R6GSAIDIQJOCCIA2021 Pre-Proposal Conference

JOCC Pre-Proposal Conference Minutes

Attendees: Ben Smith, Dan Talbert, SSEB members 5 call-ins

John Kies- Air Control

Stephanie Herkowski - Allcon Construction

Vance Hill and Lisa Stokes - Allcon Construction

Jessica Sexton - Zero Waste Solutions

Shea Darnell - Zero Waste Solutions

Ben opened the meeting at approximately 1:08.

Ben gave background on the geographical region and award specifications.

Dan added information about using the total overhead and cost line items of RS Means and the

$2 million bonding requirement.

Vance from Allcon asked, does the past performance need to be tailored to Iowa or Region 6?

- Ben answered that similar work experience and subcontractor relationships are going to be the most important but regional past performance and familiarity with our facilities could be an unofficial “plus”.

John Kiese asked when the NTP would be issued.

- Ben answered that it would be around June 12.

Dan added that the RS Means book would be the 2021 Facility Cost Construction and new yearly books would be incorporated at time of option exercising.

Vance asked about specialty items and custom pricing being allowed outside of RS Means.

- Dan answered that we do not allow custom line item pricing, that the average project costs are around $30,000, and that GSA knows not to solicit projects to the JOCC that are going to include pricing outside of RS Means.

Shea mentioned that RS Means does not cover elevator or fire protection or suppression work.

- Ben answered that we would not solicit that type of work to this contract and spoke to the flexibility that this type of contract allows (working with the contractor to answer questions in regard to the scope).

Ben asked that questions be emailed to him by around the 15th of April, gave everyone his email address, and gave closing remarks.
