About this file

This is a quotation document from Aspen Aerials, Inc. to the Missouri Department of Transportation for annual inspections of under-bridge units. The quote, dated September 24, 2026, is addressed to Adam Zentz and covers inspection services for three specific underbridge units: A62 S/N 10210 (TEG9636A), A62 S/N 10304 (TEG9814A), and A40H S/N 10465. The inspection program encompasses a complete operational test of all unit functions, a complete inspection of hydraulic and electrical systems, a visual inspection of all structural components and connections, and a detailed report with recommended parts or repairs. The services are performed by factory-trained technicians at the department's location. The contract period runs from October 1, 2026, through September 30, 2027, with options for up to two additional one-year renewal periods. All inspections must comply with American National Standards Institute (ANSI/SIA A92.8) standards for vehicle-mounted bridge inspection and maintenance devices.

The quote specifies that a one-day inspection per unit is required, with the total cost for inspecting all three units listed on the quotation document. Aspen Aerials emphasizes the importance of proper equipment preparation, requiring that machines be thoroughly cleaned prior to inspection, particularly boom pivot points and axle lock surfaces. The company highlights its competitive advantages, including maintained documentation of each manufactured unit, factory-trained technicians with systems expertise, qualified engineering support, and comprehensive inspection capabilities. Annual inspections are mandatory under ANSI standards and must be documented for the lifetime of each unit. The Missouri Department of Transportation has determined that Aspen Aerials is the sole source capable of providing these specialized inspection services.

INSPECTIONS are a required function under American National Standards Institute ANSI/SIA A92.8 This standard is the design, manufacturing, and maintenance requirements for Vehicle-Mounted Bridge Inspection and Maintenance Devices.

INSPECTIONS are performed according to a checklist and certain records of these inspections must be kept.

Three types of inspections are required: Daily, Frequent and Annual.

Daily Inspection Before use each day or at the beginning of each shift, the mobile unit shall be given a visual inspection and functional test. A daily inspection checklist must be followed when performing this inspection.

Frequent Inspection Frequent inspections and tests shall be conducted on a mobile unit:

When it has been in service for three months or up to 200 hours, whichever comes first.

Prior to operation after the unit has been out of service for a period longer than three months.

The frequent inspection shall be made by a person qualified as a mechanic on the specific make and model of unit.

The inspection shall include all items specified by the manufacturer for a frequent inspection. A frequent inspection checklist must be followed when performing this inspection.

Written records of the frequent inspections shall be retained for a minimum of three years. Records shall include the date of the inspection, the name and signature of the person(s) accomplishing the inspection, a description of any deficiencies found, corrective action accomplished including the date, identification, and signature of the person(s) performing any required repairs.

ASPEN AERIALS ANNUAL INSPECTION PROGRAM

Aspen Aerials performs the annual inspection of Underbridge Units in accordance with American National Standards Institute ANSI/SIA A92.8

The annual inspection program was started in 1985 due to requests by our customers to have inspections performed on their Underbridge Units annually (once a year). Aspen Aerials inspects Underbridge Units manufactured by Aspen Aerials. Some Units are either being inspected by firms or not being inspected at all. One disadvantage of having a firm other than Aspen Aerials perform the inspection is that they are not familiar with the operational systems and structural design of the unit. Of course, not having the inspection done at all is not recommended by American National Standards Institute or Aspen Aerials.

The advantages of having Aspen Aerials do the annual inspections are:

We maintain documentation of each unit manufactured.

Our technicians are factory trained in the systems and operation of your Underbridge Unit.

Our technicians are capable of making detailed and qualified recommendations in the repair and maintenance of your Underbridge Unit.

Our technicians have the support of a qualified engineering staff, experienced in the design and operation of

Underbridge Units.

The annual inspection is performed at your location and includes the following:

Proper inspection of all structural components and structural connections.

Proper testing and adjustment of the rotation braking system.

Proper testing and adjustment of the controllers at both the platform and remote controls.

Proper testing and adjustment of the axle lock system.

Proper testing and adjustment of the emergency shut down system.

Proper testing and adjustment of the stability alarm system.

Proper testing and adjustment of the operational limit system.

Proper testing and adjustment of the hydraulic system.

An operational test of all unit functions.

A detailed report of the inspection results with recommended parts or repairs.

Even though Aspen Aerials and Reach All Underbridge Units have been designed for maximum performance with an adequate structural safety factor, proper maintenance and annual inspections are essential and vital to maintain aerial devices at their maximum efficiency.
