About this file

This document is a Request for Information (RFI) issued by the Illinois State Police (ISP) Division of Administration Academy. The ISP is seeking information on current industry products and practices for a law enforcement firearms/use of force training simulator. Specifically, the ISP is interested in obtaining a scenario-based firearms training simulator based on law enforcement practices. The RFI invites participants to submit non-proprietary, non-price information about the availability of specified types of supplies and services. The ISP is interested in creative approaches or systems offered, including details on software, hardware, and development requirements, as well as implementation options such as hosted cloud products, managed services, and other hybrid products. Respondents are prohibited from providing pricing, customized solutions, sample procurement specifications, or any other information that could disqualify their organization from participating in future related procurements. Responses to the RFI are due by March 25, 2019 at 5:00 PM Central Time.

The RFI does not include any information on pricing structure, set-asides, incumbents, funding requirements and sources, or other financial details. However, the ISP is particularly concerned with the security and encryption options and methods for the information that will be gathered and stored in the firearms training simulator system.

1. INTRODUCTION

The Illinois State Police (ISP) Academy, Training Bureau, is responsible for providing initial training and re-certifications of firearms to law enforcement personnel throughout the State of Illinois. The ISP Training Bureau is responsible for training local agency Recruits and ISP Cadets in all aspects of firearms, rapid deployment, TASER, control and arrest tactics including use of force, de-escalation tactics, and critical incident response. In addition to initial training, officers are required to pass quarterly qualification shoots with multiple weapons. Officers are also required to show proficiency in control and arrest tactics, and an applicable working knowledge of use of force laws as well as other continuing education requirements.

The ISP is seeking information regarding current industry products and practices for a law enforcement firearms/use of force training simulator. Specifically, the ISP is seeking to obtain information regarding a scenario-based firearms training simulator based on law enforcement practices.

2. BACKGROUND

The ISP Training Bureau currently does not have a Firearms Training Simulator.

3. GOALS

This RFI invites participants to submit non-proprietary, non-price information about the availability of specified types of supplies and services. The RFI is not a procurement method and will not result in a participant receiving a contract. (44 Ill. Adm. Code 1.15) Responding to the RFI is not a prerequisite to participate in a future procurement(s), and does not obligate the state to conduct a future procurement. All information received in a participant’s response will be available for public review. (44 Ill. Adm. Code 1.2050[j])

You are prohibited from providing pricing, the details of customized solutions, sample procurement specifications, or any other information outside the scope of the RFI because it could disqualify your organization from participating in future related procurements. (30 ILCS 500/50-10.5[e])

However, you may provide general information about industry trends and innovations, products, services, or industry best practices that are not specifically tailored to meet the state’s needs. For additional information on prohibited vs. non-prohibited information, please see 44 Ill. Adm. Code 1.2005(v).

The ISP seeks information about innovative solutions for implementing a simulation-based training element at the ISP Training Academy. This includes any and all on-site modifications which will be necessary to install a new system. The vendor is responsible for all on-site preparatory work including but not limited to: electrical system work, excavating, concrete removal or modification. All work including the finished product must adhere to any and all applicable county, city and township ordinances as well as any state statutes which may be applicable (including any health regulations imposed by the State or Federal government).

4. INFORMATION TO BE SUBMITTED

The ISP recognizes considerable effort may be required in preparing a response to this RFI. Please note, however, this is not a request for services. Each Respondent must bear all costs for preparing its RFI responses. Anyone interested in responding to this RFI should provide information organized as follows:

4.1. Background Information

Please provide a brief overview of your background, including but not limited to: (1) experience working with similar state and governmental entities, specifically law enforcement agencies and canine teams, and (2) the implementation of successful initiatives in any of the areas listed above.

4.2. Description of Product(s)

Please provide a description of your product with reference to the goals articulated above. In particular the ISP is interested in creative approaches or systems offered by your firm. Descriptions should identify software, hardware, and development requirements. If applicable, provide detail with regard to implementation options, such as hosted cloud products, managed services, and other hybrid products.

4.3. Description of Pricing Structure

Please provide a pricing structure that would be appropriate for this type of procurement project, WITHOUT PROVIDING ACTUAL COSTS.

4.4. Other Issues or Considerations

The information gathered and stored, and the systems inquired upon, contain highly confidential and personal information. Secure access and handling of this information is of prime concern to the ISP. ISP requests information concerning security and encryption options and methods.

4.5. Additional Information

The state of Illinois reserves the right to make all submissions to this RFI public.

5. RESPONSE SUBMISSION

Official Responses to the RFI must be submitted electronically in a searchable PDF file smaller than 8MB in size via email no later than March 25, 2019 at 5:00 p.m. Central Time to: Christopher_Demeroukas@isp.state.il.us. The subject line of the e-email should be: “RFI – Firearms Training Simulator”.
