Q& A

1. Is there an incumbent contract for the Support Services for Employees with Disabilities (SSED) Contract - R5000078810? If so, are you able to provide an incumbent contract?

A. TIRNO15D00008-Integration Technologies Group, Inc.

B. 2032H5-19-D-00004- Integration Technologies Group, Inc.

2. It appears to this vendor that the most appropriate NAICS code for the procurement is 541519, with a size standard of 150 employees. While the RFP includes NAICS code 541519, it identifies the applicable size standard as $30 million. The 150-employee size standard in footnote 18 of SBA's size table applies to contracts in which Information Technology Value Added Resellers (“ITVARs”) provide "multi-vendor hardware and software along with significant value added services." "Value added services" include "configuration consulting and design, systems integration, installation of multi-vendor computer equipment, customization of hardware or software, training, product technical support, maintenance, and end user support." This list captures the broad range of tasks in the RFP's SOW. The SOW tasks also fall within the percentage targets mentioned in footnote 18. By failing to list the 150 employee size standard in the RFP, the IRS has excluded eligible small businesses who meet the most relevant portion of 541519. Will the IRS amend the solicitation to add the ITVAR size standard of 150 employees to its designation of NAICS code 541519?

A. An amendment was issued on March 13th, 2020 to address this concern.
