Qualifications-Based Selection Announcement Summary

This is a qualifications-based selection announcement for architectural and engineering services related to topographic and bathymetric LiDAR (Light Detection and Ranging) data collection. Contractors must submit SF 330 forms and past performance documentation by the specified due date; no proposals are required. The primary contract objective involves completing a Performance Work Statement that includes detailed plans for topographic and bathymetric LiDAR collection methodology, with all work required to be completed by May 28, 2027.

The evaluation will assess firms across eight criteria: (1) professional qualifications and experience, including current New Mexico professional registration and previous LiDAR collection experience; (2) specialized experience and technical competence in similar work within the past three years, including field investigations, surveys, terrain modeling, and all LiDAR collection types; (3) location proximity of the primary firm and subcontractors to the submission address; (4) past performance with government or private entities, emphasizing recent and relevant projects with CPARS evaluations or documented performance; (5) experience working with a Contracting Officer Representative; (6) demonstrated capability to maintain schedules and deliver on-time, high-quality products; (7) ability to complete the aerial LiDAR survey between November 2026 and February 2027 when vegetation is lowest, with flights conducted within two weeks of vegetation clearing; and (8) detailed methodology for completing all Performance Work Statement tasks. The evaluation board will interview the top three most highly qualified firms and recommend them in order of preference to the Contracting Officer in accordance with FAR 36.602-3 and FAR 36.606.

Text version

Contractors shall submit to the CS listed in Section 1. Include plans for completion of tasks listed in the Performance Work Statement, including methodology of topographic and bathymetric LiDAR (Light Detection and Ranging) collection.

CRITERION 1, PROFESSIONAL QUALIFICATIONS AND EXPERIENCE

(1) Professional qualifications necessary for satisfactory performance of required services. Evaluation will consider key personnel of the primary firm and consultants to be used in this contract in terms of: SF 330, Part 1, Section E:

a) current professional registration in good standing in the State of New Mexico;

b) pertinent education, training, professional licensure, and relevant experience;

c) previous topographic and bathymetric Light Detection and Ranging LiDAR collection experience;

d) other relevant certifications;

e) The availability of an adequate number of personnel in the key discipline shall be presented to ensure that the firm can meet the potential of working on multiple task orders;

f) describe the role each key personnel will provide for this project;

g) specify which tasks will be completed by sub-consultants, Criterion 1 a-f also apply to subconsultants.

CRITERION 2, SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE

(2) Specialized experience and technical competence, SF 330, Part 1, Section F, G, and H, in similar types of work required, including,

a) design excellence and quality of work in the southwest (last three (3) years); breadth and diversity of similar projects to Statement of Works;

b) field investigations, surveys (elevation, topographic, digital terrain models,), feature extraction or terrain modeling; physical environmental data collection; topographic LiDAR collection; bathymetric LiDAR collection; green range wavelength laser LiDAR collection.

CRITERION 3: LOCATION

(3) Location. The current physical address for the primary Engineering Firm home office location along with any sub-contractors that the Engineering Firm intends to utilize as part of their team will be considered for this criterion. Also, describe how this organizational structure will be advantageous to the Government, and provide a detailed description of the structure and how it will function. Engineering firms will receive a rating based on their location proximity to the address provided for submissions in this synopsis.

CRITERION 4, PAST PERFORMANCE

(4) Past performance with Government agencies and/or private industry and CPARS (Contractor Performance Assessment Reporting System) in terms of cost control, quality of work, responsiveness to issues and changes, and compliance with performance schedules (capacity to accomplish the work in the required time), will be evaluated with emphasis on RECENT AND RELEVANT projects submitted on the SF 330s. If a completed CPARS evaluation is available, it shall be submitted with your SF330 for each project submitted for Criterion 1. If there is not a completed CPARS evaluation, provide documentation for at least three past performances that are RECENT AND RELEVANT to this one.

CRITERION 5, CONTRACTING OFFICER REPRESENTATIVE (Architectural and Engineering)

EXPERIENCE

(5) Experience working with Contracting Officer Representative. Contracting Officer Representative will provide input on parameters of the project and help guide the engineering firm.

CRITERION 6: MAINTAIN SCHEDULES

(6) The SF330 shall describe the firm’s capability and capacity to deliver on-schedule products similar to the type of the tasks described in the Performance Work Statement. The contractor must have a proven track record of completing projects within the specified period of performance. The SF330 should describe the firm’s experience in managing subcontractor teams to ensure that they meet project deadlines.

The SF330 must demonstrate the ability to complete this project by May 28, 2027. The plan described in criterion 6 must include delineation of the firm and any subcontractor responsibilities by task. The SF330 should provide sufficient evidence to support the contractor's ability to deliver a high-quality, on-time product that meets the project requirements.

CRITERION 7: PERIOD OF PERFORMANCE

(7) Task 3 for the Aerial LiDAR Survey must be completed between November 2026 and February 2027, when vegetation is at its lowest. A designated section of vegetation will be cleared to support data collection, and the flight must be conducted within two weeks of this clearing. Because flights conducted outside this window or with longer turnaround times will not produce the required data quality, applicants unable to meet these conditions will not be considered.

CRITERION 8: METHODOLOGY

(8) The submittal must include a detailed plan outlining how the applicant intends to complete the tasks listed in the Performance Work Statement. The plan must include methodology of topographic and bathymetric LiDAR (Light Detection and Ranging) collection. The plan must provide sufficient detail to show how the applicant will complete the tasks to the specifications described in the Performance Work Statement.

EVALUATION FACTORS:

Contractor Qualifications: All SF330s and CPARS received by the due date and time will be evaluated by the evaluation board using the evaluation factors identified in this announcement. After the SF330s and other documents have been evaluated, discussions/interviews may be held with the top three most highly qualified firms as required by FAR 36.602-3(c). Those firms would be interviewed by the same method (telephone or video teleconference). Firms would be given sufficient advance notice to allow representatives to participate in the interviews or presentations. All firms would be asked similar questions. The questions will be related to the announcement selection criterions including but not limited to their experience, capabilities, capacity, organization, management, quality control procedures and approach for these projects.

As per FAR 36.602-3(d), the Evaluation Board will prepare a selection report for the Contracting Officer recommending, in order of preference, the top three that are the most highly qualified to perform the required services. The report shall include a description of the discussions and evaluation conducted by the board to allow the Contracting Officer to review the considerations upon which the recommendations are based. Then FAR 36.602-4 and 36.606 will be followed.

NOTE: No proposals are to be submitted. This is not a request for proposals but submittal of SF 330’s and Past Performance.
