Trinity Dam Intake Mechanical Equipment Refurbishing / Gate Shaft Refurbishing (Phase 1)

Solicitation R15PS00790 | Specification No. 20-C0824

Questions and Responses 1 through 12

Question 1:

For the means of preparing the schedule what date does the government anticipate award and NTP dates? (01 32 20 / M-2)

Response 1:

See Section L Page L-14 for proposed NTP date to be used for schedule preparation.

Question 2:

EMR – The proposal specifically asks for the EMR for the last 3 years. EMRs are only provided for companies with a large workman comp premiums in our state and traditionally small businesses are not part of that pool. We can provide EMR of our major subcontractors, but if the insurance company will not provide for our company. Is there any other information that we can provide the government in lieu of an EMR?

Response 2:

An OSHA 300A can be provided in lieu of an EMR.

Question 3(a):

EOP – We have researched the EOP requirements and have discovered that the specification may inadvertently have created a sole source situation. Apparently, Structural Group out of Hanover, MD is the patent holder of the system that you have specified. Our market research indicates that Structural

Group has teamed with a different SDVOSB concern and is unwilling to quote the field. Can the government remove the EOP portion of this contract in that this has created an unfair advantage and essential violates FAR Part 6 - Competition Requirements?

Response 3(b):

This is not considered sole source. Multiple vendors can install the EOP system under the current patent law. See Response 3(b).

Question 3(b): In addition, please provide the list of contractors from the government’s market research that can install the EOP system under the current Patent law?

Response 3(b):

• APS Materials, Inc. | 4011 Riverside Drive, Dayton, OH 45405 (937-278-6547)

• Drytonic, Inc. | 709 Gillette Street, La Crosse, WI 54603-2286 (800-497-0579)

• OsmoTech, Inc. | 17295 Chesterfield Airport Road, Suite 200, Chesterfield, MO 63005 (636-

733-7570)

• Reliable Underground Service Technicians, Inc. | 10387 Ataberry Dr., Clio, MI 48420 (231-878-

0069)

• Ronald F. Bacon, LLC | 3105 Chisholm Trail, Chelsea, MI 48118 (810-441-6000)

• Structural Technologies | 10150 Old Columbia Road, Columbia, MD 21046 (410-850-7000)

Question 4:

Can the Contractor utilize the (E) hoisting system(s) at the top of the dam gate shaft for refurbishing work? If so, please provide hoisting capacity of the (E) equipment

Response 4:

No.

Question 5:

Can we remove the grating, diamond plate covers (and supporting structural steel) at the top of the gate shaft for our access needs for the project?

Response 5:

Yes, except for the structural steel supporting the hydraulic ram, based on approval work plan and safety plan submitted by the contractor. All structural calculations to be provided by the contractor as needed.

Question 6:

Are there any obstructions in the gate shaft (besides the Gate Service Chamber Floor at EL 2359) that would prevent hoisting or scaffolding for refurbishing work? The details provided on plan sheet 416-D-

4010 just show a 24" air inlet pipe, 20" float well pipe and gate stem operator in the shaft and we want clarification if there are any other obstructions between EL 2359 and the Bonnet that need to be anticipated by the Contractor.

Response 6:

No other obstructions.

Question 7:

Can the (E) ventilation system for the gate shaft be utilized by the Contractor for refurbishing work, or should the Contractor be including separate allowance for air handling and ventilation?

Response 7:

No, the contractor shall provide air handling and ventilation if needed.

Question 8:

Can the Government provide more information and details concerning the "Contractor designed Slot

Gauging Device” called for in Note 5 of plan sheet 416-D-4010? The reference detail on plan sheet 416-

D-4006 does not clearly identify the design expectations of the government

Response 8:

There is no additional information regarding the slot gauging device. Please refer to specification 03

01 33-4 3.303A.

Question 9:

Please confirm the scope of work for painting and coating in the gate shaft (spec 09 96 20 & 35 16 12).

As we see it, the painting and coating work is limited to the following items: Spec 35 16 12-1.01A listed scope items; Any items damaged by contractor operations and access system.

Response 9:

Confirmed, that is correct.

Question 10:

Spec 35 16 12 — Floatwell Drain Replacement — Are there any details available for this scope of work?

Response 10:

See Trip Report section 51 35 17 page 3 (middle). This work would require shutting off the supply to the 20” Float Well, connecting a contractor-furnished drain hose and drain the float well before replacing the drain cock.

Question 11:

Will the BOR accept the USACE/NAVFAC PPQ?

Response 11:

For the purpose of the Past Performance Questionnaire review, the solicitation requires the use of the the Section J Past Performance Questionnaire (Attachment 3).

While the information provided with the USACE/NAVFAC PPQ may be similar, the format, questions, and ratings (O through U) are different.

We will consider other past performance information submitted (including prior PPQs from

USACE/NAVFAC) but the solicitation requires the submission of the specific Section J PPQ from the

"references" of the "four most recent contracts" for the purpose completing the evaluation of Factor

3 - Past Performance

Question 12:

I do not see anywhere to place the bond. Does the bid bond go in Volume 1?

Response 12:

Yes, please include the bid bond in Volume 1 - Reps/Certs/Other Statements
