INTAKE 3 TRASH RAKE COLEMAN FISH HATCHERY

RESPONSES TO QUESTIONS

1. As we are to include the up grading of the electrical service at intake 3 have you contacted P.G.E. to make sure they will not require this to be underground?

PG&E will provide service from the transformer secondary to the connection point and will also be responsible for the electric meter.

Contractor will be responsible for: drip loop to the distribution panelboard, weatherhead conduit and cable, riser conduit and cable, meter socket enclosure and service disconnection, and automatic transfer switch.

Contractor will provide: distribution panelboard in accordance with specification, conductors and cables from distribution panelboard to trash rake and pole mounted receptacle, and grounding and bonding of electrical equipment.

2. When can we have intake 3 completely shut down? As we cannot change the sub panel or the transfer switch and still keep intake 3 up and running. We can replace the meter panel and run on the generator or do we have to include our own generator? If so there still will be a down time.

Coordinate electrical supply outages with the OGR (Onsite Government Representative) as outlined in Section 01 14 30 – Interruption of Service.

3. For the Trash Rake control cabinet are we to locate it? And mounting detail.

See Section 35 21 70 – Trash Rake, Article 2.01.A.6, main trash rake control panel enclosure mounted in the existing control building electrical room.

4. Wiring connection diagram for the control cabinet?

Contractor will be required for supplying the control cabinet and making the necessary wiring connection in accordance with the specifications and manufacturer’s wiring connection diagram.

5. Is there an emergency stop button for this trash rake? If so where is it located?

There are two emergency stop buttons, one on the first rake support column, one on the last support column. The locations are shown on Drawing 214-D-26694, View A-A.

6. Need detail for mounting trailer receptacle.

Provide a weather protected receptacle mounted to the support column.

RESPONSES TO QUESTIONS

7. Am I clear in my understanding I can run tray cable from the Panel DHA to the control cabinet.

Drawing 214-D-25748 shows the existing trench starting point and trench end where the tray cable can be run. Drawing 214-D-60096 shows how the cable is routed to the trash rake control panel.

8. Conduit size for the Pressure transducer.

Size conduit for pressure transducer cable in accordance with Section 26 05 33 – Raceway and Boxes, Design Requirements. Determine conduit sizes, except where shown on drawings or specified, in accordance with NFPA 70. In the event of conflict between the design requirements and NFPA 70, the more stringent requirement applies.

9. Can the Bureau please confirm that there is no work on the lower platform shown on sheet 26981 other than placing the new ladder down to it?

No work on the lower platform. The access ladder is the only work associated with this contract.

Drawing 214-D-26981 was provided to show location of the existing platform.

10. Please confirm that the davits shown on sheet 26981 are part of a different contract and NOT required as part of this solicitation. We can find no specification or reference to these davits in the contract specifications.

Drawing 214-D-26981 is included for information only. The davit arms are part of a previous contract that is anticipated to be completed on or around September 22, 2017.

11. Please confirm that the coating for all steel is to be galvanized only.

Not all steel is galvanized. See Tabulation 02 of Section 09 96 20 – Coatings. Items to be coated with an epoxy coating:

a. Interior and exterior ferrous surfaces of water-level measuring stilling well.

b. Pipe supports.

c. Blocking panels, supports, and associated metalwork.

d. Existing adhesive epoxy anchors that were cut flush with concrete.

12. Specification page 01-14-20-1, 1.03 Work Restrictions G. permits only 1 fish screen to be out of operation at a time, confirmed by page 01-14-20-2 (l). See informational plan sheet 214-D-26988. Two blocking panels will need to be removed to place 1 panel support. Since 2 adjacent blocking panels have to be removed to install a panel support can we assume that removing existing blocking panels doesn’t require the corresponding fish screen to be out of operation? How many blocking panels can be removed at one time?

P a g e 3 | 5

If more than one fish screen needs to be taken out of service, coordinate with the OGR as outlined in section 01 14 300 – Interruption of Service. Under submittal RSN 35 21 63-1 contractor is required to submit a descriptive write-up for the removal and installation of the extended blocking panels, see article 1.03.B in section 35 21 63 – Extended Blocking Panels and Supports.

13. Specification page 35-21-63-1, part 1 General, 1b. includes removal of the existing platform ladder.

This ladder was not present when we had our site visit. Same section € states we’re to reinstall this ladder. Where is this ladder? Is all the hardware included? Is there any restoration that needs to be done to the ladder?

Current construction is ongoing at the site. It is anticipated that this work will be completed prior to site mobilization for the Intake 3 Trash Rake Coleman Fish Hatchery. The hardware will be included.

14. Confirm all misc. metals are to be galvanized, no top coats of paint.

All misc. metal is to be galvanized according to specification requirements.

15. Confirm Blocking, support panels, trash rake, debris trailer and water level pressure sensor are to be primed and painted.

See Tabulations 01 and 02 of Section 09 96 20 – Coatings. The trailer, trash rake, and water-level pressure sensor are to be coated per the manufacturer’s standard coating, which is the factory finish.

The blocking panels, blocking panel supports, and water-level measuring stilling well are to be epoxy coated.

16. Plan sheet 214-D-25807: Confirm that only items circled are included with this contract.

That is correct.

17. Plan sheet 214-D-25808: Confirm pipe guardrail Mk. 25808-B is not included in this contract.

That is correct. The only new work on drawing 214-D-25808 is to add the removable post and chains, modify the floor plate (Mk. 25808-D), and pipe guardrail modifications (Mk. 25808-C).

18. Plan sheet 214-D-25810: Confirm that only items circled are included in this contract.

That is correct.

19. Plan sheet 214-D-26981. Confirm the following:

-There is no work to be performed at the lower platform on this contract. Confirmed

-The ladder shown is furnished by others including security shield and chains and only installation is a part of this contract. Confirmed

-Existing handrail for the upper platform has been modified as shown and is not a part of this contract.

Confirmed

-New W 6x15 is existing and furnish and install is not part of this contract. Confirmed

-Davits are not a part of this contract. Confirmed

P a g e 4 | 5

Drawing 214-D-26981 is included for information only to show existing installations at the site. The above items are correct.

20. Plan sheet 214-D-26982: Confirm there is not work for this contract on this sheet. It appears this platform has been installed as shown, and it’s only purpose is to show the landing of owner furnish ladder.

Confirmed.

21. Plan sheet 214-D-26983: Confirm this is the owner furnished ladder to be installed by contractor and no materials are required.

Confirmed.

22. Section 2.02.A.1 states that a “Lockable dead-front type outer door with swing-out panel install” is required for the Enclosure. Ovivo standard design utilizes a swing out panel equipped with a HandOff- Auto switch and an emergency stop push button. All other lights, buttons, switches, etc. are displayed on the full color HMI. Is this acceptable?

The specifications are clear and there is a submittal process for this action.

23. Section 2.02.A.8 calls for a separate lockable disconnect switch in a separate NEMA 250 Type 12 enclosure. Ovivo’s standard design integrates a lockable disconnect switch with the main circuit breaker in the control panel. If needed we can provide a separate cover over the main circuit breaker to comply with arc flash and short circuit protection requirements. Is this acceptable?

Section 2.02.A.8.e allows the disconnect switch to be mounted on the swing-out panel or in a separate enclosure but still within the control building.

24. Section 2.02.B calls for an Allen Bradley Model SLC 500 PLC. This model is outdated and will put the customers system at risk of early obsolescence. Our standard Allen Bradley Unit is a CompactLogix 1769-L33ERM, or we can provide a more cost effective alternative, the Allen Bradley Micro 800 PLC. Is it acceptable to supply the new Allen Bradley units, and if so, which do you prefer?

2.02 B provides an “or equal “. PLC must meet salient characteristics described in section 2.02.B.

25. Section 2.02.B.11 Ovivo doesn’t typically provide a programming software kit with the Bosker Unit as it is much cheaper for the end user to procure the software separately. Would you like to for us to delete this from our scope of supply, or supply it in accordance with the specifications.

Supply the programming software in accordance with the specifications.

26. Section 2.02.E.2 calls for a Pendant Enclosure: NEMA Type 4 in accordance with NEMA 250. Ovivo provides a superior non-tethered hand held remote control with a NEMA 3R housing as a standard. Is this acceptable?

NEMA Type 4 is a more stringent standard than NEMA Type 3R. Please provide a NEMA Type 4 rated hand held remote.

27. Please advise if the clarification questions have be completed, and if the Bureau is going to grant a bid extension to the above referenced solicitation?

P a g e 5 | 5

Responses to all questions and bid opening date extension that’s been posted in Amendment 001.

28. Can the Bureau specify another product or confirm that Bentley Systems can provide their product for this solicitation? I know of no other product that is "equal" to EADOC's?

CDMS (Contract Document Management System) has been removed. Please see amendment 001.

29. This procurement is set-aside for Service Disabled Veteran Owned Small Business Concerned only, are Small Business Entity eligible for this project?

This solicitation has been set-aside, in accordance with (IAW), FAR 52.219-27, Notice of Service Disable Veteran Owned Small Business Set-Aside. Interested parties will be required to provide their Small Business Program Representation prior to award.

30. What criteria does the Bureau of Reclamation have to certify that the rash rake vendor is an 'or equal'?

The salient characteristics of the trash rake are clearly stated in section 35 21 70 of the specification.

31. At what time in the bid process does the Bureau of Reclamation deem a trash rake manufacturer is 'or equal' and acceptable?

The specifications are clear and there is a submittal process for this action.

32. Would the Bureau of Reclamation consider a trash rake vendor 'or equal' with no or limited experience/installations?

Prime contractor’s responsibility will be determined prior to award (IAW) FAR 14.4 – Opening of Bids and Award of Contract
