Contractor Questions
Solicitation R15PS00030
1. Item 2 states removal of all existing cables connected to "125-volt DC distribution board B3A" Item 9 states "provide new conductors and raceway, including cable tray, between the new distribution equipment and loads." Please Clarify the following: Is the intention to upgrade the 125V DC power cables from the 125-volt DC board out to the equipment terminals on all equipment and devices fed from the B3A board? See Specification Section 26 04 00, Paragraph 1.01.
2. Please clarify if the Government Representatives will be available for a normal 40 hour work week (M-F), with the exception of holidays, and that our schedule should be based on this anticipated schedule. See Specification Section 01 14 10, Paragraph 1.05 B.
3. Will the on-site coordination meetings occur in the Government facilities at the Kortes Dam? Yes.
4. Can BOR provide drawing 545-D-409, Conduit List? This is needed to determine the footage of cables to be replaced per
CLIN 6 & 7. See Drawing Sheets 112 through 126 incorporated by Amendment No. 3.
5. Drawing 545-D-1001 shows an exsisting 275KW Standby Generator with a 800A breaker, drawing 545-D-156 & 545-703-

275 kW at 0.8 pf.
6. We were unable to attend the scheduled site visit on 1/6/15 due to a flight cancelation because of weather. Will there be another site visit opportunity? Additional site visit took place on January 27, 2015. See attendance list attached to
Amendment No. 3.
7. Specification Section 26 04 00, 3.05 states "Disconnect existing synchroscope meter, generator and line meters from existing
Distribution Switchboard B3A and relocate them to new switchboard B3A." These meters are not shown on drawing 545-D-
1013. Please clarify what is required to be installed on new B3A. See Drawing No. 545-D-663, Sheet 66.
8. Section L.19 does not follow the Factors identified in Section M. Section L appears to be missing tabs for Factor 5 in
Volume II. Please clarify how Volume II is supposed to be arranged. Section L provides general instructions for submitting a proposal. There is no required order or arrangement for Volume II. It is highly recommended that a
Volume II shall be organized in such a manner as the individuals evaluating the technical proposal are able to identify information as it relates to each individual factor and/or subfactor.
9. Section 01 14 30 and Section M reference a Construction Schedule, however there are no requirement for a CPM schedule.
Will a CPM schedule be required after award? No. See Section 01 33 00 – Submittals, RSN 12 and 13 and Federal
Acquisition Regulation 52.236-15 for schedule requirements.
10. Gardner Zemke and one of its equipment manufacturers are requesting a two week time extension due to forthcoming technical questions and the complexity of the required outages. The Government anticipates that there will be at least one more technical amendment after Amendment No. 3; the proposal due date will be extended by Amendment 3 as well.
11. Can the On-site Safety Representative be the on-site Superintendent? Yes.
12. Are the new steel cover plates required to be grounded? Yes. See Spec Section 26 05 20, Paragraph 3.01.C.1.
13. Are the CPT’s to be located at J1A, J2A, J3A, M1A M2A and M3A cubicles? Will the Government provide wiring and layout drawings? Refer to Section 26 22 19, Article 3.01 and paragraph 1.03.A.2. The controlled contactors for the ring-follower-gate motor control circuits are in the ring-follower-gate motor control cabinets designated M1A, M2A, and M3A. (See drawing 545-D-220). The controlled contactors for the generator space heaters are near the generator terminal cabinets designated GA1, GA2, and GA3. (See drawings 545-D-677, 545-D-672, and 545-D-655).
14. What are the drawing numbers for the schematics that need to be Red-lined? See Specifications Section 01 33 26, Paragraph 1.03.F.
15. Which Plant Main Control board are the control switches to be mounted in? See Drawing 545-703-405, Sheet 40.
16. Are Position Indicator Lights required at the Plant Main Control Switchboard? Yes. See Specifications Section 26 13 11, Paragraph 2.02.M.3.a.
17. Is any metering required at the Plant Main Control Switchboard? Yes, connections to existing meters are required. See
Specification Section 26 13 11, Paragraph 2.02 M.1.
18. Where is the control board annunciator located and are there wiring diagrams showing the connections? See Specifications
Section 26 13 11, Paragraph 3.03 F.
19. What is the routing for the new 12/c #16 cable that goes from the new D2A to the annunciator? Is there an existing conduit available? See Specifications Section 26 13 11, Paragraph 3.03 G.
20. Will the Government provide schematics, wiring, and layout drawings for all the modifications to the Plant Main Control
Switchboard? See Specification Section 26 13 11, Paragraph 1.03 B. Relevant existing installation schematic diagram drawings and wiring diagram drawings are included in the specifications.
21. Is a copy of FIST 3-8 available? See Specification Section 01 42 10, Paragraph 1.04 C 2.
22. Does the asbestos tile extend under the switchboard? No.
23. Are there anchor bolts extending thru the asbestos tile that have to be removed? No.
24. Specifications call for reinstalling meters from existing B3A to new B3A. Is there any information on type and size for these meters? Drawing 468 does not show these meters. See Drawing 545-D-663 and Specifications Section 26 13 12, Paragraph 3.01 H.
25. No Spare Parts are specified in this section. What is CLIN 15 on Schedule B? See Specifications Section 26 24 24, Article
1.06.
26. No Spare Parts are specified in this section. What is CLIN 18 on Schedule B? See Section 26 27 00 Paragraph 1.05 A.
27. Specification identifies that Critical Loads cannot be out for more than 2 hours. Is there a maximum time limitation for the
Non-critical loads? No.
28. Drawing 545-D-384 Sheet 23 is not the latest drawing for K2B & K2C. The transformers and connections have been replaced since this drawing. Please provide the current drawing showing the connection details for these transformers. See incorporated Drawing Sheets 127 through 128.
29. The circuit schedules provided do not appear to match the existing Panels LSA, L1A & L2A. There are Fire Alarm circuits not shown and exposed conduit running to these panels not shown on the drawings. Please clarify. See amendment 3 for a revised 545-D-1012 drawing.
30. Panel L1C has an external timer connected to it that is not shown on the drawings. Will this timer need to be added to the new panel? See Section 26 24 24 Paragraph 3.01 C.
31. Will BOR remove the floor tile on El 5950 to allow the installation and grouting of D2A? The floor at EL 5950 is painted concrete.
32. Will BOR provide any snow removal to allow access to the plant? See Section 01 55 00 Paragraph 3.04 A.
33. Can BOR provide pictures of the cables connected to D2A and B3A to help identify possible asbestos wiring? We were unable to locate any asbestos wiring other than a few control wires in the Unit Control Boards. This could be the major cost of the project if contractors have to assume all cables are asbestos. On prior projects, BOR has requested a full survey and uses that to determine the scope of a change order for removal. Refer to new Specification Section 51 26 13 incorporated by Amendment No. 3.
34. The wireway and conduit located directly behind B3A is not shown on the drawings. Please clarify their purpose and location. See Section 26 04 00 Paragraph 3.02 A.3.a.
35. Will BOR modify the front of Panel C2A4R to allow installation of relay test switches? See Section 26 13 11 Paragraph
3.03 R.
36. The specifications require the contractor to replace the 125VDC Distribution Switchboard B3A. Drawing 545-D-1013 seems to only indicate section B3A1 and B3A2. Is the contractor to only replace these two sections or all sections 1-5? See Section
26 04 00 Paragraph 3.02.A.3. and Section 26 13 12 Paragraph 1.03.A. and 1.03.C. Drawing 545-D-1013 does not specify or imply the number of sections needed for the new equipment.
37. Floor tile and mastic. It is my understanding that the floor tile and mastic will be completed prior to project. Is this correct?
Yes
38. Specification paragraph 2.01.J.14. states “Equip each breaker with one form-c auxiliary contact.” Existing panelboards L2A, L1A, L1B, L1C, L2B, L3A and LSA do not currently have aux contacts. Including aux contacts in the new panelboards would require a much larger freestanding enclosure. Are aux contacts required for these panelboards? No, See Section 26 24
24 Paragraph 2.01 J.
39. Existing panelboard L2A is essentially two panelboards with two main breakers in one enclosure. Would two separate panelboards mounted side-by-side be an acceptable alternative? Yes
40. Section 26 13 11, Specification paragraph 2.01.C.6. requires “NEMA 250: Type 12”. NEMA 12 construction is not offered or available in a C37.20.1 design (referenced in 2.02.B). C37.20.1 is for metal enclosed “air cooled” switchgear. NEMA 12 design cannot be built as “air cooled”. Is NEMA 1 acceptable? See Section 26 13 11 Paragraph 2.01 C.6.
41. Section 26 13 12. Specification paragraph 2.02.F.6. states “Provide a degree of protection to personnel against incidental contact with the enclosed equipment; to provide a degree of protection against falling dirt; against settling airborne dust, lint, fibers, and flyings; and provide a degree of protection against dripping and light splashing of liquids.” This description does not call out a specific NEMA enclosure rating. These switchboard products are built to NEMA PB 2 specifications and are only offered in NEMA 1 or NEMA 3R enclosure ratings. This design is built around “air cooled” standards which does not allow a NEMA 12 enclosure design. Is NEMA 1 acceptable? See Section 26 13 11 Paragraph 2.01 F.2.
