About this file
This document is a question and answer (Q&A) related to a telecommunications and data infrastructure contract opportunity between the Illinois Department of Innovation and Technology (DoIT) and vendors. The contract is for the installation of new fiber optic cabling and equipment in the administration building of a campus in Anna, Illinois. Vendors are responsible for installing and maintaining the fiber optic cabling between buildings using the existing steam tunnels, as no trenching or boring on the grounds is allowed. A site walkthrough is highly advised, and the DoIT contact, Matt Pennell, can be reached to schedule surveys. The bid opening date has been extended to April 14, 2023.
The document does not provide details on pricing terms, set-asides, incumbents, funding requirements, or other salient financial information. It focuses solely on the technical aspects of the project, such as the fiber route, points of entry, and installation requirements.

Expending Bid Opening date to April 14, 2023 due to the request for additional information.
Question: Can you or someone in your engineering group provide us with a map of the fiber route and the distance from Minimal Point of Entry (MPOE) to the final demark in the Admin Building?
Answer: I have attached a picture of the campus in Anna. All new fiber/conduit will have to start at the southeast building/entrance. No trenching or boring is allowed on the grounds. All new conduit must be hung or mounted in the steam tunnels that are underground that go from building to building. New vendor equipment should be installed in the Administration building (outlined in red). Vendors are responsible for installing and maintaining the fiber in between buildings in the steam tunnels. It is highly advisable for vendors to meet onsite for a site walkthrough. We can get the stationary engineer’s contact information upon request. I can be the site contact for scheduling site surveys and you can use email, Matt.Pennell@illinois.gov and work cell: 618-300-8395.
