Pre-Proposal Questions and Answers

1. Bid bond- Can the electronic submission go with the proposal? Should hard copies be mailed to the CO. When do they need to be sent to the CO?

Answer: Yes please include an electronic version of the bid bond in your proposal. However hard copies are required and should be sent to the Contracting Officer (Daniel Talbert) within a day or two of the submission of a bond. Standard mail service is acceptable.

2. Does GSA require a raised seal on bid bonds?

Answer: Yes, this is the reason we require a hard copy with the raised (embossed) seal.

3. Based on historical projects, what is the average dollar amount of task orders? Are most small or should we expect larger task orders?

Answer: You will see small and large task orders. The average task order size based on historical data is around $36,000.00.

4. Do you anticipate to reach the $2,000,000.00 maximum ordering limit (MOL)? Could it be reached before 5 years?

Answer: We anticipate reaching the $2,000,000.00 MOL. Yes the MOL could be reached before the 5 year period but we hope to manage it in a way that allows us coverage for the 5 year timeframe.

5. Do you anticipate a requirement for temporary office facilities like job trailers?

Answer: No but there could always be a situation where that could become necessary. A lot of these are task orders will be smaller in nature.

6. Can you confirm the deadline for receiving questions?

Answer: December 2, 2019. I will have responses out no later than December 9, 2019.

7. This contract is using the 2020 Facilities Construction Cost RS Means Book. Would you accept the E4 Clicks program on task orders?

Answer: Yes, that is acceptable. As long as you select the book pricing as we will not recognize quarterly updates. The successful awardee will want to show the line item description, the quantity, and the unit price. As long as the software shows these few things it is acceptable.
