About this file
This document is a request for proposals from the Nevada Cannabis Compliance Board (CCB) for a qualified vendor to provide a random number generator (RNG) to determine which qualified applicants in a cannabis licensing round will proceed to the next phase of the process. The selected vendor will be responsible for using the RNG in a transparent manner to assign unique identification numbers to each qualified applicant, and to determine which 10 applicants for independent cannabis consumption lounge licenses and 10 applicants for social equity cannabis consumption lounge licenses will proceed. The vendor may be required to conduct additional determinations using the RNG due to limitations imposed by local jurisdictions. The CCB estimates receiving approximately 500 initial qualified applicants for the first licensing round, which is expected to take place in the third quarter of 2022. The awarded contract will be administered by the CCB and is anticipated to commence in June 2022.
The proposal must include the vendor's contact information, company ownership and length of business, total cost for initial set up, testing, and use of the RNG, as well as any proposed costs for additional use of the RNG. The CCB is seeking a vendor to act as an independent contractor with experience in meeting the needs of agencies. The contract will include an indemnification clause, and future limited licensing rounds for cannabis establishments may be similarly conducted using the selected vendor's RNG.

Subject: Random Number Generator for Nevada Cannabis Licensing Rounds
Dear Vendor, The State of Nevada, Cannabis Compliance Board (“CCB”) is seeking proposals from qualified vendors to determine which qualified applicants in a licensing round will proceed to the next phase of the process determined by a random number generator (“RNG”). It is the State’s intent to enter into contracts with vendors, acting as independent contractors, who have experience in meeting the various needs of agencies.
These needs may vary but will include the following:
Scope of Work
Use a RNG to determine which qualified applicants proceed to next phase of the process for all applicable cannabis licenses.
Hold and conduct determination using a RNG in a transparent manner that creates trust among the public and cannabis industry, which may require members of the public to attend upon invitation.
CCB will provide vendor with a unique data table of qualified applicants. The chosen vendor will not be responsible for designing and implementing the application process.
The number of qualified applicants cannot be determined until after the application period closes.
However, the CCB estimates receiving approximately 500 initial qualified applicants for the first licensing round applicable to this contract which is estimated to take place in the third quarter of 2022.
Vendor will use a RNG to assign a unique identification number to each qualified applicant.
Initially, vendor will use RNG to determine which ten (10) qualified applicants for independent cannabis consumption lounge licenses will proceed in the process. Secondly, vendor will use RNG to determine which ten (10) qualified applicants for social equity cannabis consumption lounge licenses will proceed in the process.
Additional determinations using RNG may be required for limitations imposed by local jurisdictions.
Vendor to provide up to two satisfactory test runs with results prior to first official determination.
All future limited licensing rounds for cannabis establishments may be similarly conducted.
Indemnification clause must be included in the final contract.
Awarded contract will be administered by the CCB and is anticipated to commence in June 2022.
In your response, please include contact person and telephone number for service inquiries; company ownership and length of time in business; and total cost for initial set up, testing, and use of RNG; as well as any proposed costs for additional use of RNG.
Questions regarding this solicitation should be sent to Jane Maurer, in writing, no later than February 7, 2022.
Questions may be sent by e-mail to jpmaurer@ccb.nv.gov. Responses will be provided in writing on or about February 8, 2022, to all vendors who submit questions.
Please provide your written proposal no later than February 10, 2022, at 5:00 PM, PST. Your proposal must be addressed to Jane Maurer at jpmaurer@ccb.nv.gov. Should you have any questions please do not hesitate to contact me at 702-486-5937.
Sincerely, Jane Maurer Program Officer III
