About this file

This document is a Procurement Justification Form for the Illinois River Bakery, a program of Illinois Correctional Industries (ICI), to procure raw materials for the production of bread and sweet goods, including Donut Sugar, Blueberry Cake Donut Mix, and Strawberry Cake Donut Mix. These raw materials are critical to the production needs of the ICI Bakery and will allow the continued production of selected menu items at a low cost to state agencies, while funding the program at no cost to the State of Illinois General Revenue Fund.

The current contract for these raw materials is set to expire, and a new contract is needed to ensure the stability of raw material costs and continued operation of the ICI Bakery program. The procurement aims to gain the full benefit of the commodities market by obtaining a contract with set prices, avoiding the necessity to purchase these items throughout the fiscal year at the will of outside vendors and fluctuating market prices. An additional benefit is the achievable reduction of offender recidivism through offender involvement in this job training program in preparation for the free world environment.

Response2: These are required raw materials for the production of bread and sweet goods. Donut Sugar, Blueberry Cake Donut Mix and Strawberry Cake Donut Mix are critical to the production process of the ICI Bakery. It is imperative to have a contract in place to continue the stability of raw material costs to the Illinois Correctional Industries program. To gain full benefit from the commodities market it would be advantageous to obtain a contract with set prices; to avoid the necessity to purchase these selected raw material items throughout the fiscal year at the will of outside vendors and the markets steady price fluctuations.

It is crucial that a contract be put in place and be completed in a fast track method. Current CMS lag time due to the current approval process results in higher prices paid for commodity raw materials. Benefits to the State of Illinois would be no increase of cost, advantageous economical operation of the ICI Bakery program, and the ability to provide baked goods to state agencies at a reduced cost as compared to purchasing from private vendors. An additional benefit is the achievable reduction of offender recidivism as a result of offender involvement in this job training program in preparation to enter the free world environment Response3: Most recent history:
