About this file

This document is a Request for Information (RFI) issued by the Illinois State Police (ISP) regarding law enforcement or public safety technology to help protect law enforcement, first responders, and the public from violations of Illinois' "Move Over" law. The ISP is seeking information on available technology that can reach the masses and provide alerts to the public via smart devices, technology involving automatic or semi-automatic lighting/lightbar changes to police vehicles when a hazard is nearby, and high-definition cameras that attach to patrol cars to capture "Move Over" violations. The RFI outlines the goals, describes the types of information to be submitted, and provides the deadline for responses, which is August 23, 2022, at 2:00 pm Central Standard Time. The ISP will not make any purchases or awards as a result of this RFI, but the information provided may be used for a future competitive solicitation process.

The RFI specifies that respondents should not provide any pricing information, as it may result in the vendor being a prohibited vendor in any resulting competitive solicitation. The State of Illinois reserves the right to make all submissions public upon request and/or a FOIA request, and any information provided as part of the RFI will become part of the official procurement file.

REQUEST FOR INFORMATION

(RFI)

“Move Over” Technology

INTRODUCTION

The Illinois State Police (ISP) is issuing a Request for Information regarding law enforcement or public safety technology available to help protect law enforcement, first responders, and the public from violations of Illinois Statute 625 ILCS 5/11-907, commonly known as the “Move Over” law or “Scott’s Law”.

1. BACKGROUND

Since 2019, the ISP specifically, has experienced over 75 officer-involved crashes as a result of violations of the “Mover Over” law. Some of these crashes have resulted in serious injuries, as well as the untimely death of three ISP Officers.

2. GOALS

ISP is seeking written information from vendors who can provide comprehensive information regarding available technological product (s) that will aid in the prevention/reduction of “Move Over” violations and help protect the lives of the motoring public, law enforcement officers, and all first responders. The ISP is requesting to learn more about all technology available that helps meet the above-mentioned goal, including but not limited to the following:

1. Available technology that reaches the masses and provides alerts to the general public via smart devices advising there are potential hazards in the near distance,

2. Technology involving automatic or semi-automatic lighting/lightbar changes to police vehicles when a hazard is nearby,

3. High definition cameras that attach to patrol cars that capture a Move “Over” violation.

In order to reduce Officer exposure, it is important the product(s) do not significantly increase the time an officer is on the side of the road handling a call for service

3. INFORMATION TO BE SUBMITTED

ISP recognizes that considerable effort may be required in preparing a response to this RFI. Please note, however, that this is not a request for services. Each Respondent must bear all costs for preparing its RFI responses

3.1 Description of Product (s)

Please provide a description of the product (s) that would meet the goal articulated above, and how the product will meet the needs of the ISP. The ISP is interested in technology available to help prevent/decrease the amount of “Move Over” violations. Descriptions should identify the system requirements for each system component along with identification of licensing models, installation efforts, and software support structures.

3.2. Description of Pricing Structure

DO NOT INCLUDE PRICING. Please provide a description of the types of expenses that could be incurred with regard to your proposed product(s). The ISP will also require a description of any and all typical types of continuing expenses for future operation of the requested service/product. ISP will not make any purchase or award as the result of the issuance of this RFI. If ISP were to conduct a future purchase of goods, that purchase/award would be a separate procurement process. If the vendor provides pricing, it may result in the vendor being a prohibited vendor in any resulting competitive solicitation. PLEASE DO NOT PROVIDE ANY PRICING OR ACTUAL COSTS.

3.3. Additional Information

The State of Illinois reserves the right to make all submissions to this Notice public upon request and/or a FOIA request. All information provided as the result of this RFI may be provided to the public. Vendors responding to this RFI should not provide information that is a trade secret or confidential. Additionally, any information provided as part of an RFI will become part of the official procurement file.

4. PREPARATION AND RESPONSE SUBMISSION

OFFICIAL RESPONSE TO R.F.I. DUE: 08/23/2022 at 2:00pm Central Standard Time.

ISP perfers that responses are submitted electronically into the bid buy system. Offeror’s that are unable to submit via bid buy may submit in a searchable PDF file via e-mail addressed to: Amy Hinds at Amy.Hinds@illinois.gov, no later than 08/23/2022 at 2:00 pm central standard time. The subject line of the e-mail should be: “Move Over Technology.”
