Folsom Dam M&I TCD Safety Measures SOW No. 20-C0858 Folsom Dam – Folsom Unit – Central Valley Project – California
Statement of Work - 1
STATEMENT OF WORK (SOW)
FOLSOM DAM MUNICIPAL AND INDUSTRIAL WATER SUPPLY
TEMPERATURE CONTROL DEVICE (TCD) SAFETY MEASURES
CENTRAL VALLEY PROJECT, CALIFORNIA
DEFINITIONS
A. COR: Contracting Officer Representative.
B. CCAO: Central California Area Office.
C. IWRC: Independent Wire Rope Core.
D. OGR: On-site Government Representative.
E. Reclamation: Bureau of Reclamation.
F. TCD: Temperature Control Device.
1.0 BACKGROUND
The Folsom Dam Temperature Control Device (TCD) is a three sided structure approximately 9.5’ wide by 9.0’ deep that covers the existing trash rack. This enclosure, referred to as the enclosure structure, is approximately 147’ high and is located upstream of the existing trash rack structure and extending from approximately elevation 300.00 feet up to 441.74 feet. Both sides of the enclosure structure are fabricated from structural steel plate reinforced with structural steel shapes. The front of the structure is open except for three gates. The three gates are each provided with their own set of guides enabling them to travel past each other. When fully extended, the gates almost cover the full height of the height of the enclosure structure. The gates are designed so that they operate in telescopic fashion. The upper gate referred to as the control gate is equipped with a lid that blocks flow over the top of the gate. By raising and lowering the window within the control gate, withdrawals from the reservoir can be from any elevation between 331.50 feet and 418.00 feet.
The control gate is raised and lowered by a wire rope hoist mounted on the hoist deck. The motorized hoist is sized so that the gates can be raised or lowered without stopping or reducing the flows through the structure. The hoist has a capacity of 90,000 pounds at a single speed of 4 feet per minute. The hoist is configured with a single hoist drum, with left and right handed grooves for two 1-5/8-inch diameter wire ropes. The ropes are positioned to drop off the drum directly above the gate connections when the gate is at its uppermost position, in order to minimize fleet angles.
The hoist is attached to the control gate by wire ropes, and a turnbuckle is provided on one side for adjustment of the rope tension. The existing wire ropes are constructed of galvanized steel strands with an Independent Wire Rope Core (IWRC) and are approximately 185’ in length each. The hoist deck is located at the top of the dam just below the roadway, at approximately elevation 477.00 feet. The top of this hoist deck is covered in steel grating that is fastened down with steel bolts and clips, with sections of grating able to be removed via crane to access the inside of the control structure and top of the control gate. The control structure is hung from steel corbels attached to the mass concrete of the dam.
Amendment No. 0002
Statement of Work - 2
During an inspection in December 2015 the wire ropes were found severely corroded and a subsequent rope inspection via a Reclamation climb team confirmed the components that warrant replacement. The TCD was installed and commissioned in 2003. The new rope shall be an in kind replacement, as well as other associated attaching hardware. In addition, Reclamation drawing 485-D-2327 shows a safety cage and ladder system to facilitate access to inspect and maintain the TCD structure/components including the wire ropes below the hoist platform. The cage and ladder system was never installed and otherwise is missing. Access below the hoist platform is unsafe for maintenance personnel unless personnel are climb team qualified. As such, only qualified climb team members can safely access or some other elaborate system such as scaffolding and or use of a crane can facilitate inspections below the hoist platform. Given the nexus with safety of CCAO staff, a safety cage and ladder system should be installed at the earliest possible date.

6 Questions and Answers
Amendment 2: Clarifications, Questions and Answers Folsom Dam Municipal and Industrial Temperature Control Device Safety Measures
Solicitation No. R16PS01169
Questions and Answers
1. The project only allows for 90 calendar days after the notice to proceed for completion. We have concerns that this is inadequate for the following reasons:
a. The time required to get personnel screened through the security clearance vetting process consumes contract days. This will need to be done before we can access the site to survey it for the design of the new ladder and inspection of the existing conditions. How long does this really take?
A Reclamation Representative will escort the Contractor personnel to facilitate access to the site.
b. The time required to prepare engineered design for the new ladder and platform system, Government review and comment, potential revised engineered design, another Government review, material procurement, fabrication, galvanizing and installation.
We acknowledge the Contractor’s concern. The contract performance period is revised from 90 days to 120 days.
c. There may be a potentially long lead time to procure the cable. We are getting mixed responses on whether the cable is even available and no commitments from anyone at this point.
We acknowledge the Contractor’s concern and understand that a manufacturer may need to manufacture a special run for this project. The contract performance period is revised from 90 days to 120 days.
We agree with the Government that the 90 calendar days allowed is more than adequate for the actual, onsite construction but believe the time is inadequate for the preparatory work.
Will the Government provide additional contract days for the preparatory and off site work?
We acknowledge the Contractor’s concern. The contract performance period is revised from 90 days to 120 days.
2. Can the cable be from a foreign source because it may be difficult or impossible to procure domestically based on our preliminary outreach? We have not be able to get a commitment from any supplier at this point.
Domestic manufacturers have the capability and shall be utilized per Buy American Act requirements.
3. A right hand lay only cable is specified. Please confirm that you do not need a left hand lay cable on the opposite end of the drum.
Both wire ropes are Right Regular Lay (RRL). The lay of the wire ropes is shown in the above photographs.
4. The specifications state to replace all attachment hardware. Is this to include the attachment components to the drum that has not been exposed to the water and should be in good condition?
Yes.
5. Since there is no railing on the lower inspection platform, will a permanent hand rail, fall protection anchor point(s) or other devices need to be designed and installed?
Install railings on concrete landing (elevation 428’) as depicted on drawing 485-D-2327 and per Attachment A Specifications. Remove existing rusted rail as shown in Photograph 6 of Attachment E.
6. In the statement of work, paragraph 5.4B, Site Security, requires that one lane on the dam road be open at all times except as approved by the Government. A crane will be needed to facilitate construction on the project, the entire road will be needed for the crane set up. Will the Government commit prior to the bid for the road to be blocked by a crane for specified days and/or times?
The Government will allow the road to be blocked for specific activities and durations including but not limited to crane setup and operation as approved by the COR. The Contractor shall return one lane of Folsom Dam open at the end of each shift.
7. If determined necessary, will the Government be willing to relocate the existing gantry crane to allow more operational room for a crane?
The Government will accommodate relocating the existing Gantry Crane for specific activities and durations as approved by the COR.
8. Are there limitations to drilling and anchoring into the dam?
Drilling into the dam face shall not exceed 12”. Anchors into the concrete dam shall be epoxy type. Include anchor design details and installation methods as part of RSN A-1, Ladder and Platform Safety Approval Drawings and Data.
Clarifications
1. Period of Performance: The Period of Performance to include preparatory work, approval of submittals and all on-site work is revised from 90 days to 120 days. All on-site work shall be completed within 30 days. See the revised Statement of Work with changes in bold italics.
2. The additional captioned photographs below depict the M&IE TCD Hoist wire ropes attached to the drum.
Additional Photograph 1: The photograph depicts 1-5/8” wire ropes clamped to the drum at the TCD’s upmost position.
Additional Photograph 2: The photograph depicts the wire ropes with 5+ wraps remaining on the drum after the control gate is lowered to its lowest position.
