Q: During the work will we be connected to the business network?
A: No. The SCADA system is air gapped from the network. The contractor will have access to BOR onsite LAN network but it will not connect to the SCADA system.
Q: Have we identified instrumentation that would need to be upgraded?
A: In the future we may upgrade instrumentation; however, that is not part of this project. This project requires the system to integrate with the existing instrumentation which uses RTU’s and the RTU’s communicate to the system via DNP3. This is included in the specifications.
Q: Can you provide a logical systems architecture?
A: Reclamation has provided the information on the data links, the locations of the remote sites, and IO point counts so the current architecture will not be released.
Q: Is upgrading the current network architecture part of the scope of work?
A: Yes it is included in the specification.
Q: Are the annunciators in the control room staying?
A: Yes, they are not part of the scope of this project.
Q: Are the drawings accurate?
A: The drawings are meant to be representations of what is in the plant and the RTU’s they’ll be interfacing with.
Q: Is there a page limit for the technical proposal?
A: There is not one currently listed in the solicitation; however, as part of this amendment, the page limit for the non-pricing proposal is 100 pages. This does not include product data.
Q: What level of work is required to be done onsite?
A: The specification allows for design and testing the system at the contractor’s facility;
however, any testing of the system at the contractor’s facility does not waive the Government’s right to a system that meets the specifications installed onsite.
Q: For the testing, can we borrow a current system you have now?
A: No, there are not systems that you can take. The contractor is required by the specification to furnish special testing materials and equipment. The specifications do state that the current system and the system built by the contractor will run in tandem so that equipment could be used for testing.
Q: What current scripting do you have in the system and will that port to ifix?
A: The current system is coded in C and FORTRAN. All scripting is visual basic, batch, or Unix shell scripting.
Q: What is the final date questions are allowed for this solicitation?
A: All questions shall be submitted to Lisa Hilton at lhilton@usbr.gov by close of business July 18, 2017.
Q: Is there a page limit for the technical proposals?
A: Yes, volume 1 shall be no more than 100 pages, minimum 12 point font, 1 inch margins.
Product data sheets are excluded from the 100 page limit.
Q: What would be something that may stop or delay work?
A: The selected vendor will be required to undergo a security screening. See clause WBR
1452.237-80 SECURITY REQUIREMENTS--BUREAU OF RECLAMATION (SEPT 2011)
Alternative IV, VI VII, VIII on page 18 of the solicitation. The required background checks take time to perform on each employee.
Otherwise, there is nothing anticipated to interfere with the work.
Q: What are the allowed working hours onsite?
A: 6:00am to 6:00pm Monday through Friday. Night or weekend work may permitted with the Contracting Officer Representative’s (COR) permission. Night or weekend work shall requested from the COR 1 week in advance.
Q: What are the restrictions or requirements on subcontracting for this project?
A: Please see clause 52.219-30, Notice of Set-Aside for, or Sole Source Award to, Women- Owned Small Business Concerns Eligible Under the Women-Owned Small Business Program.
Please also refer to the Addendum to 52.212-1 of the information required to be submitted with your quote. This starts on page 39 of the solicitation.
