Delaware Water Gap National Recreation Area
High-Speed Internet Upgrade Project Replace T-1 Circuits with High-Speed Circuits at Visitor Use and Park Office Buildings
Statement of Work
Background: Delaware Water Gap National Recreation Area (NRA) needs reliable, high-speed internet to perform park operations, improve safety communications, provide the public with information regarding park resources and recreational opportunities. The park currently operates on outdated, corroded copper T-1s that fail regularly resulting in loss of access to systems and data. The park operates a 24/7/365 dispatch operation for public safety at the headquarters campus communications center where reliable fast connectivity is of the utmost importance, loss of connectivity has a huge negative impact on dispatch and law enforcement ranger activities. In addition to Delaware Water NRA, the communications center provides dispatch support to Upper Delaware National Scenic River, Fire Island National Seashore, and Steamtown National Historic Site.
Objectives: The goal of this work is to provide all park offices with reliable high-speed internet to improve operational efficiency of day-to-day operations, emergency dispatch operations, and security of federal government systems through more timely updating and patching for vulnerabilities.
Scope: The project will require the placement of failing copper lines with new fiber optic and/or coax cable lines to the sites. A pole survey may be required for the utility companies to assess the work necessary to make space on the utility poles for these new cable runs. The project will consist of any work identified in the pole survey to complete the cable runs. The contractor will provide all labor, equipment and hardware necessary to provide the sites with internet connectivity. All cable runs to buildings will follow existing cabling paths. Building entrance points and mounts will be near existing cable entrance points and mounts. Any trenching will require additional compliance and archeological monitoring by the National Park Service – following existing aerial cable runs is preferred method where applicable.
Circuits delivered at each location will be a 10-megabyte circuit with the ability to increase to higher speeds as park needs arise and funding becomes available.
The park will use existing interior house network cabling for distribution of internet service to computers within the site. The park will request the LAN-to-LAN devices using current National Park Service (NPS) procedures to extend internet service and access to the Department of the Interior (DOI) wide area network.
The park will coordinate the cutover to the new internet service provider when installation of the LAN-to-LAN devices is scheduled. The park will pay the monthly service fees upon activation of the service and request consolidated billing for all sites EXCEPT the Dingmans Campground Office Facility which will be the financial responsibility of the concessioner operating the campground.

Site Visit: The government highly recommends all potential offerors schedule and complete a site visit. If a vendor does not complete a site visit, it does not relieve them of the accuracy of their pricing.
Dingman’s Ferry, Pennsylvania 982 Rt. 209 - Dingmans Ferry, PA 18328 – provide cable and all necessary hardware and equipment to the roads and trails maintenance facility to deliver high-speed internet to the park’s three Dingman’s Ferry facilities – the roads and trails maintenance facility, the Snyder House/Interpretation and Education office space, and the North Zone Ranger Offices. The three buildings are currently networked via underground fiberoptic cable. These buildings support 26 offices equipped with networked computers and telephones, and peripherals.

provide cable and all necessary hardware and equipment to deliver high-speed internet to the office location. Service will be standalone and separate from the park staff facilities billing. Service will be connected/disconnected seasonally and all operational costs for service will be at the responsibility of the concessioner.
Bushkill School Campus, 542 School House Rd – Bushkill, PA. Provide cable and all necessary hardware and equipment to deliver high-speed internet to the park’s two Bushkill locations – the Bushkill school which houses the museum collections and offices and the Fire Management Office which is the office for the region 1 fire management team of the park and the northeast region invasive species field office. The two buildings are currently networked via underground fiberoptic cable. These two buildings support 13 networked computers and devices.
Bushkill Meeting Center, 6414 Milford Road, East Stroudsburg, PA 18302 Provide cable and all necessary hardware and equipment to deliver high-speed internet to this building. This building serves as office space for 12 networked computers and peripherals regularly – the building needs the capacity to support an additional 15 network connections during training and seminars.
South Zone Office, 5798 Milford Road, East Stroudsburg, PA 18302 Provide cable and all necessary hardware and equipment to deliver high-speed internet to this building.
The south zone ranger office supports 15 networked computers and devices.
Park Headquarters Campus, 1978 River Road, Bushkill, PA 18324 Provide cable and all the necessary hardware and equipment to deliver high-speed internet to the headquarters campus. The campus consists of the headquarters buildings which is the primary administrative offices for the park; the Communications Center, a 24/7 dispatch center, the Buildings and Utilities Maintenance Facility, and the River District Office.
These buildings are connected to headquarters via underground fiber optic cables. The headquarters network supports three servers, and 60+ networked computers and devices.
Contractor Requirements: The contractor must be an internet service provider who is authorized to perform the utility work required to provide internet service. The contractor must be an internet service provider. Contract must be in SAM.gov prior to award of the contract.
Deliverables: Provide necessary cabling and equipment to provide high-speed internet connectivity to:

A cost estimate of the monthly internet service by location is required for budgetary planning and to determine the government’s ability to afford this internet service provider upon completion of construction.
The contractor shall provide documentation on the hardware installation and any warranties electronically.
The contractor shall provide all circuit identification numbers for each location electronically.
A full description and drawing of the work as completed shall be provided electronically.
Delivery Schedule: The contractor shall provide high-speed internet connectivity to each of the sites preferably by Sept. 23, 2022. Fortunately, project’s funding does not expire by Sept. 23, 2022; however, work on this project cannot extend beyond Sept. 22, 2023.
Government Furnished Equipment: The government shall provide LAN-to-LAN devices after completion of the work to provide access to the Department of the Interior (DOI) National Park Service (NPS) wide area network after acceptance of the work of this project.
Security: The contractor shall provide a work schedule to the Contracting Officer’s Representative (COR) to alert all staff and law enforcement personnel of work areas. Any building access will need to be coordinated with the COR and scheduled between the hours of 7:00 am – 5:00 pm EST Monday through Friday. A schedule of exterior work will be provided to the COR; anticipated hours for exterior work will 6:00 am – 6:00 pm Monday through Friday.
Place of Performance: All work will be performed at government sites and along utility right of ways as determined by the pole survey and the contractor.
Period of Performance: It is preferred all work at all sites be completed by Sept. 23, 2022. However, project’s funding does not expire by Sept. 23, 2022, so work can continue up until Sept. 22, 2023.
Options:
Optional Task 1: Dingmans Visitor Center, 224 Dingmans Falls Road, Delaware Township, PA 18328 Provide coax cable and all necessary hardware and equipment to deliver high-speed internet and cable telephone service to this building which operates Spring – Fall for seasonal visitation. This optional task will be exercised no later than September 23, 2022.
Optional Task 2: Zion Church, One Church Hill Road, East Stroudsburg, PA Provide coax cable and all necessary hardware and equipment to deliver high-speed internet to this seasonal operational building. This site will require an option to suspend service during the off season. This optional task will be exercised no later than September 23, 2022.
