About this file

This is a pricing template/quote sample spreadsheet file with detailed instructions for developing HVAC service cost estimates and a corresponding hazardous materials disposal solicitation (70Z028-25-Q-0000039). The template provides step-by-step guidance for calculating costs related to HVAC technician labor rates, preventive maintenance schedules, filter replacements, and emergency services across multiple locations, with tabs for base year and option years including 5% annual inflation factors.

The associated solicitation is for hazardous materials pickup and disposal services at Coast Guard Sector St. Petersburg, FL, set aside for small businesses under NAICS 562112. The contract includes a base period from award through March 31, 2026, plus three option years. Quotes are due by March 14, 2025 at 3:00 PM EST, with anticipated award by March 21, 2025. The firm-fixed-price contract will be awarded on a Lowest Price Technically Acceptable basis. Instructions

Instructions on How "HVAC PWS-IGE Template" Example was Developed / Used
PM Tab for Each Location
1Create a PM tab for each location to be included in the contract and copy the equipment list charts from their respective PWS Technical Exhibits into each tab
2Using a Pivot Table or other means, determine the job plans numbers associated with each location as well as the number of times each job plan occurs at that location
3The job plan numbers and respective quantities for each will be used on another tab as referenced below
PM Breakout by Location Tab
1Determine the appropriate HVAC Technician and HVAC Supervisor burdened hourly rate to use for the PWS and fill in these rates in Cell K1 and M1 respectively on the "PM Breakout by Location" tab
2Copy the job plan numbers for each location into Column B of the "PM Breakout by Location" tab.
3The data for the Hours Per Job Plan (Column C) and Times Per Year Per Job Plan (Column D) is pulled from the "PM Hour and Frequency Table" tab using the VLOOKUP function
4Copy the quantities per job plan numbers for each location into Column E of the "PM Breakout by Location" tab.
5Column F calculates the total number of hours for a given job plan at each location (ie hours per job plan (Column C) x times per year per job plan (Column D) x number of locations with the same job plan (Column E))
6Column G calculates the total annual cost for an HVAC Technician for a particular job plan at a particular location (Hourly rate (K1) x total annual hours per job plan (Column F))
7Column H calculates the total annual cost for a HVAC Supervisor for a particular job plan at a particular location based on the assumption that the supervisor will spend approximately 1/3 of the amount of time spent by technicians. If the assumption changes, the formula needs to change accordingly (Hourly rate (M1) x total annual hours per job plan (Column F) x 0.33)
8The sum total for the Total HVAC Technician Cost Per Job Plan (Column G) and Total HVAC Supervisor Cost Per Job Plan (Column H) columns for each unit will be used on the IGE summary page as referenced below
Filter Breakout by Location Tab
1Copy the equipment list charts from their respective PWS Technical Exhibits
2Determine the appropriate cost per filter and include this cost in Column E
3Calculate the Total Cost Per Filter Type (Column F) based on the quantity (Column B) and cost per filter (Column E)
4The sum total for the Total Cost Per Filter Type (Column F) for each unit will be used on the IGE summary page as referenced below
5List the type/manufacturer of the control system or put N/A if it does not apply in Column I
6If mechanical control system exists (shown in Column I), answer yes or no in Column J. If there is no mechanical control system, put N/A in Column J
IGE-Base Year Tab
1Add the sum total for the Total HVAC Technician Cost Per Job Plan (Column G of the PM Breakout by Location tab) and Total HVAC Supervisor Cost Per Job Plan (Column H of the PM Breakout by Location tab) and put this total in Column G (PM Total) for each unit
2Put the sum total for the Total Cost Per Filter Type (Column F of the Filter Breakout by Location tab) in Column G (Filter Total) for each unit
3Add the PM Total (Column F) and Filter Total (Column G) and place this total in Column H
4Take the Total PM Services Cost Per Unit (Column H) and Divide by the Unit of Measure (Column C) to Calculate the Unit Price (Column E) for each unit
5Determine the flat rate fee for each emergency service call per unit location and use this fee in Column G for each unit
6For the Regular HVAC Technician Rate, use the rate listed in Cell K1 on the "PM Breakout by Location" tab. Input this information in Column G for each unit
7For the Overtime HVAC Technician Rate, use the rate listed in Cell K1 on the "PM Breakout by Location" tab and multiply it by 1.5. Input this information in Column G for each unit
8For the estimated quantities to use in Column E, contact each unit to determine the number of during duty hour and after duty hour calls based on their knowledge and historical records. The estimated quanitities in the example are based on the number of expected calls multiplied by an assumption of 3 hours per call however this can be adjusted
9To calculate the Total Amounts (Column H) for Emergency Service Calls, Regular HVAC Technician hours, and Overtime HVAC Technician Hours, multiply the Unit Price (Column G) and Estimated Quanitities (Column E)
10To calculate the Total Cost for the Base Year of the Contract, add the total cost of all PM Services for every unit as well as the total costs for every units Emergency Service Calls, Regular HVAC Technician hours, and Overtime Technician hours.
IGE-Option Year Tabs
1The option year cost tabs in this example were based on multiplying each line item from the previous year by an inflation factor. The inflation factor used was updated in Cell J3 of each tab and the cost were recalcualted accordingly
NOTE:The data used in this example for each location is not indicative of the information actually included in the Sector New Orleans contract. The data is included in this template for example purposes only
