R16PS01391 Cement Bucket Medallion

1.1 Background

Approximately one million individuals visit Hoover Dam annually. Frequently, visitors seek to purchase commemorative items to remind them of their visit. As the result of plant modernization, high-grade industrial quality copper became excess to the operational needs of Hoover Dam’s Powerplant. This excess plant copper will be used in the manufacturing of commemorative medallions for visitors which will allow visitors to take home a piece of Hoover Dam as part of their visit.

Eight previous medallions have been produced: the Generator Medallion, Winged Figures Medallion, High Scaler Medallion, Intake Tower Medallion, Arizona Spillway Medallion, Penstock Medallion, Cableway Structure, and the 75th Anniversary Medallion.

The eight previous medallions presented a three dimensions relief on the main side of the coin, with the reverse portraying Hoover Dam from the transformer deck.

Three variations of medallions were produced. They are:

• 100% copper stamped medallions

• 100% copper Proof stamped medallions

• Plated copper medallions

Coins were placed in contractor supplied packaging and shipped.

2.0 Authority

PUBLIC LAW 106 - 461 - HOOVER DAM MISCELLANEOUS SALES ACT

An act to authorize the Secretary of the Interior to produce and sell products and to sell publications relating to the Hoover Dam, and to deposit revenues generated from the sales into the Colorado River Dam fund.

The purposes of this Act are--

(1) to authorize the Secretary of the Interior to offer for sale to members of the public that visit the Hoover Dam Visitor Center educational materials and memorabilia; and

(2) to use revenue from those sales to repay the costs relating to construction of the Hoover Dam Visitor Center.

3.0 Purpose

Hoover Dam has a requirement to have manufactured and packaged a commemorative medallion utilizing excess Hoover Dam Powerplant copper.

4.1 Objectives

The objective of the work is to create three separate copper medallions with a “Cement Bucket” design on the main side and the design of Hoover Dam on the reverse.

1. 100% Copper Medallion - 5,000 copper medallions will be stamped out of 100% industrial grade copper supplied by Hoover Dam. These medallions will be stamped from copper sheets approximately 3’ x 7’. The medallions will be stamped from the copper sheets in an “as is” condition.

2. 100% Copper Proof Medallion - 50 proof medallions will be stamped out of 100% industrial grade copper supplied by Hoover Dam. These medallions will be stamped from copper sheet approximately 3’ x 7’. All proofs require a mirrored finish.

3. Plated Copper Medallion - 25,000 plated copper medallions will be manufactured. Contractor will supply copper production blanks or planchets (a round metal disk that is ready to be struck as a coin). Contractor will plate planchets with scrap copper provided by Hoover Dam.

4. Coins will be segregated by type, placed in protective packaging and shipped.

Numbered: Numbered on the reeded edge centered on the bottom portion of the medallion. The numbering shall be 0001 through 5000.

Process: Stamping out medallions from copper sheets without smelting or mixing any other materials and without cleaning or otherwise altering the original copper.

Hoover Dam Numbered: Numbered on the reeded edge centered on the bottom portion of the medallion. The numbering shall be 01 through 50 followed by the letter “P”.

Plated Copper Medallion Description

Size: 39 mm in diameter Material: Contractor will provide pure copper to be used in the manufacturing of planchets that will be compatible with Hoover Dam supplied copper used for the plating.

Thickness: Planchets are 2.59 mm, planchet plus plating 2.79 mm total thickness.

6.1 Packaging and Printing

1. 100% Copper Medallions - Medallions will be appropriately protected to avoid damage and shipped to a Government Printing Office (GPO). GPO’s address will be identified prior to shipping by Hoover Dam personnel.

Numbered medallions must be packaged in numerical order and boxes labeled with the corresponding medallion numbers.

2. Proof Copper Medallions - Each medallion will be packaged in an individual clear air tight plastic coin capsule. Numbered proof will be packaged in consecutive order, clearly marked as “Proofs” and shipped to Hoover Dam Warehouse Attention: LCD-21104.

3. Plated Copper Medallions – Each medallion will be packaged in an individual clear air tight plastic coin capsule. Packaged in groups of 250. Shipped to Hoover Dam Warehouse, Attention: LCD-21104

7.1 Miscellaneous Requirements

1. The potential contractor will provide a manufacturing schedule for government approval prior to the award of the contract (see Table 2 Submittals RSN 1.)

2. The potential contractor will provide an artwork of proposed end product prior to manufacturing a sample (see Table 2 Submittals RSN 2.)

3. The contractor will provide a sample of each medallion for government approval prior to manufacturing (see Table 2 Submittals RSN 3.) The government will inspect medallions to ensure they are manufactured in accordance with requirements.

4. The die and plaster associated with the production of the medallions is the property of Hoover Dam and will be mailed to the Bureau of Reclamation – Hoover Dam once all contract requirements are met (see Table 2 Submittals RSN 4.)

5. Contractor is required to arrange shipping and or pick up of Hoover Dam Copper sheets from the Hoover Dam Warehouse. Approximately 10 sheets are required in order to produce 50 proof, 5,000 100% and 25,000 plated medallions. Copper sheet dimensions are approximately 3’ x 7’ each and weigh approximately 110 pounds per sheet.

6. All waste copper must be returned to Hoover Dam Warehouse Attn: LCD:

21104, (see Table 2 Submittals RSN 5.)

8.1 Government Furnished Materials

1. Copper sheets for stamping 5,000 100% copper medallions.

2. Copper sheets for stamping 50 100% copper medallions proofs.

3. Industrial grade copper to be used in plating the planchets for the 25,000 plated medallions.

4. Design or drawings of the three dimensional relief on both sides of the medallions will be furnished by Hoover Dam, see Attachment B. The drawing for one side will feature the Cement Bucket and the other side will feature Hoover Dam.

9.1 Contractor Furnished Materials

1. Contractor will provide pure copper to be used in the manufacturing of 25,000 planchets that is compatible with Hoover Dam supplied copper used for the plating.

2. Contractor will supply air tight individual coin capsules.

3. Materials and supplies to create the obverse and reverse die which will become the property of Hoover Dam.

4. All shipping supplies.
