Solicitation R15PS00764 – Flaming Gorge G2 Stator Winding Re-Wedge Amendment 0002 Questions and Answers

Question 1: The bid bond form attached to the solicitation indicates the required bid bond amount is 10% of the offered price or $2 million, whichever is lower, but the bid bond clause shows these values as 20% of the offered price or $3 million. Which are the correct values?

Answer 1: The contract clause identifies the correct values. The bid bond form was included as a convenience only, and offerors are required to change information within fields as necessary.

Question 2: May we have a copy of the inventory list of spare winding materials?

Answer 2: We assume you are requesting an inventory of re-wedging materials. Although the Government has some spare re-wedging materials, we are maintaining the materials for future Government use. As a result, no inventory will be provided.

Question 3: NEC won the G1 contract for $149,123. Are there any changes to the requested scope of work? Are the site conditions the same, i.e. on day one of the outage the G2 rotor is out of the machine and a solid horizontal work surface is available offering full access to the entire axial height of the stator core and winding?

Answer 3: The scope of work and site conditions are essentially the same as the work performed to re-wedge the G1 stator. The Government will disassemble the generator and install work platforms such that the contractor will have full access to the stator windings on the first day they arrive on site. Once the work is complete, the Government will remove the work platforms and re-assemble the generator.

Question 4: What was the root cause for the wedge migration as determined during the G1 re-wedge work?

Answer 4: When the generators were rewound, not all of the knots for the wedges were placed in the best locations. Many were placed too far down, which allowed movement of the wedges.
