REQUEST FOR INFORMATION

697DCK-25-R-00185 - QZA Parking Lot Replacement

Site Visit: April 9, 2025 Bids Due: April 25, 2025

Bid Extension: April 29, 2025

Some of the following questions and information were provided during the PRE-BID SITE VISIT on April 9, 2025

Incumbent Inquiry

1. Regarding the QZA ARSR Parking Lot Improvement Project near Oilton, TX, has the FAA previously contracted for similar parking lot improvement services at this specific location under a prior agreement?

FAA: No knowledge of any parking lot work in the past 24 years.

2. In formulating the requirements for this Solicitation 697DCK-25-R-00185 for the QZA ARSR Parking Lot Improvement Project, were there any performance challenges or areas for improvement identified in previous FAA contracts for comparable parking lot construction or renovation projects that have influenced the specifications or evaluation criteria? If so, could you please provide details on any specific issues encountered or information about performance criteria that were not consistently met by previous contractors on similar FAA parking lot projects, which have informed the current requirements?

FAA: QZA Oilton is located approximately 45 minutes to an hour away from any city; and therefore, gathering materials locally can present a challenge.

Existing Conditions

3. Are there any existing as-built drawings or detailed surveys of the current parking lot conditions beyond what is included in the provided drawings (QZA ARSR Parking Lot Improvement Project - Drawings.pdf)?

FAA: While there are other site plans that contain the parking lot they are outdated, show repeated information, or are not in an available forum. The plan included in the Bid documents is the most comprehensive and complete site plan we have available. Although it is the most up-to-date plan we have, contractor needs to verify site elements that could potentially affect the work as things could have changed since the drawing was created. Per listed on sheet G002 general notes 1 and 2.

4. Regarding the existing vehicle entry/exit gate on the southwest corner that is to remain (QZA ARSR Parking

Lot Improvement Project - SOW.pdf Section 1.1-B-2), are there any specific requirements or considerations regarding its interface with the newly constructed areas? The CONSTRUCTION PLAN drawing (QZA-D-ARSR- C001) shows the location of the existing fence and gate relative to the new gate installation.

FAA: Existing gate to remain in place as is. Needs to follow FAA standards regarding height and acceptable gap at the pavement as described in drawing C001 sheet note 8 and applicable document section 1.2-A-1 in the SOW. Excerpt can be read below. New gate is to serve the new entrance constructed by access road shown on C001 and 1.1-B-1.

“4-1-11. Vehicle Access to Controlled Parking. All vehicle occupants will be identified and either allowed access based on presenting an acceptable ID (PIV) card or processed as a visitor. FMs may implement vehicle ID systems to assist in parking controls; however, vehicle ID media may not be used for access control. Access can only be granted based on an acceptable form of ID (PIV card). See paragraphs 4-3-4b and 4-5-2 for physical access control system (PACS) and video surveillance system (VSS) requirements.

Vehicle gates:

a. Will be located so that they do not impede traffic on adjacent public thoroughfares during ID checks.

b. May use lighter framing consistent with gate operation but will maintain the structural integrity of the fence (where installed). When part of a perimeter fence, gate hardware will be secured and gaps from firm ground to gate are limited to four (4) inches (see paragraph 4-1-4 for fencing requirements).”

Pavement Construction

5. The Statement of Work (QZA ARSR Parking Lot Improvement Project - SOW.pdf Section 1.1-B-1) and drawings (QZA ARSR Parking Lot Improvement Project - Drawings.pdf) specify the new pavement section.

Are there any known issues with the existing subgrade that contractors should be aware of prior to preparing their proposals, which might affect the proposed pavement design or construction methods?

The SOW states that preparation of subgrade should follow good engineering practices and reach a Proctor Density of ninety-five percent (95%). Contractors are urged and expected to inspect the site where the work will be performed, as mentioned in Clause 3.2.2.3-63 SITE VISIT (CONSTRUCTION). While the drawings provide a typical pavement section, are there any specific requirements or specifications for the materials to be used, such as the type of hot mix asphalt concrete (reference is made to Texas Department of Transportation Standard Specifications for Construction and Maintenance of 300 Asphalts, Oils, and Emulsions), aggregate base course material standards beyond gradation (as the Schedule of Submittals hints at), or any specific performance requirements for the pavement?

FAA: No known issues with existing subgrade or surrounding area are anticipated with the subgrade compaction if the steps in SOW and Texas DOT specifications are followed properly. Alert COR if issues arise with subgrade preparation in the field during construction. See SOW General Note A-1.4 for construction timing when performing roadwork. Performance, installation and material requirements are in accordance with Texas DOT specifications that are referenced and detailed in the table, in the SOW under section 1.1-B- 1-5.

6. Drawing sheet C002 includes general notes. Are there any additional clarifications or details pertaining to these notes, particularly regarding pavement removal depths (pavement removal shall include removal of pavement and any base and subbase material present), saw cutting specifications beyond "full depth" (pavement designated for sawcut shall be sawcut full depth), or any specific requirements for compaction of fill materials beyond achieving 95% Proctor density (compacted subgrade to reach proctor density of 95% per ASTM D698)?

FAA: See drawings D001 for specifics labeling depth of grind and overlay. For material performance criteria refer Texas DOT specifications called out in the SOW under section 1.1-B-1-5.

7. Can the Contractor dispose of asphalt millings onsite?

FAA: The SSC would be amenable to the millings filling in along the south and east fence lines.

Powered Gate and Keypad

8. The SOW (QZA ARSR Parking Lot Improvement Project - SOW.pdf Section 1.1-B-2) describes the installation of a new motorized vertical pivot gate at the northwest corner of the site and mentions a "NEW KEYPAD EXIT" on drawing sheet C002. Are there any specific technical specifications, manufacturer preferences, or operational requirements for this keypad system?

FAA: No applicable standards, but as per SOW 1.1-B-2-5 must be approved by FAA. At a minimum, must be a vertical pivot gate that perform in remote locations without needing utilities such as internet or phone connection, withstand harsh weather, and not be battery operated; but have a wired connection per the design intent shown in the bid documents.

9. How is the gate controller powered?

FAA: Power for gate controller will be from Power panel LP at south end of equipment room. 120/208 vac Siemens Panel; bolt on circuit breaker.

10. Is a 4-foot trench depth required for power/controls to gate opener?

FAA: FAA-C-1391 requires minimum 2-foot trench depth. Warning tape needs to be minimum 12” above the conduit.

11. Interior Conduit FAA: In accordance with latest revisions of FAA-C-1217, FAA-C-1391, FAA STD-019, Interior conduit can be EMT, exterior aboveground must be rigid, expansion sleeve needed for entry into ground, PVC schedule 80 or coated Rigid conduit for burial, will require 1/0 ground wire for lightning protection 1 foot above conduit in trench.

Site Conditions

12. Are there any existing geotechnical reports or soil surveys available for the project site that might provide more detailed information about the subgrade conditions?

FAA: No geotechnical reports have been acquired. No known issues with existing subgrade or surrounding area are anticipated with the subgrade compaction if the steps in SOW and Texas DOT specifications are followed properly. Alert COR if issues arise with subgrade preparation in the field during construction. See SOW General Note A-1.4 for construction timing when performing roadwork. Performance, installation and material requirements are in accordance with Texas DOT specifications that are referenced and detailed in the table, in the SOW under section 1.1-B-1-5.

13. Is there a history of standing water on the site?

FAA: No.

Utilities

14. What utilities are available?

FAA: Power and water are available for use onsite; however, Contractor MUST verify onsite utilities. Prints should be verified by GPR or other methods.

15. Is sawcut necessary if power routed to exit north end of building?

FAA: Depends on actual routing of gate power and controls with COR approval.

Miscellaneous

16. Is staging and storage available onsite?

FAA: Yes. Staging and storage are available inside the gated/locked area. Coordinate with SSC for placement.

17. Are portable toilets provided?

FAA: No. Portable toilets must be provided by contactor.

Deliverables and Submittals

18. The SOW (QZA ARSR Parking Lot Improvement Project - SOW.pdf Section 4.0-B) requires as-built drawings in AutoCAD 2019 format and compliance with FAA-STD-002G. Are there any specific FAA templates or additional guidelines that should be followed for the preparation and submission of these record drawings?

FAA: The contractor can submit AutoCAD files the FAA will convert to standard.

19. The Schedule of Submittals in Attachment 2 of the SOW lists various items requiring submittal. Can you clarify the expected level of detail and any specific FAA approval processes or timelines associated with these submittals? For example, submittal 005 requests "Asphalt Concrete Plant Mix Pavements Mix Design".

FAA: The type of asphalt mix to be used should be submitted for FAA review and approval prior to installation NTP. Typical submittal review and approval can be within a week if found acceptable. If submittal is not acceptable, it will be returned identifying deficiency or rejected.

Contractual and Administrative Aspects

20. The solicitation is a total set-aside for small business concerns that perform work under the NAICS code

237310: Highway, Street, and Bridge Construction. Can you confirm that the FAA considers all aspects of this project, including any electrical or fencing work, to fall primarily under this NAICS code?

FAA: 237310 is the primary NAICS code however there may be other wok as per the SOW that is not covered by this NAICS code.

21. The total estimated contract value for this project is between $100,000 and $250,000. Does this range encompass all potential costs, including any options or anticipated change orders?

FAA: This range covers the project as described in the SOW.

22. The Contractor shall begin performance within 5 calendar days after the date the Contractor receives the notice to proceed. The delivery for item 00001 is "30 Days After Notice to Proceed". Is there an anticipated timeframe for the issuance of the notice to proceed after the contract award date? Understanding the expected start timeframe is important for planning.

FAA: The selected contractor will have 30 days to complete the project after the Notice to Proceed is issued and must start withing 5 days of the NTP. However, the NTP will not be issued until all submittals, schedule, etc. are submitted and approved.

23. The solicitation asks in item 12A, "THE CONTRACTOR MUST FURNISH ANY REQUIRED PERFORMANCE AND

PAYMENT BONDS?" with a "YES NO" selection. While Clause 3.4.1-4 PERFORMANCE BOND REQUIREMENTS specifies a performance bond amount, are payment bonds also required for this project? If so, what is the required percentage or amount?

FAA: Performance bond, equal to the amount of the project, is required and payment bond is not required.

24. Clause 3.3.1-31 PROGRESS PAYMENTS (JUL 2018) - ALTERNATE I outlines progress payments, and Clause 3.3.1-28 NOTICE OF PROGRESS PAYMENTS gives notice of their availability. Can you provide more information on the criteria and process for requesting and receiving progress payments under this contract?

For example, the clause states progress payments will be made when requested as work progresses, but not more frequently than monthly.

FAA: The FAA allows for one invoice payment a month on a project of this size/scope through our Delphi system based on work accomplished. Further invoicing information will be discussed with the winning contractor.

Sustainability and Environmental Aspects

25. Clause 3.6.3-15 CONSTRUCTION AND DEMOLITION (C&D) DEBRIS MANAGEMENT PLAN (OCT 2015) requires a Construction and Demolition Debris Diversion Report to be submitted monthly. Does the FAA have any specific goals or targets for the percentage of C&D debris to be diverted from landfills for this project?FAA:

No specific goal identified. Contractor should adopt a CWM Plan to maximize the diversion of materials from disposal and expedite recycling and reuse of materials in projects. Reducing hauling by disposing of millings onsite is an acceptable example.
