DESCRIPTION OF CHANGES: page 2of 4 Receipt of Bids: The hour and date for receipt of bids remains unchanged.
SITE VISIT: The following individuals attended the organized site visit on August 10, 2017.
CONTRACTOR QUESTIONS AND RECLAMATION RESPONSES page 3 of 4 Note: The following contractor questions were not captured verbatim, but are intended to capture the intent of the questions and discussions which occurred during the pre-bid site visit.
Question 1:
Does Reclamation have contact information for landowners adjacent to the specified work?
Reclamation Response:
Reclamation does have this information and can provide it to the selected contractor after award.
Question 2:
Will the Contractor need to coordinate with any overhead utilities?
Reclamation Response:
Section 01 56 15 – Protection of Existing Utilities states that the contractor is responsible for protection of overhead utilities.
Question 3:
How much debris disposal is anticipated under CLIN 4 – Demolition?
Reclamation Response:
Delineated area of debris disposal is identified on Drawing 853-514-1091. Contractor shall be responsible for visiting the site to thoroughly familiarize himself/herself with the conditions of the existing site as specified in Section 02 22 00 – Demolition. It is estimated that this volume could be approximately one dump truck load.
Question 4:
What are the concrete requirements when setting posts?
Reclamation Response:
Drawings 853-514-1100 through 853-514-1103 direct hole size and depth for the various posts to be installed under this contract as well as the minimum breaking strength for concrete. Section 32 31 30 – Fencing and Gates, Part 3.02 A directs requirements for concrete placement. Part 3.02 B requires a minimum of seven (7) days cure time before attaching fencing, cable, or gates to H-braces, corner posts, or posts.
Question 5:
If boundary dispute issues arise after surveying which require Reclamation to utilize its 90 day review period described in the Work Descriptions section, can the period of performance be adjusted? Is the contractor responsible for performing biological monitor presence/absence surveys if the period of performance adjustment causes clearing work to occur within the migratory bird nesting season that would otherwise not have?
Reclamation Response:
The period of performance can be adjusted at the discretion of the contracting officer. The contractor is responsible for any costs associated with requirements for a biological monitor per Section 31 11 00 - Clearing.
Question 6:
Is brush-hogging considered to be an activity which would require a biological monitor if performed during the nesting season?
Reclamation Response:
Brush-hogging is not considered to be part of clearing and therefore does not require a biological monitor. Per Section 31 11 00 – Clearing; Brush-hogging is to be performed prior to final inspection as a means to verify to the COR that the cleared and finished surface is suitable for future brush-hog maintenance by others, as well as to allow adequate inspection.
Question 7: page 4 of 4 Are there any areas which cannot be accessed by tracked equipment due to wet or muddy conditions?
Reclamation Response:
Part IV, Section L-19 states that offerors are urged and expected to inspect the site where the work will be performed. It is not anticipated that any areas will be inaccessible.
Last hour and time to submit questions is: 1200 hours MDT on August 23, 2017
