About this file
This document is a Justification Review Document for a sole-source stand-alone contract with AECOM Technical Services, Inc. for RACER (Remedial Action Cost Engineering and Requirements) software sustainment services. The U.S. Army Corps of Engineers (USACE) is seeking a one-year contract from 30 September 2025 to 29 September 2026 to provide continued support for the RACER software, a Windows-based environmental remediation/corrective action cost-estimating system originally developed by the Air Force.
The procurement is a sole-source contract valued under a classified North American Industry Classification System (NAICS) code, with market research conducted from 13 March 2025 to 16 May 2025. Seven vendors were approached through a sources sought announcement, but only the incumbent, AECOM, indicated capability to continue supporting the requirement. The contract will include services such as software sustainment, legacy defect remediation, maintenance patches, distribution of licenses, training, helpdesk support, and other ancillary items critical to the Department of Defense's environmental remediation estimation efforts.
