1.03 DEFINITIONS
A. Acceptable Levels:
1. Surface contamination (TEM) outside containment less than or equal to the background concentrations.
2. Airborne concentrations (TEM) less than or equal to 70 structures per millimeter squared inside containment. Averaging is not permitted.
3. Airborne concentrations (TEM) less than or equal to background concentrations outside containment, glove bag operations, inside and outside of barriers.
B. Asbestos Containing Material (ACM): Include duct insulation, trowelled on material, ceiling tile, floor tile, mastic, wiring, gaskets, cove base, dust, joint compound, caulk, coatings, pipe, grout around piping at penetrations through the walls, conduit, soil, thermal surface insulation, asbestos containing board, transite cable trays, asbestos containing cement, any equipment, supplies, structural material, debris, wiring, cabinets, other surfaces, containment, personal protective equipment, furniture, filters, wastes or any other material contaminated with ACM.
C. Asbestos: Includes all shapes and sizes of both serpentine and amphibole mineral forms of chrysolite, amosite, crocidolite, tremolite asbestos, anthophyllite asbestos, and
Revised - 02 82 20 - 3 actinolite asbestos and all surfaces, structures, materials or equipment contaminated with it.
D. Background Sampling:
1. A combination of TEM air monitoring in and peripheral to the abatement area prior to any/all mobilization to establish the existing airborne concentrations.
2. Includes surface wipe or vacuum cassette sampling analyzed by TEM to establish surface contamination levels prior to any/all mobilization. Background sample levels are used to establish the thresholds for cleanup and clearance outside the abatement area.
E. Barriers: Poly sheets taped in place used to isolate equipment or a work area as a control method to prevent and limit surface, airborne or physical tracking of contamination as an element of the plan accepted by Reclamation prior to conducting the task(s).
F. Bulk Sampling: Collection of suspect material to be analyzed to determine the presence or absence of asbestos. Polarized Light Microscopy (PLM) consistent with the 29 CFR
1910.1001 and 29 CFR 1926.1101 is the most common laboratory procedure. TEM may be necessary where PLM experience difficulties with smaller structures, pieces, chards, clusters, chunks, unusual matrices etc.
G. Certified Industrial Hygienist (CIH): Certified in good current standing with the American Board of Industrial Hygiene.
H. Clearance Monitoring and Sampling: Consists of three kinds of sampling analyzed by
TEM.
1. Clearance air monitoring inside containment to verify that airborne concentrations are less than or equal to 70 structures per millimeter squared for each sample collected.
2. Averaging shall not be permitted. Clearance air monitoring outside containment in the event that there is a real or suspected airborne release from containment, glove bag operations, an area or equipment isolated by barriers.
3. Clearance surface wipe sampling in the event that there is a real or suspected airborne release, tracking, or spill resulting in a real or suspected contamination of surfaces, equipment or furnishings inside or outside of containment.
4. Final clearance sampling shall be utilizing the aggressive protocol.
I.
