Shop Buildings Enders Dam & Red Willow Dam Solicitation No. R16PS00972 Amendment 0003

The following are a list of questions with the Bureau of Reclamation responses resulting from the pre-proposal site visit and solicitation specifications:

1) The building sites for the 2 buildings are not level. Will the government provide stockpiled material for leveling, is the contractor to cut & fill with existing material, or will import of new material be required? If the import of new material is required, please specify the type & quantity of new material needed.

Reclamation Response: Reclamation will level the sites to within 0.5ft +/- of the top of subgrade elevation.

2) If any excavated material is unusable, will the material have to be exported or will it be permissible to stockpile the material at the sites?

Reclamation Response: Yes, the contractor may stockpile material onsite as directed by the Government.

3) If there are no changes in the use of government land during or after construction, are revised drawings needed? If so, do they have to be AutoCAD drawings?

Reclamation Response: All specification drawings must to be revised to reflect as-built conditions. If there are no changes, the drawings must reflect “no changes”. As noted in Table 01 33 00A, two hard copy sets (marked up) are required. AutoCAD drawings are not required.

4) Are final as-built drawings necessary if there are no changes to the pre-approved drawings? If so, are red line drawings OK or do they have to be AutoCAD drawings?

Reclamation Response: All specification drawings must to be revised to reflect as-built conditions. If there are no changes, the drawings must reflect “no changes”. As noted in Table 01 33 00A, two hard copy sets (marked up) are required. Specification Section 01 78 30 requires two full-size prints. AutoCAD drawings are not required.

5) As the bathroom & office layout for the Enders building have been designed & approved on drawing 328-600-60013, do you require another submittal for bathroom & office layout? If so, please provide details.

Reclamation Response: The Contractor should consider the building & office layout as conceptual. As stated in Specification Section 06 10 05 Part 1.02, submittal RSN 06 10 05-2 requires the Contractor submit a dimensioned layout of the office and bathroom that is ADA-compliant.

6) 6) Are erection plans & an erection manual required? If so, do the plans have to be AutoCAD drawings?

Reclamation Response: Yes, the Contractor is required to submit RSN 13 34 30-3 Erection Plans and Manual. The noted submittal is not required to be AutoCAD drawings.

7) Does the plumbing layout have to be on an AutoCAD drawing?

Reclamation Response: Yes. The Contractor should reference Specification 01 33 00 Section 1.04 for additional information regarding AutoCAD drawings.

8) Does the electrical plan have to be on an AutoCAD drawing?

Reclamation Response: Yes. The Contractor should reference Specification 01 33 00 Section 1.04 for additional information regarding AutoCAD drawings.

9) Will the contractor be able to use the onsite electricity at the Enders site at no charge?

Reclamation Response: Electricity will be available for use at no charge to the Contractor.

10) Please provide a specification & a location of the frost free hydrant to be installed near the entrance to the Enders building.

Reclamation Response: Location: Install the hydrant between the curb-stop valve and the building within the stub-out line approximately 5 feet from the building perimeter.

Specification: Woodford Manufacturing Frost Proof Yard Hydrant (5 foot) or engineer-approved equivalent.

11) Please verify that there are no electrical outlets & no heat, lighting, &/or water service required at the Red Willow building.

Reclamation Response: Yes. For clarification, there is a 200-amp electrical service panel installed within the building and connection to meter pole at Red Willow.

12) Is the project tax exempt? If not, please provide info regarding applicable taxes.

Reclamation Response: In accordance with Federal Acquisition Regulation part 29.303(a):

Prime contractors and subcontractors shall not normally be designated as agents of the Government for the purpose of claiming immunity from State or local sales or use taxes.

For information on state and local taxes within the state of Nebraska go to www.revenue.nebraska.gov.

13) Please verify that 4 copies of shop drawings are required for submittals.

Reclamation Response: Table 01 33 00A will be amended to indicate the required number of drawings. In general, one paper set and one electronic set are required.

14) What toilet accessories besides grab bars are to be provided & installed by the contractor at the

Enders bathroom, e.g., toilet paper dispenser, paper towel dispenser, trash receptacle, mirror, etc.?

Reclamation Response: At a minimum, the Government requires a toilet paper dispenser, paper towel dispenser, and mirror as part of the bathroom construction.

15) Are there any geotechnical evaluations/soils reports available for wither or both of the 2 building sites?

Reclamation Response: There are no soil or geotechnical reports. Soil types can be found at http://websoilsurvey.sc.egov.usda.gov/App/HomePage.htm

16) Is there a specification for the drywall thickness for the interior walls & ceilings at the Enders

Dam?

Reclamation Response: IBC building code. 5/8 ceiling and walls and fastened in accordance with latest IBC code.

17) What type of door trim is required for interior steel doors?

Reclamation Response: There is no detailed specification other than they be trimmed out.

18) What hardware is required for interior steel doors?

Reclamation Response: Latching handle, either locking or non-locking
