Solicitation No. R15PS00695 Page | 1 Upgrade Flow Meter Systems at Flaming Gorge, Fontenelle, and Glen Canyon Dams
Solicitation No. R15PS00695 Attachment A – Statement of Objectives
This acquisition is for the component update of all units of existing Accusonic penstock flow meter consoles and network controllers, at Flaming Gorge, Fontenelle, and Glen Canyon Dams, and installation of compatible new river bypass flow meter system at Flaming Gorge and Glen Canyon Dams. This procurement is only for components, integration, commissioning, and service plan; facility to system infrastructure and installation labor will be furnished by the field office electricians, EEMs, and laborers at the various power plants.
Present condition:
Penstocks – Flow meters are installed in all penstocks – three (3) at Flaming Gorge, one (1) at Fontenelle, and eight (8) at Glen Canyon. The present power plant flow meter systems are approximately ten years old. Systems installed at Glen Canyon Dam have experienced multiple recent component failures, and the existing consoles and network controllers are no longer technologically supported by the manufacturer due to outdated component technology.
River Bypass System – At present, discharge volumes for the Flaming Gorge and Glen Canyon river bypass systems are determined by means of a smoothed plot, graphical chart utilizing calculations based on reservoir level and hollow jet valve discharge position. This methodology has an error band of approximately ±15%. Flow meter systems should reduce the error band by a factor of ten to approximately ±1.5%.
Desired Conditions:
Power Plant Penstocks (three separate power plant locations)
· Remove and replace existing flow meter consoles with “state of the art” consoles, compatible with remaining system components.
· Reuse all currently installed Accusonic model 7601 transducers, model 7641 transducer assemblies, along with transducer cables and E/O connectors.
· Remove and replace existing networked controllers with “state of the art” networked controllers compatible with the new controllers and remaining (existing) system components.
· Integrate updated components into existing system.
River Bypass (two separate dam locations)
· Locate and drill flow meter system component ports in river bypass system.
· Provide, install and connect the flow meter transducers to the transducer cables.
· Provide and install flow meter consoles.
· Provide, route and install transducers cables to the flow meter consoles and from the flow meter consoles to the power plant control room.
· Provide and install any necessary appurtenant system components.
· Integrate new system components into existing flow meter system.
Contractor responsibilities:
Power Plant Penstocks
· Provide field technical services for commissioning of system replacement components and training of Power Plant personnel. Training shall occur separately at the Flaming Gorge and Glen Canyon Power Plants.
· Commissioning includes:
· Terminate and interface transducer cables to the new console.
· Upload the “as-built” parameters and output ranges into the new console.
· Wire communication cables cables to the new networked controller.
· Confirm all diagnostic values are within tolerance for the application.
· Cycle flow (if possible) and collect flow data to verify operation.
River Bypass Systems
· Survey the river bypass system to determine the precise locations to place the transducer assembly ports.
· Drill transducer assembly ports in the river bypass system; assemble install the transducer components.
· Interface the transducer assemblies to the transducer cables.
· Certify the flow meter system by the manufacturer “Site Certification Method” prior to process operation by taking ‘”as-built” measurements of acoustic path lengths, angles, elevations, and the pipe cross-sectional area.
· Commissioning includes:
· Terminate and interface transducer cables to the new console.
· Upload the “as-built” parameters and output ranges into the new console.
· Wire the communication cables to the new networked controller.
· Confirm all diagnostic values are within tolerance for the application.
· Cycle flow (if possible) and collect flow data to verify operation.
· Provide five (5) copies of standard submittal documentation for approval purposes.
Power Plant Field Office responsibility:
· Contractor field service technicians shall be allowed access to the pipe along with proper lighting and ventilation, and shall be given site personnel safety training and adherence to confined space entry requirement, including proper safety precautions, and if required, the use of air monitoring and rescue standby personnel.
· Provide power plant electricians/EEMs and equipment to replace current console with new model console.
· Support labor to assist the contractor service technician for commissioning of the flow meter console (usually one skilled laborer per day of commissioning).
· Electrical power.
· Light hand tools (hammers, grinders, etc.).
· Supply and erection of scaffolding and/or ladders on the outside and inside of the pipes, prior to service visit.
· Provision of AC mains power to the console enclosure.
· Mounting the console enclosure and performing cable/conduit punch-outs.
· Supply of protective cable conduit or cable trays, plus the pulling of cables through the conduit or cable trays.
· Supply and installation of junction boxes or any special electrical fittings.
· Mounting of the new network controller and interfacing to external devices such as monitors and SCADA systems.
· Coordinate with contractor representatives to ensure adequate site access to allow the field services to be performed in the negotiated numbers of days.
