GSA Solicitation R6GSAIDIQIAJOCC2021

Solicitation Amendment 0001

Question and Answers from Contractors

1. Under bid bond I understand the requirement is to submit a $2M bid bond. If an offeror is awarded this contract, what will be the requirement for performance bond for each year? Can it be $400k per year renewed annually capping at $2M for the life of the contract?

Answer: The bid guarantee amount shall be at least 20 percent of the bid price or $400,000. The performance bond will be $400,000 per year and must be received prior to the execution of each Option Year.

2. Since this is an IDIQ contract and the PWS requirement is to provide a Project Manager and

Onsite Supervisor to oversee the IDIQ portion of the contract; how are we to submit the offerors costs for this firm fixed portion of this contract? The Price Proposal Sheet does not list it.

Answer: Offerors’ proposals will be based on a bid factor per page 8 and 9 of the Agreement document in this solicitation. The Project Manager does not necessarily have to be onsite, but all work awarded will be required to have an onsite supervisor, designated as such per the contractor.

The offeror’s bid factor must be all inclusive and will include supervisory and management costs.

This bid factor will be applied to RS Means Line Items, dependent on the work scope, on subsequent task orders throughout the contract.

3. Where will the Project Manager and Onsite Supervisor will be based out of (which GSA building)? Will GSA provide an office space? How about utilities and computer?

Answer: The Project Manager does not necessarily have to be onsite but all work awarded will be required to have an onsite supervisor, designated as such per the contractor. Office space, utilities and computer will be the responsibility of the contractor and are typically would be managed from the contractor’s home office or contractor-managed facility.

4. Will Project Manager and Site Supervisor travel costs and overnight stay out of the area allowable to price when preparing a quote for the IDIQ tasks?

Answer: Offerors’ proposals will be based on a bid factor per page 8 and 9 of the Agreement document in this solicitation. The offeror’s bid factor must be all inclusive and will include travel costs, overnight stays, etc. This bid factor will be applied to RS Means Line Items, dependent on the work scope, on subsequent task orders throughout the contract. Most work under these task orders will be performed at GSA federal spaces located in Des Moines, IA, Sioux City, IA, Iowa City, IA, Davenport, IA and Cedar Rapids, IA. As a frame of reference, but not necessarily an indicator of future work, the following is provided: In FY20, 100% of all awarded projects were in Des Moines.

In FY19, approximately 80% of projects were awarded in Des Moines with projects also awarded in Cedar Rapids and Davenport. In FY18, 60% of the projects were awarded in Des Moines, with projects also awarded in Sioux City, Davenport and Burlington, IA.

5. During the Pre-Proposal Conference it was stated that relationship with local subcontractors in the state of IA will not disqualify an offeror considered for an award. Please confirm? As experience working on government contracts should supersede an offerors qualifications as government contracts are not in one geographical area.

Answer: Having a relationship with a local subcontractor(s) or not having relationships/ and or contracted partnership will not be used as a disqualifying factor. Experience working on government contracts and similar IDIQ vehicles will be accounted for under the “Qualifications of the Firm” in the Evaluation factors. Under this section, positive past performance and project history will carry a more favorable rating.

6. Can the bid bond be turned in electronically only within the proposal, or do you need the hard copy submission of bond as well?

Answer: Due to Covid-19, the bid bond should be submitted electronically with the proposal.

7. Can you clarify the rating on page 8 of 32 in the solicitation. It states rating for subcontractor relationships. Maximum scope =15 (3 subcontracts x 5 point), standard score = 9 (3 subcontracts x 3 points). What makes the rating higher for maximum per standard score?

Answer: Each member of the technical evaluation board will evaluate proposals independently before a consensus board is convened by the Chairperson. The Chairperson will be evaluating many factors, including consistency of individual ratings applied for each received proposal. The consistent application of a scoring metric will be monitored. As such, each evaluator will ensure their ratings are consistent with the criteria of the government Source Selection Plan, the evaluation factors, and the solicitation. In past solicitations, higher ratings have been given to contractors and subcontractors that demonstrated they could responsibly mobilize to execute work, in a timely fashion and in accordance with scope, at GSA facilities, federal facilities and on similar government contracts. Offerors are encouraged to submit subcontractor relationships, even if not strictly governmental work. Working relationships and superior past performance in the demographic indicated in the solicitation documents is encouraged but not required.

8. Can the same project that is used in Project Experience and Past performance on page 10 of 32 in solicitation be used as the same project used in Contract experience and Past Performance page 10 and 11 of 32 under the solicitation?

Answer: Yes, but generally past offerors have tried to submit different projects. The Contract experience section is more specific in the sense that the government evaluation team looks for demonstrated experience working on similar MATOC, JOCC, BPA, IDIQ- type government contracts.

The Project Experience Section is more relative to an offeror’s understanding of similar projects in size, scope and complexity and does not necessarily have to be from the suite of contract vehicles previously mentioned (similar MATOC, JOCC, BPA,IDIQ).

9. Can Reps & Certs from SAM be attached in lieu of the reps & Certs being filled out within the solicitation?

Answer: Yes, as long at the appropriate boxes are checked and all required representations are reflected in the SAM excerpt/submission.

10. Is the GSA intending to use RS Means Book or the Online version that is updated quarterly. There could be a significant difference in pricing if the GSA is using the book and contractor is using the online version.

Answer: Pricing for this contract will be based upon the 2021 Facilities Construction Cost with RS Means Data Book (hereafter referred to as the RS Means Book). The RS Means Book will be used for the duration of this Contract. The version of RS Means Book that is current on the date of contract award shall be utilized until each option period is exercised. Thereafter, the calendar year edition/version of the RS Means Book that is current on the date that each option is exercised shall be utilized.

The online quarterly updated version will not be utilized.

11. Is it the intent for the contractor to submit a $2 million payment & performance bond after award or provide guarantee that they are capable of the $2 million capacity and only procure performance & payment bonds for the specific job that comes to an award?

Answer: A bid guarantee of at least $400,000 (20% of total award) will be required at the time offers are due. A performance and payment bond of $400,000 will be required at award and the execution of each subsequent government- option. Bonding will not be required per individual job.

12. In the “Agreement” III. J.1. Liquidated Damages – States the LD’s are specified in each task order. I.G.2 Liquidated Damages Rate establishes LD’s @ $100.00 per day for the task order. It seems as these could conflict. Will the LD’s be $100/day or will each task order specify. Please clarify.

Answer: The amount and terms of liquidated damages will be established in the base contract and will be $100.00 per day for all task orders issued under the contract.
