the Government. The Contractor shall not counsel, mentor, judge and/or make discretionary decisions or perform any other activities related to the supervision of Government personnel. If the Contractor believes that any actions constitute or are perceived to constitute inherently governmental functions, the Contractor shall notify the CO immediately.
Ethics The Contractor is highly visible to the entire acquisition community as a result of providing assistance to the Government. Consequently, the Contractor shall present an unblemished appearance regarding ethics, discretion, and protection of information, including the guidelines for electronic mail use listed in AFH 33-337 Chapter 12, DAFI 33-322 Records Management Program, and the internet/social media usage guidelines in DAFI 35-101 Public Affairs Operations.
1.4 Scope
