SOLICITATION NO. 140P4522R0014 | Replace T-1 Circuits with Broadband Amendment No. 0002 – More Q&A

1. How flexible will the NPS be with the provided quote? In this line of business, given the location of the sites, and its inaccessibility to service provider, we have to rely on other entities to provide access to their facilities to deliver service as requested. These entities have their own timeline which does not fit into the current timeline allocated to provide an accurate quote. For example: We will need to access the poles of the power companies. The pricing is not set and we will need to wait for a reply and pricing which normally takes 60 days. If we provide a quote without these prices the quote will not be accurate. Is [there] Flexibility on the construction cost?

A: The deadline to submit proposals will be extended to Aug. 31, 2022 to accommodate for power companies’ timelines in submitting their pricing, which – in turn – affects prospective Offerors’ price proposals.

2. Construction time might exceed a year. Will there be any accommodation for a longer than one year installation time?

A: Fortunately, this project is not funded where project completion must occur within one Fiscal nor Calendar year. The end-date of the period of performance can be extended past one year.

3. Are there any preferences to the type of CPE used at each location?

A: At this time, we are unaware of any preference for type of CPE.

4. Will you require any Wi-Fi installation in the buildings to support wireless service?

A: No.

5. Will you be able to take delivery of sites which are easiest to complete without the others been ready?

A: Yes. Please note: the priorities are Headquarters and Dingmans Complex, and then for all other remaining sites, the sooner the better.

6. Can you meet net 15 terms on the construction portion of circuit installation?

A: All Construction Contracts are paid Net 15, provided the invoices are proper and correct.

7. Past experience may not rise to the complexity of this installation project; not that it is technical in nature but difficult because of the location. Will you [accept] other dedicated internet installation without it located in the forest?”

A: Past Performance of Broadband Internet Installation specifically in a forest is not a requirement.

Per the Solicitation’s Provisions and Clauses, Section M – Evaluation Factors for Award, Paragraph 2 – Past Performance, Subparagraph G, “Offerors shall provide evidence of comparable [emphasis added] past work including a minimum of five years of experience performing engineering, design, and installation of broadband internet connectivity to a site.”
