About this file
This is a Project Manual for the City of Houston Public Works Department detailing the demolition and reconstruction of Sludge Holding Tanks 110 and 120 at the Almeda Sims Wastewater Treatment Plant located at 12319 1/2 Almeda Road, Houston, Texas 77045. The project scope encompasses complete demolition of the existing two sludge holding tanks including structures, foundations, mechanical piping, valves, aeration equipment, and associated electrical components, followed by construction of two new sludge holding tanks with installation of all new mechanical equipment and electrical systems. The project also includes site grading and paving restoration. The project is identified as WBS No. R-000298-004A-4 and is designed by Binkley & Barfield, Inc., Consulting Engineers. The contract requires achievement of substantial completion within 400 days after the date of commencement of work. The project manual is organized into 16 divisions covering general requirements, site work, concrete, metals, mechanical, and electrical specifications, with 78 drawing sheets detailing all structural, mechanical, and electrical modifications.
The contract price and award status are not specified in the project manual, as this document serves as the foundational specification package rather than the bid award document. Contractor responsibilities include compliance with the City of Houston's Minority, Women, and Small Business Enterprise (MWSBE) Program participation goals, prevailing wage requirements for both engineering and building construction, drug-free workplace policies, and comprehensive insurance and bonding requirements including performance bonds, statutory payment bonds, and one-year maintenance bonds. The contractor must provide proof of OSHA compliance history, on-the-job injury records, and safety impact position certifications prior to award. The contract includes liquidated damages provisions for delays beyond the contract time period. The project is subject to pay-or-play program requirements, equal employment opportunity compliance, storm water pollution prevention control measures, and trench safety protocols as detailed in the supplementary conditions and referenced standard specifications.

Document 00610
PERFORMANCE BOND
THAT WE, , as Principal, (the “Contractor”), and the other subscriber hereto, , as Surety, do hereby acknowledge ourselves to be held and firmly bound to the City of Houston (the “City”), a municipal corporation, in the penal sum of $ for the payment of which sum, well and truly to be made to the City, its successors and assigns, Contractor and Surety do bind themselves, their heirs, executors, administrators, successors and assigns, jointly and severally.
THE CONDITIONS OF THIS OBLIGATION ARE SUCH THAT:

NOW THEREFORE, if the said Contractor shall faithfully and strictly perform the Contract in all its terms, provisions, and stipulations in accordance with its true meaning and effect, and in accordance with the Contract documents referred to therein and shall comply strictly with each and every provision of the Contract and with this Bond, then this obligation shall become null and void and shall have no further force and effect; otherwise the same is to remain in full force and effect. Should the Contractor fail to faithfully and strictly perform the Contract in all its terms, including but not limited to the indemnifications thereunder, the Surety shall be liable for all damages, losses, expenses and liabilities that the City may suffer in consequence thereof, as more fully set forth herein.
It is further understood and agreed that the Surety does hereby relieve the City or its representatives from the exercise of any diligence whatever in securing compliance on the part of the Contractor with the terms of the Contract, and the Surety agrees that it shall be bound to take notice of and shall be held to have knowledge of all acts or omissions of the Contractor in all matters pertaining to the Contract.
