About this file

This is a Justification for Other Than Full and Open Competition document submitted by the U.S. Department of Justice, Federal Bureau of Prisons (BOP), for a sole-source acquisition from Avantstar, Inc. The BOP seeks to procure Quick View Plus 2020 annual subscription licenses for a 12-month base period as a Firm Fixed Price purchase order. The software is essential for the BOP's standalone eDiscovery workstations located at each facility, which provide federal inmates access to review legal materials received from U.S. courts and attorneys. Quick View Plus 2020 is uniquely suited for this purpose due to its capability to view and search a wide range of file formats without requiring native software applications, user-friendly interface, and compatibility with diverse document types critical in the legal context. The estimated value field is redacted in the document.

The justification establishes that Avantstar, Inc. is the only responsible source capable of providing the proprietary Quick View Plus 2020 software and its exclusive technical support and updates. Market research confirmed the software's unique features align with agency requirements and verified vendor proprietary rights. The anticipated cost has been determined fair and reasonable based on comparison with historical pricing for prior procurements and review of commercial pricing through online market research. A synopsis was not published on SAM.gov in accordance with FAR 5.202(a)(6) exception for sole-source acquisitions. The document is digitally signed by Paul Brown, Contracting Officer, Technology Procurement Section, dated March 3, 2026, with concurrence from Daniel Thomas, IT Specialist Inmate Technology Support, Reentry Services Division.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN

COMPETITION

(FAR 6.103-1(b) – One Responsible Source)

1. Identification of the Agency and Contracting Activity U.S. Department of Justice, Federal Bureau of Prisons (Bureau), Central Office, Administration Division, Acquisitions Branch, Technology Procurement Section.

Requiring Office: Information Technology and Data Division.

2. Nature and/or Description of the Action Being Approved This action is a sole source acquisition that is available from only one responsible source and no other type of supplies or services will satisfy agency requirements for a brand-name requirement to award a purchase order to Avantstar, Inc. for the provision of Quick View Plus 2020 annual subscription licenses. The purpose of this action is to secure continued access to the proprietary Quick View Plus 2020 software licenses, which includes standalone dedicated workstation software for federal inmates to review legal materials received from U.S. Courts and Attorneys.

The requirement will be awarded as a Firm Fixed Price purchase order with a 12-month base period.

3. Description of Supplies/Services and Estimated Value The Bureau requires the provision of official Quick View Plus 2020 Software Licensing essential for the BOP's standalone eDiscovery workstations, which are dedicated workstations for federal inmates to review legal materials received from U.S. courts and attorneys. Quick View Plus is uniquely suited for this purpose due to its capabilities in viewing and searching for a wide range of file formats without requiring the native software. This is crucial in the legal context, where diverse document types are involved.

The software's user-friendly interface, search functionality, and compatibility with various file formats make it the optimal choice for providing inmates with efficient access to viewing their legal content. Its ability to handle multiple file types without the need for specific applications aligns perfectly with the diverse nature of legal materials, ensuring a comprehensive solution for the BOP's eDiscovery workstations.

Estimated Value

4. Identification of Statutory Authority This acquisition is conducted under FAR DEVIATION 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, pursuant to 41 U.S.C.

3304(a)(1) per FAR DEVIATION 6.104-1.

5. Demonstration That the Contractor’s Unique Qualifications Require Use of a Brand-Name The BOP utilizes dedicated workstations installed at each BOP facility to provide the eDiscovery solution though the use of Quick View Plus, and this procurement provides the necessary licensing, 24/7 vendor support, and software updates needed for continued interface operation.

Quick View Plus 2020 provides capabilities in viewing and searching a wide range of file formats without requiring the native software. This is crucial in the legal context, where diverse document types are involved. This software is proprietary to the provider Avantstar, Inc., who exclusively delivers technical support and updates.

6. Efforts to Solicit Offers: In accordance with FAR DEVIATION 6.104-1(a)(6) - each justification must include a description of efforts made to ensure that offers are solicited from as many potential sources as possible, the Bureau considered whether competition could be obtained. Because Avantstar, Inc. is the only source with proprietary rights to provide the Quick View Plus 2020 software and licensing, competition could not be achieved. A synopsis was not published on SAM.gov in accordance with FAR 5.202(a)(6) which provides an exception when only one responsible source exists, and no other supplies or services will satisfy agency requirements. Given the proprietary nature of the Quick View Plus 2020 software and licensing, standardized pricing, and sole-source availability, the Government concludes that the anticipated cost is fair and reasonable and represents the best value.

7. Determination That the Anticipated Cost to the Government Will Be Fair and Reasonable The anticipated cost has been determined fair and reasonable based on:

Comparison with historical pricing for Quick View Plus 2020 software and licensing under prior procurements.

Review of commercial pricing and rates by Avantstar, Inc for use software and licensing through online market research.

- Quick View Plus 2020 software’s broad file format compatibility, user-friendly interface, and search functionalities.

- Verification of vendor proprietary rights.

- Cost analysis compared with other Quick View Plus 2020 software and licensing resale authorities.

Conclusion: Market research confirmed Avantstar, Inc. is the only responsible source.
