SUMMARY OF WORK

1.0 GENERAL

1.1 SCOPE

The Oilton (QZA) Air Route Surveillance Radar (ARSR) Parking Lot is in need of rehabilitation to improve vehicular accessibility from the area’s existing condition. The site is located near 1879 Welhausen Road in Oilton, Texas postal code 78371. The approximated coordinates for the project site are listed below:

LONGITDE: 98° 58' 10.3" W

The project scope includes the removal and disposal of the existing materials located in the area of new pavement, excavation for the new pavement section and drainage, installation of the proposed pavement section defined in the project drawings, and installation of a new electric power line and powered gate. Further description of the work for this project can be found in Section 1.1-B Work Description of this document.

A. General

1. All work shall be coordinated with the onsite FAA Contracting Officer’s Representative (COR).

2. The Contractor shall provide all temporary services required for construction as necessary.

3. The Contractor shall clean up and restore the site grounds to the pre-construction condition after the work has been performed, unless otherwise noted in the project documents for this project modification.

4. The Contractor shall submit project schedule prior to commencement of work. The contractor must consider construction outside a season, such as winter or wet seasons, for construction of this parking lot. Soils must be protected each day and night from freezing before any new fill is placed. Fill should not be placed over frozen soils, snow, or ice, nor is the use of frozen fill soils permitted for this project.

5. Construction debris and garbage will be managed and disposed of by The Contractor according to local regulations and the State of Texas’ standing processes and procedures. These processes and procedures shall include plans for recycling whenever feasible.

6. All efforts shall be made to prevent turbid water from entering the storm drain systems during this work, as required. A Temporary Erosion and Sediment Control (TESC) Plan may be required by the State of Texas.

7. The maximum length of time for a road closure is four (4) hours before opening the access road to general vehicle traffic. The contractor shall provide safe access for emergency vehicles at all times.

B. Work Description

All of the equipment and material shall be reviewed and accepted by the COR. The following items are a summary of the project and are provided solely for describing the general nature of the work. The Contractor is responsible for accomplishing all items of work identified in the applicable manufacturer’s specifications, project drawings, project specifications, and provisions of this Statement of Work. The Contractor shall also furnish all labor, equipment, materials, and supervision for the construction of the QZA ARSR Parking Lot Improvement Project.

B-1 Parking Lot Pavement Construction of the parking lot pavement for this project is defined in this document and the project drawings. This work includes the following principal items:

1. Sawcutting of approximately 100 feet of existing asphalt pavement as shown in the project drawings.

2. Excavation, removal, and disposal of approximately 90 cubic yards of existing material, including asphalt demolition, for the installation of the proposed pavement section in accordance with this statement of work and project drawings.

3. Stripping, grubbing, and subgrade preparation of approximately 880 square yards of existing vegetation, rootmat, topsoil, existing fill, and any soft or unsuitable materials area for installation of proposed new pavement section area.

4. Preparation of subgrade to follow good engineering practices. Subgrade shall be prepared and allowed to reach a Proctor Density of ninety-five percent (95%) through natural cycles of consolidation or may be rolled and watered where placement of the base material is to be done immediately. See Texas Department of Transportation Standard Specifications for Construction and Maintenance of

Highways, Streets, and Bridges Items 204 Sprinkling, 210 Rolling, and 216 Proof Rolling for allowable subgrade treatments.

5. Installation of proposed pavement section defined in the project drawings and in accordance with the table of materials shown below per the Texas Department of Transportation Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges (2014):

B-2 Powered Gate and Keypad The contractor shall leave the existing vehicle entry/exit gate on the southwest corner of the site as is and remove fencing and install a new motorized vertical pivot gate at the northwest corner of the site, refer to the project drawings for additional details. The following scope items represent the minimum work required to complete the motorized gate and fencing improvement installation:

1. Installation of a new #4/0 bare copper fence bonding cable across the new access road as indicated on the drawings.

2. Furnish and install a new 1/3 H.P. 120V vertical pivot gate operator or FAA approved equivalent as described in this statement of work. Run appropriately sized THHN copper conductors through buried rigid metallic conduit (RMC) from ARSR facility to gate operator. Power and communication cables shall be in separate conduit runs.

Follow the provided project drawings, FAA standards, and manufacturer installation/owner’s manual.

3. Install concrete pad for gate motor operator per manufacturers recommendations.

4. Furnish and install two new keypad system for gate entry and exit. FAA keypad is preferred, but other access systems are acceptable upon FAA approval. Follow gate and keypad manufactures installation/owner’s manual for electrical connections. Run wire connections through appropriately sized RMC between gate keypad and ARSR facility.

5. Furnish and install gate opener inside of the ARSR facility for FAA use in allowing access to parties that should not normally have gate control. Any electrical connection between ARSR facility and gate needs to be run underground through RMC.

6. Installation of a new dedicated gate operator ground consisting of a new #2 AWG, Type THWN green insulated ground connected to a new ¾”x10’ copper clad ground rod with an exothermic weld.

7. Connect gate motor to facility electrical distribution. Cables should be trenched and buried in PVC coated RMC. Any pavement that was cut and trench should be back filled and resurfaced with new asphalt.

8. All related work required for a complete operating system including modifications to the perimeter fence and all related civil and electrical work.

1.2 APPLICABLE DOCUMENTS

This listed drawing is for information only, expressing existing conditions and construction details. The contractor shall verify dimensions, locations, and sizes on the applicable drawings prior to installation.

1.3. CONSTRUCTION CONDITIONS

A. Pre-construction Conference – The Contractor shall attend a pre-construction conference at the time and location specified by the COR. Requirements for material disposal, security and safety will be discussed. Use of facility restrooms, water, and power will also be discussed. Compliance with these procedures while on site is mandatory.

B. Submittals - Samples, certificates, reports, catalog cuts, letters, shop drawings, maintenance and operations manuals, etc. required shall be submitted to the Project Engineer.

a. Preconstruction Submittals- Prior to the start of the work, submit the following items for review and permanent file.

1) Product Data- Submittals are required for any new material that will be installed as a part of this project. All new materials shall be certified to be asbestos free.

The contractor may not install/use any product that contains asbestos, lead, PCB’s or other materials that may cause future worker exposures. See Appendix 2 for a Schedule of Submittals.

2) General Project Submittals – See Appendix 2 for Schedule of Submittals.

b. Submittals at Completion of Work- Within 14 days of completion, provide the following information:

1) Warranty: Manufacturer’s agree to repair or replace components that fail in materials or workmanship within specified warranty period, after assembly in the field:

(a) Contractor Warranty Period: One year from date of Substantial Completion.

C. Conflict Resolution – The Contractor shall meet standards, specifications, and drawings as specified herein. The specifications and drawings shall rule in all cases. Specifications shall govern over drawings. If any conflict should exist between site drawings (location-specific drawings) and standard drawings (drawings not referring to a particular location), the site drawings shall govern. In the event of dimensional discrepancies or omissions, the Contractor shall field verify and correct the information, and notify the RE.

D. Inspection

1. Access for Inspection – The Contractor shall allow COR complete access to all portions of the work. Portions of the work buried, enclosed, or disguised, shall be inspected by the COR or SSC before being obscured by the next operation of the Contra. In all cases, the COR shall be informed accordingly and given access to the work.

The COR will inspect all work in progress up to completion and final Joint Acceptance Inspection (JAI) including all materials, tools, and equipment. Such inspection may extend to all or a part of the work for the preparation, fabrication or manufacture of the materials to be used. The COR will notify the Contractor of any non-compliance with the contract specifications and/or drawings, and may reject workmanship or materials accordingly.

2. Joint Acceptance Inspection (JAI) - After substantial completion of all the Contractor’s work, a JAI will be conducted between the Contractor and Government. The COR will review the contract documents and verify that the Contractor has completed all required work. If work remains to be completed, an itemized list will be prepared, and the contractor at no additional cost to the Government shall complete the remaining tasks correctly.

E. Layout of Work – The Contractor shall field verify measurements and work from the established base lines and bench marks indicated on the drawings and shall be responsible for all measurements in connection therewith. The Contractor shall furnish, at their own expense, all stakes, templates, platforms, equipment, tools, materials, and labor as may be required in laying out any part of the work from the base lines and bench marks previously established. The Contractor will be held responsible for the execution of the work as detailed in the plans and specifications. It shall be the responsibility of the Contractor to maintain and preserve all stakes and other marks previously established until authorized to remove them.

F. Permits, Inspection, Licenses, Certificates – The Contractor shall obtain and pay fees for permits, inspections, licenses, or certificates required by Federal, State and City/Town officials as necessary to perform the work, prior to starting construction, and in a timely manner to avoid delays in starting the job. The Contractor shall submit evidence that they have obtained all required permits, inspections, licenses, and/or certificates.

G. Compliance with Local and Other Codes – The Contractor shall comply with local and other codes and standards. Where the requirements of the specifications and drawings exceed those of the local or other codes, the Contractor shall comply with the requirements of the specifications and drawings.

H. Stop Work Orders - When the Contractor or subcontractors are notified by the COR of any non-compliance with the provisions of the contract and the action(s) to be taken, the Contractor shall correct the unsafe or unhealthy condition. Life threatening or other serious violations shall be corrected immediately. Non-serious violations shall be corrected within 24 hours of the non-compliance notice. The COR may stop the work with a “stop work order” if the Contractor fails to comply promptly with all or any part of the work being performed. When, in the opinion of the COR, satisfactory corrective action has been taken to correct the unsafe and unhealthy condition, the Contractor may resume work.

I. Protection of Existing Vegetation, Improvements and Structures – The Contractor shall take all precautions necessary to protect the existing facilities, equipment, buildings, foundations, vegetation, etc., during construction. Any areas damaged by the Contractor or any subcontractors, shall be repaired or replaced to their original conditions by the Contractor. Repairs shall be approved by the COR and shall match to original finish. The Contractor shall provide all temporary covers, enclosures, barricades, etc., required to protect the existing facilities.

J. Schedules

1. Schedule – The Contractor shall submit to the COR for approval a practical project schedule. The schedule shall show the order in which the Contractor proposes to carry out the work, the date on which he/she will start the several salient features (including procurement of materials, plant and equipment) and the contemplated dates for completing the work. The schedule shall be in the form of a progress chart of suitable scale to indicate the approximate percentage of work scheduled for completion at any time. The Contractor shall enter on the chart the actual progress at such intervals as directed by the COR.

2. Progress Schedule – Due to the duration of this project, the Contractor shall submit a progress schedule at such intervals as directed by the COR.

3. Hours of Work – Per the existing contractor all work shall be accomplished during normal business hours from 7:00 AM – 4:30 PM, unless otherwise agreed upon with the project COR.

K. Waste Disposal – The Contractor shall provide on-site containers for the collection of construction waste materials, debris and rubbish and their daily removal from the site. Any spillage on access and haul routes shall be cleaned up immediately. All spoil, waste and debris removed from the work site and not specified for reuse or identified as salvageable items, or identified as contaminated contents shall be disposed of off-site in areas authorized by the applicable County, State and/or Local agencies and in accordance with current rules and regulations governing the disposal of such waste. The Contractor shall pay disposal fees and miscellaneous charges. Copies of all documentation of the disposal of any fuel or hazardous wastes will be submitted to the Contractor.

L. Cleanup - The work site shall be kept clean and orderly during the progress of work. After final inspection, but before final acceptance of the work, all exterior surfaces of the equipment shall be cleaned of dirt, mud, or oil accumulations. All debris shall be removed from the general site area.

M. O & M - Upon completion of the facility modifications, the Contractor shall provide operation and maintenance instructions for all new equipment. This information will then be retained by the Contractor (and the FAA) and used to reflect the as-constructed conditions.

N. Warranties - Documentation for the warranties shall be provided to the government upon completion of the project.

1.4 SAFETY

OSHA and FAA safety standards will be enforced. In keeping with such standards, the Contractor shall, at a minimum, provide:

A. Safety Plan – The Contractor shall have and submit a Safety Plan with the purpose of maintaining a safe working environment for construction workers employed on site. The safety plan shall require a statement that the current Occupation Safety and Health Act (OSHA) regulations on safety in the construction industry, OSHA Title 29, Part 1910 and Part 1926, as well as FAA safety regulations are followed. The plan will be used by the COR to insure that the work is accomplished in accordance with accepted safety practices.

B. Trained Personnel - Personnel shall be properly trained in the usage of all equipment for which they will be required to use during the Contract. The COR may request documentation or other evidence of training at any time. Personnel without adequate training will be prohibited from using such equipment.

C. HAZCOM Program – The Contractor shall have a Hazard Communications (HAZCOM) program and the Contractor shall submit a copy of their HAZCOM, if requested.

D. Safety Data Sheets (SDS) – The Contractor shall have Safety Data Sheets (SDS) conforming to Federal Standard 313E, written by the manufacturer, for all materials containing chemicals or other substances which may pose a hazard. These must be reviewed by the RE prior to project start. One (1) copy of each SDS shall be submitted to the RE and one (1) copy of each SDS shall be kept on file at the job site at all times. The Contractor and subcontractors will be prohibited from handling any material which does not have an applicable SDS on file at the site until such SDS arrives on site. Notification should be given when different chemicals will be used and the control measures in place.

Refer to OSHA CFR 1926.101.

E. Safety Equipment – The Contractor shall provide safety equipment including, but not limited to, a Red Cross approved First-Aid kit and the appropriate number of annually inspected, charged fire extinguishers with the proper NFPA rating.

F. Personal Protective Equipment – Wear safety glasses, hard hats, protective footwear, gloves and other PPE as required by job tasks. OSHA CFR 1926 Subpart E.

G. Work Practices - Although OSHA regulations and the Contractor's Safety Plan will usually apply, the COR may consider certain work practices to be unsafe in accordance with Public Law 91-596, Part 5a and 5b. The COR may stop any operation which is in violation of the OSHA standards or fails to comply with the safety plan or other safe work practices.

H. Designated Foreman - When any construction activity is conducted at the site, the presence of a designated, competent contractor’s foreman is required at the job site. The foreman must be qualified and capable of organizing and coordinating all activities of the Contractor and his subcontractors, and keeping a safe job site.

I. Work Force – The Contractor shall at all times, when construction activities are conducted, have a substantial number of workers for each task to proceed expeditiously and without generating delay, for lack of man-power.

J. Crystalline Silica Exposure – Gravel and concrete dusts likely contain silica. If any work producing silica dust is conducted, applicable work activities shall comply with the OSHA “Occupational Exposure to Respirable Crystalline Silica” Final Rule, 1926.1153.

Compliance includes: Written program, training, and following exposure monitoring protocol. Wet spray should be incorporated and work should be performed so that no visible dusts are generated.

K. Hearing Protection – Hearing protection must be worn when loud machinery (>85dBA) is in operation at the site such as heavy machinery operation, grinding, cutting, etc. per

OSHA CFR 1926.101.

L. Trenching or Excavation Operations – OSHA defines an excavation as any man-made cut, cavity, trench, or depression in the earth’s surface formed by earth removal. A trench is defined as a narrow underground excavation that is deeper than it is wide, and is no wider than 15 feet. Trenching must be overseen by a competent person trained on OSHA regulations for excavations, trenches, and soil mechanics. Utilities must be located, and protective systems must be in place (trench boxes, sloping) if necessary OSHA CFR 1926.650.

M. COVID Precaution - Ongoing COVID-19 concerns require the use of face protection and social distancing methods. Personnel should wash their hands regularly and maintain a minimum of six (6) feet of distance from other persons. Given the potential close working conditions of that this project requires, within the LOC facility, personnel should be limited inside the facility to achieve virus protection and safety.

2.0 FURNISHED MATERIAL AND EQUIPMENT

2.1 MATERIAL DELIVERIES

All material deliveries made under this contract shall be arranged for delivery to the Contractor’s material staging area. This area shall be located as determined at the pre-construction conference.

2.2 STORAGE AND PROTECTION

The Contractor, through the COR, shall secure from FAA all necessary clearances for storage areas on site, including any time limitations upon the use of such areas. The storage and protection of The Contractor’s material shall be the sole responsibility of the Contractor. The Contractor shall provide at his/her own expense all fencing, shelters and security personnel as may be necessary for the protection of the material and equipment.

2.3 PERTINENT INFORMATION

Any pertinent information listed about Contractor-furnished material and equipment shall be submitted to the COR.

3.0 EXECUTION

3.1. WORK SEQUENCE

Performance of this work should be accomplished during ideal weather conditions. The Contractor shall provide temporary storage for their products and/or equipment that meet specifications, if weather conditions deem it necessary.

3.2 CONTRACTOR USE OF PREMISES

A. Use of the Site - Do not disturb portions of the site beyond the areas in which work is required. If disturbed, areas must be restored to a condition that is equal or better than conditions prior to construction related activities or movements.

B. Driveways and Entrances: Keep driveways and entrances serving the premises clear and available to the Government, the Government’s employees, and emergency vehicles at all time. Do not use these areas for parking or storage of materials.

Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

C. Access – The access to the QZA ARSR Parking Lot is gated and locked. The Contractor shall coordinate with the COR for access to this area. The Access Road to the facility is not secured and may be accessed by the contractor without RE assistance.

4.0 DELIVERABLES

4.1. DOCUMENTATION

Documentation for labor and material warranties shall be provided to the COR upon completion of the work.

4.2. RECORD DRAWINGS

As-built drawings shall be produced and to scale with a visual scale in a format compatible with AutoCAD 2019 and in compliance with FAA-STD-002G. A set of four (4) redline-drawings in D-Sheet scale shall be produced pending JAI approval.

A. One set shall be produced and shall remain at the facility.

B. Two sets shall be produced for use by the COR.

C. One set shall be produced for use by the Contractor for comparison.
