Performance Work Statement Borehole Geophysical Logging, Keechelus-to-Kachess Conveyance, WA
Seismology, Geomorphology, & Geophysics Group 85-833000 14 May 2015
1.0 INTRODUCTION:
1.1 Bureau of Reclamation (Reclamation): Reclamation is a water management agency within the U.S. Department of Interior with 600 dams in the 17 western states. Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the western US.
1.2 Reclamation Technical Service Center - Geophysics Group 85-833000 has a requirement for borehole geophysical logging in two boreholes along the proposed Keechelus-to-Kachess Conveyance tunnel, WA. See figure 1 for borehole locations. The general site vicinity is located approximately 30 miles west of Cle Elum, WA via I-90.
1.3 Contractor shall complete borehole geophysical logging in two boreholes as detailed below, consisting of a.) suspension or full-wave sonic logging, b.) optical televiewer, c.) acoustic televiewer, and d.) three component borehole dilatometer testing using SolExperts or 100% equivalent testing methods.
1.4 Previous solicitation R15PS00916 is modified here to reflect recent changes in scope of work for this requirement.
1.5 The engineering objective of this requirement is to obtain information along the proposed tunnel alignment regarding rock quality, including but not limited to:
areas of weak or potentially unstable rock;
fracture spacing, orientation, and aperture;
fracture openness, infilling, weathering, alteration, or cementation;
presence and locations of shear zones or faults;
other information that may aid in predicting ground behavior related to proposed tunnel excavation and support.
2.0 SCOPE:
2.1 The Contractor shall conduct the following borehole geophysical logs and testing as detailed in table 1 below. Receiving party shall be COR (see sec. 14 below).
Table 1 – Borehole geophysical & testing requirements Borehole Number Borehole diameter, nominal (in/mm) Logging Interval (feet below ground surface), planned
Log Types

A1-14-4 3.77 / 95.8 575-675 S, OT, AT, 3CD
Key to log types S – Suspension or Full-wave sonics OT – Optical televiewer AT – Acoustic televiewer 3CD – 3-component dilatometer – SolExperts or 100% equivalent
2.2 The boreholes listed above are planned to be drilled by Reclamation. The boreholes are planned to be fully cased, with logging conducted in nominal ten to twenty foot logging runs as the casing is pulled back. Casing will be pulled with a Reclamation drill rig.
For Suspension or Full-wave sonic logging, and for acoustic televiewers, the boreholes are planned to be water-filled as conditions allow.
For each borehole, five dilatometer test locations are anticipated, at depths to be determined on-site by Reclamation Geology staff.
Reclamation personnel will be on-site to assist with borehole water-filling and casing pulls.
2.3 Data Analysis .
In addition to the general requirements outlined in 1.5 and 2.1 above, requirements for specific log types are listed below in Table 2.

2.4 Safety Plan
Contractor to submit safety plan adhering to Reclamation Safety and Health Standards
(http://www.usbr.gov/ssle/safety/RSHS/rshs.html) and relevant to working in conjunction with on-site drilling equipment, to Reclamation COR prior to start of work.

3.0 PERSONNEL QUALIFICATIONS:
The Contractor shall be able to document, upon request, experience with two or more similar projects within the last two years, which include experience in acquiring and interpreting all of the log types listed in tables 1-2 .
4.0 GOVERNMENT FURNISHED EQUIPMENT & MATERIALS:
4.1 Boreholes. See Table 1 and figure 1 for locations and logging intervals.
4.2 Water to fill boreholes. Note that some boreholes may not be able to be completely filled in high water-take conditions, though the logging interval is anticipated to be deep enough to be water-filled.
5.0 REGULATIONS / POLICIES:
Current active Reclamation contracting policy. Current valid proof of insurance per sec. 10.0.
6.0 TRAVEL:
6.1 Two round trips are anticipated for mobilization/demobilization and on site work.
Each round trip from the Contractor’s site to the work site is anticipated to take one day with no overnight travel.
6.2 On site work: Eight [8] days total on-site are planned to complete logging at the two boreholes. Nine [9] nights of overnight travel are planned for the on-site work.
7.0 GOVERNMENT VEHICLES:
No Government-owned vehicle use is required or approved. Reclamation shall supply drill rig and water truck equipment.
8.0 SECURITY:
Contractor shall comply with current Reclamation Safety, Security, & Law Enforcement guidelines.
9.0 TRAINING:
Contractor shall have adequate experience with the required testing methods, therefore no training is anticipated.
10.0 INSURANCE:
Contractor shall hold minimum current valid insurance to cover any damage to property or equipment.
11.0 DELIVERABLES:
11.1 Contractor shall perform borehole geophysical logging as detailed in sec. 2 and tables 1-2 above. Receiving party shall be COR, (see below). Contractor shall transport all necessary equipment and supplies (excepting drill rig and water truck, which shall be supplied).
Reclamation on site personnel shall be available to operate Reclamation drill equipment to pull casings and provide borehole water.
11.2 Data analysis. Contractor shall perform data analysis and presentation as detailed in sec 2.3 and table 2.
11.3 Report. Contractor shall perform work as required in sec. 11.1-11.2 above, and submit a draft report detailing data acquisition and interpretation procedures for the log types listed in tables 1-2. See sec. 15 for schedules. Reclamation shall review contractor’s draft, supply return comments, and contractor shall submit final report addressing Reclamation comments.
