Participants will meet at Grand Coulee Power Office, Industrial Area, Grand Coulee, WA 99133. The meeting will be held in the Property Office Conference Room. (Map will be sent to those that sign up.)

All participants MUST sign up No Later Than 2:00 PM PT on November 18, 2014. Limit of 3 people per company. The point of contact for registration is Danny Moyer at (509) 633-3952, email dmoyer@usbr.gov. You must provide the following information to register: Company Name, Phone Number, List of Attendees (Name(s)), (e-mail address optional), and state if anyone is a Foreign National. If any Foreign Nationals will be in attendance, submit a copy of their passport information no later than 2:00 PM on November 12, 2014. PPE will be required Hard Hat, Safety Shoes, Safety Glasses with side shields, Photography is not allowed. Do not provide any Personnel Identification Information (i.e. Social Security Numbers).

1.04 PROJECT COORDINATION

The Preconstruction Conference described in clause 52.236-26 is a separate meeting requirement from the meetings listed in this section.

1.03 DEFINITIONS

A. Days: Calendar days.

B. PMWFS: Project Management Work Flow System. See Section 01 31 30 – Internet Based Project Management Work Flow System.

C. Required Submittal Number (RSN): Identifies items to be submitted together as a complete submittal.

D. Submittal Types, as listed in Table 01 33 00A – List of Submittals:

1. A – Approval:

a. Government will approve or disapprove these submittals.

b. Approval submittals are considered to be “shop drawings” within the terms of the clause at FAR 52.236-21, Specifications and Drawings for Construction.

2. I – Informational:

a. The Government will acknowledge receipt of these submittals.

b. The Government may reject an Informational submittal when the submittal does not comply with the contract. The Contractor shall correct mistakes or deficiencies in rejected Informational submittals and resubmit.

c. Informational submittals are considered to be “shop drawings” within the terms of the clause at FAR 52.236-21, Specifications and Drawings for Construction, except that approval by the Government is not required, Amendment No. 001

B. Submit complete sets of required materials for each RSN as specified in "Submittals Required" column in Table 01 33 00A - List of Submittals. A complete set includes all listed items for RSNs with multiple parts.

C. Submit number of sets specified in "Sets to be sent:" columns in Table 01 33 00A - List of Submittals.

1. Submittals identified with “PMWFS” in the “Sets to be sent” column shall be submitted electronically in accordance with Section 01 31 30 – Internet Based Project Management Work Flow System.

D. Include the following information in transmittal letters:

1. Contract number and title.

2. RSN for each attached submittal.

3. Responsible code.

4. Number of sets for each RSN.

5. Identify submittal as initial or resubmittal.

E. Resubmittal of submittals not approved:

1. Mark changes such that they are readily identifiable and show revision date.

2. Describe reasons for significant changes in transmittal letter.

3. Resubmit returned submittals within 28 days after receiving the comments, unless otherwise directed.

4. Requirements for initial submittals apply to resubmittals.

F. More than one RSN may be submitted under a transmittal letter, provided the responsible code is the same.

1.06 REVIEW OF SUBMITTALS

A. Time Required:

1. Submittal review will require 28 days for review of each submittal or resubmittal, unless otherwise specified.

2. Time required for review of each submittal or resubmittal begins when complete sets of materials required for a particular RSN are received and extends through PMWFS response data or return mailing postmark date, as applicable.

B. Time in Excess of Specified:

1. The CO may extend the contract completion date to allow additional time for completing work affected by excess review time.

a. The time extension will be to the extent that excess review time caused delay to the contract completion date.

b. The time extension will not exceed the time used in excess of the specified number of days for review of submittals or resubmittals.

c. Concurrent days of excess review time resulting from review of two or more separate submittals or resubmittals will be counted only once in extending the contract completion date.

2. No time extension will be allowed if the Contractor fails to make complete approval submittals in sequence and within time periods specified.

3. Adjustment for delay will be made only to the extent that:

a. Approval was required under the contract, and

b. Requests for approval were properly and timely submitted and were approved.

4. Adjustment will be subject to terms of paragraphs (b) and (c) of the clause at FAR 52.242-14, Suspension of Work, however, no such delay shall be deemed to be a "suspension order" as the term is used in that clause.

C. Return of Submittals:

1. Return of submittals will be by PMWFS response or hard copy, as applicable.

2. Action Submittals: One set of submittals required for action will be returned either approved, approved subject to identified changes, or not approved

a. Revise and resubmit submittals not approved.

b. Do not change designs without approval of the CO after drawings, documentation, and technical data have been approved.

3. Informational Submittals: The Government will acknowledge Informational submittals.

a. Informational submittals will not be returned when they comply with the specifications.

b. Informational submittals that do not comply with the specifications may be returned for resubmittal or additional information may be requested.

1.07 TRANSMITTAL

A. PMWFS, (electronic), submittals:

1. Download complete submittal and transmittal in accordance with Section 01 31 30 – Internet Based Project Management Work Flow System.

2. Send copy of transmittal letter to CO via e-mail. E-mail address will be provided after award.

1.03 SYSTEM DESCRIPTION

A. Contractor shall be responsible for completely integrating equipment control and station service associated with the new equipment into the existing Plant control and station service systems.

1. Refer to specifications drawings for existing Plant electrical systems and associated wiring diagrams (also see Project Conditions below).

2. Work shall include wiring, including terminations, to the existing Plant electrical systems and ‘as-building’ specifications drawings (not including manufacturer’s drawings), as directed by COR, in accordance with Section 01 78 30 – Project Record Documents.

1.04 QUALIFICATIONS

A. Welder Qualifications: In accordance with ASME BPVC-IX.

B. Field Installation Electrician(s): Current state electrician license, any U.S. state.

C. Field Testing Organization and Personnel: As specified in NETA ATS, Section 3, except may be accredited by other than NETA.

1.05 PROJECT CONDITIONS

A. This facility is over 40 years old and as such the drawings, especially layout drawings, included in these specifications, may not truly represent existing conditions. Contractor shall be responsible for assessing actual conditions and applying them to their designs, work, and equipment as opposed to relying solely on conditions shown on the drawings.

1.06 EXTRA MATERIALS

A. Furnish Government with special tools and equipment necessary to properly install, adjust, test, and check operation of electrical equipment.

B. Deliver to Grand Coulee Power Office (GCPO) as directed by COR.

C. Extra materials shall be onsite prior to installation of equipment.

1.02 SUBMITTALS

a. Area where work will be done (by number or other description).

b. Outline procedures for accomplishing work including specific safety precautions to be taken, type and location of barricades, warning signs, and protective grounds and devices to be used.

c. Commencement time of work.

d. Duration of work.

e. Number of personnel and their classification.

f. Description of equipment to be used.

g. Information indicating that required materials are on site or data indicating shipping dates of materials not on site.

h. For the outage for units 10-11-12, indicate coordination with PG12 circuit repair work indicating when the equipment associated with Section 26 05 06 – Repair of Unit PG12 Circuit will be removed and installed

1.03 PROJECT CONDITIONS

A. Contractor shall provide crane or specialized lifting equipment as needed. Power plant traveling crane may be used to move equipment to/from the installation location in accordance with Section 01 54 20 - Use of Government Crane.

C. Existing Compressed Air System:

1. Compressed air system for unit circuit breakers does not match the drawings.

2. Compressors are not located on El. 1256.50 as indicated on the drawings, instead, they are located on El. 1290.

3. Therefore, the Contractor will not be responsible for removing any part of the air system but shall coordinate with Project forces in capping the piping going to each breaker cubicle, as noted in Part 3 below.

D. Existing Isolated-Phase Bus:

1. Manufacturers:

a. Hitachi, Ltd. (Units P/G 7 & 8).

b. General Electric Company (Units P/G 9 thru 12).

E. Existing Ground Switch ZY6A-5380:

1. Refer to Figure 26 05 04B below.

2. Note, there is an existing key interlock on this switch which operates to prevent more than one of the following switches to be closed at the same time: 5382, 5389, and 5380. The modifications required below shall not alter the function of this existing key interlock.

SEQUENCING

F. New switchgear shall be onsite with approval drawings and factory test reports approved and complete before removal of existing equipment.

G. Install and complete each new unit switchgear assemblies before proceeding to the next, unless otherwise directed by the COR.

H. The unit switchgear assemblies are connected together on a transformer bus, two buses, three units per bus. Therefore, it should be noted three units will be required to be on outage when one switchgear assembly is being removed and replaced.

PART 3 EXECUTION

3.01 PREPARATION

A. Government will perform a thermographic survey using an infrared detector with the equipment under load, viewing connection points of the isolated phase bus to the switchgear, before work begins. Contractor shall be present and assist during the survey.

1. No survey will be performed on Unit PG12 circuit since it is out of service.

B. Request outage in accordance with Section 01 14 30 - Interruption of Service.

C. Follow instructions related to the Special Work Permit (SWP) that will be issued by the COR to ensure that the equipment is safely de-energized, such as:

1. Sources of electrical and mechanical energy shall be defined and locked out in accordance with the facility Hazardous Energy Control Program.

2. Procedures to be implemented by the COR in conjunction with contractor.

3. After sources of electrical energy have been locked-out and disconnected, feeder conductors shall be removed from conduits feeding structure.

D. When hazardous electrical energy sources have been isolated and removed then removal work may begin.

E. Coordinate with COR before contractor removal work begins for the removal of breaker arc chutes. Government forces will remove the arc chutes.

3.02 REMOVAL

A. Coordinate with COR to locate air piping feeder isolation valve to unit breaker that is being removed. Isolation valves will be part of the SWP and will be in the locked, closed position.
