ITEMS PECULIAR TO ONE MANUFACTURER (Brand Name Justification)
TECHNICAL FACTS SUPPORTING A REQUEST TO ENTER INTO AN ACQUISITION WHICH
PRECLUDES CONSIDERATION OF A PRODUCT MANUFACTURED BY ANOTHER COMPANY
(FAR 11.105)
Solicitation No.: R16PS01462 Project Name: SCADA Replacement System Pursuant to Federal Acquisition Regulation (FAR) 11.105 and 6.302, for purchases of items peculiar to one manufacturer, Agency requirements shall not be written so as to require a particular brand-name, product, or a feature of a product, peculiar to one manufacturer, unless the particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs; the authority to contract without providing for full and open competition is supported by the required justifications and approvals in accordance with FAR 6.302-1, or the basis for not providing for maximum practicable competition is documented in the file (see 13.106-1(b)) or justified (see 13.501) when the acquisition is awarded using simplified acquisition procedures; and the documentation or justification is posted for acquisitions over $25,000 (see 5.102(a)(6))
1. Agency and Contracting Activity.

2. Nature/Description of Action.
This is for the supply, install, configuration, and maintenance of the Colorado River Storage Project supervisory control and data acquisition (SCADA) replacement system project. The contract will be a firm fixed price, and include yearly maintenance options, with one option being an upgrade of the software and hardware included in the system.
3. Description of Supplies/Services.
The replacement of the supervisory control and data acquisition (SCADA) system will replace the Bureau of Reclamation’s, Upper Colorado Region’s existing Colorado River Storage Project (CRSP) SCADA system hardware and software, and bring it into standardization with the Lower Colorado Dams Control Systems and Services (LCDCSS), and the Central Valley Automated Control System (CVACS), SCADA systems. The CRSP SCADA system will need to fully integrate and be compatible with the CVACS proprietary developed software code base and framework in particular, which utilizes General Electric’s iFIX SCADA platform.
The replacement will be divided into several phases, with the assumption that each phase of the project lasts one-year:

Phase 1: Prototype with Two Generators and Integration to Plant Equipment.
Phase 2: Deployment, Training, and Maintenance

The existing CRSP SCADA system includes eight power plants which are electrically connected to switchyards operated by Western (Western Area Power Administration). The existing SCADA data center infrastructure is located in the Glen Canyon power plant near Page, Arizona. All remote terminal units (RTUs) are located in power plants in the States of Colorado, Arizona, Utah and Wyoming. The existing SCADA system was furnished and installed by GE Energy Management in 2001. The existing system is required to be replaced in order to accommodate the amount of expansion and functional and regulatory requirements which have been identified as necessities for the CRSP Project; in addition, to replace obsolete equipment; since the obsolete equipment is no longer supported by the original equipment manufacturers.
4. Statutory Authority Permitting Other than Full and Open Competition.

5. .Demonstration of Contractor’s Unique Qualifications .
Reclamation has an existing proprietary software code base and framework developed by the Government for use in the CVACS SCADA system which is used currently by the Mid Pacific Region. Reclamation has established this base as the standard for use in the CRSP SCADA system and has already spent approximately $27.1 million on it. This software code requires full integration and compatibility with the GE iFIX SCADA platform. The brand name sole source request is for the GE iFix platform. Reclamation’s proprietary software code base and framework is considered to be sensitive information as defined in Reclamation Directive and Standard SLE 02-01, and as such cannot be released to the public for a vendor to propose an alternate platform to GE iFix. Releasing the data in order for a vendor to propose a solution that could integrate with the current platform would be a security issue compromising critical Reclamation facilities including Glen Canyon, Morrow Point, Blue Mesa, Crystal, Flaming Gorge and Fontenelle. Not utilizing the current platform also duplicates costs, reduces the ability to standardize and share procedures, diagrams, troubleshooting knowledge, and software patch management methodologies. Using the GE iFix platform eliminates the need to release the sensitive code.
6. Description of efforts made to maximize competition.
Although a particular brand is being specified, this brand can be built and installed by any number of resellers, and is not restricted in competition in that manner. During market research, eight small business vendors were identified as having the capability of performing the SCADA work. It is anticipated a minimum of two businesses would be able to quote on this project. The requirement will be publicized through fbo.gov and the brand name justification will be made publicly available with the solicitation in accordance with FAR 5.102(a)(6). to FBO.gov as required in 13.501(a)(1)(iv).

7. Determination of Fair and Reasonable Cost.
Fair and reasonable costs will be determined through competition, or in the case of receipt of one proposal, prices would be determined to be fair and reasonable through the allowable methods listed under FAR 13.106-3 (a)(2) including, market research, comparison with previous purchases, current price lists, comparison with similar items, contracting officer’s knowledge of the item, comparison with IGCE, or any other reasonable basis.
8. Description of Market Research.
Extensive research has been conducted on this replacement. In 2013 a request for information (RFI) was issued, which requested industry input on what types of systems and offerings were available to meet the expectations outlined in the RFI.
In addition to the RFI, an Analysis of Alternatives was conducted, which evaluated six different options for the replacement strategy, and the results of which were weighted against specified criteria, resulting in a recommendation for a replacement strategy based on schedule, cost, and functionality.
Market research has also been conducted by the contracting officer and the technical expert to determine the availability of small businesses to perform the work and it is determined that there are sufficient numbers of woman owned small businesses to set is aside for woman owned small business.
9. Any Other Supporting Facts.
The Analysis of alternatives, which was conducted as part of the market research efforts was summarized into a decision document in which the Upper Colorado Regional Director concurred with the decision to pursue a standardized system, thus resulting reduce overall lifecycle costs, and which would foster organizational agility and efficiency, ultimately being in the best interests of the government.
